2009-2010 Annual Report

LaSalle
A Therapeutic Environment for Children and Families
A Quality Place to Work
A Sound Investment in the Future of our Community
Friends,
We are pleased to present the 2009-10 Annual Report and Appeal. It is not typical for us to include a message from the agency leadership
within the report itself, but 2009-10 was not a typical year.
The Needy Boy Fund
Like most non-profits, LaSalle suffered from the continuing effects of the economic downturn. There are segments of the business sector
that have greater capacity to recover than human service organizations, and we anticipate that the next few years will continue to be
difficult.
Created in 1981 by then-Executive Director Br. Brice Wilder to
assist current and former boys attending La Salle with emergent
needs, disbursements are authorized by the Executive Director.
In our summary of operations, you will see a dramatic downturn in revenue from a year ago and an operating loss. We’re sure you would
believe us if we said it could have been much worse but what you need to hear is what we are doing about it. First, the action we took
during the last year was designed to allow us to realize cost savings while minimizing any adverse impact on the quality of services
or safety. Even though it did not balance our budget, it worked well.
The LIFE Scholarship Fund
As this is written near the end of the first quarter of 2010-11, we are in fact seeing promising signs. With enrollments up, revenues
are already improving over last year. We are working with our licensing authorities to adjust our programming so that we will be better
positioned to respond successfully with services that are even more effective than what we’ve been recognized for in the past. Our capacity
to assess and report the effectiveness of our work is quickly increasing.
Some say that our country is in crisis. Perhaps that’s true, but we think crisis is much worse that what we are experiencing. Our buildings
are here, the children are well cared for, we’ve retained our capable staff, and we’re committed to our Mission.
In part, our ability to strategically and carefully respond has been possible because of your support of LaSalle. The endowment and
reserves have served us well during these times that we all predicted we would some day face. Our job now is to look ahead and adjust
to new territory and not whine about how things are so hard and how the changes have hurt us.
We trust our strategies will allow us to retain your confidence and, ultimately, sustain our effectiveness with services to children
and families during times they need us because it is they who are in crisis, and we who cannot afford to be.
Sincerely,
6

Family Empowerment Services
In March 2010, Polly Randall, a
LaSalle family
prevention worker, received the annual
Kenneth C.
Skinner Child Welfare Excellence Award from the Council on Family and Child Caring Agencies
(COFCCA) for her excellence in working with children and families. She was selected from some 45
non-profit human service providers that are COFCCA members.
One week later, Ken Skinner was presented with LaSalle’s Mary G. Breslin Volunteer Service Award
for his exemplary service in the field of social welfare and his participation on a number of volunteer
committees.
La Salle’s continuing pursuit of best practices
Partnerships, such as our continuing collaboration with the University at Albany, are key to our efforts
to use research and data to improve services and outcomes for our youth and their families. Our work
with UAlbany’s Schools of Criminal Justice, Education, and Social Welfare in the Service Outcomes
Action Research (SOAR) project is now informing our
practice as illustrated by the two examples that follow.
In the last year, our staff and youth have implemented
across the program, a customized version of Positive
Behavioral Intervention and Supports, known nationally
as PBIS. This Evidence Based Practice provides all of the staff and students with common expectations and language,
and relies heavily on data to inform continuing program adjustments as well as the design of individualized supports.
LaSalle is also participating in the Child Welfare Workforce Initiative (CWWI), a $2.5 million initiative funded
by the Children’s Bureau of the United States Department of Health and Human Services, and spearheaded by UAlbany,
the Social Work Consortium and the Council on Family and Child Caring Agencies. The CWWI effort is an aggressive
undertaking, which will lead to treatment practice at LaSalle that is increasingly reliant on evidence and coupled with reliable
assessments as a means to measure client progress.

LaSalle’s JSVOP team presented several training seminars during the year including:
- A training for Northeast Parent and Child’s therapeutic foster homes employed by New York’s
Delaware County to care for sexually aggressive youth in the community.
- A presentation entitled “Adventure-Based Learning: Theory and application in treating sexually
abusive youth” at the 12th annual conference of the Massachusetts Adolescent Sex Offender
Coalition / Massachusetts Association for the Treatment of Sexual Abusers in Marlborough, MA.
- A workshop
entitled “Multi-Family Group: Engaging and cooperating with families in
treating
juvenile sexual aggression” at the 15th annual conference of the New York
State Association for the
Treatment of
Sexual Abusers held in
Verona, NY.

Attorney General’s Office came to
La Salle in
January 2010 to present “Your Child’s DIGITAL Life;
Safety Tips for

as how to make Internet use a family activity, teach youth to develop critical-thinking skills, and set
reasonable rules.
Quinlan is the Attorney General’s lead investigator on the New York State Internet Crimes Against
Children Task Force, a multi-agency approach to combatting the online sexual exploitation of
children.

Last year, La Salle discovered a family of ours living in a barren apartment with no furniture.
By reaching out to our staff and the local community we secured enough donated furniture
and household items to outfit their entire home. Linking people who had things they did not
need with people who needed things they did not have was definitely a win-win for La Salle!
It worked so well we are continuing this project into the future. We have also expanded our
Christmas
food drive to year round, and now run a food pantry to help families
make
ends meet.

Mission Statement
Through a dedicated and capable community of staff and associates, inspired by the faith and vision
of Saint John Baptist De La Salle, La Salle School provides therapeutic, educational and supportive services
designed to accomplish positive, personal growth, and lasting change in the lives of youth and families in need.
Values Statement
At La Salle School, we are committed to working with youth
who are at jeopardy as a result of serious concerns for safety, well-being, and permanency.
For more than a century and a half, we have looked into the eyes of children to assure them they will be well cared for
and their needs will be met regardless of the circumstances that brought us into their lives.
Within the therapeutic relationships we strive to create,
lasting change is possible because children and their families experience stability, build upon their strengths, and find reasons
to be confident and optimistic about their futures.

Core Services and Related Programming
Residential Treatment Center
Since 1854, La Salle has provided residential care to meet the needs of adolescents unable to safely
or successfully remain at home. Along with the family, each student receives comprehensive casework
and clinical services, while benefiting from superior educational programming, recreation and medical care
in a highly structured, supervised residential setting. For many families, we are able to continue supporting
their efforts through aftercare services during the important transition home.
Day Services Education
For decades, our Junior/Senior High School has provided quality educational and clinical services to students
living in the community who are struggling with academic and behavioral issues jeopardizing their ability
to obtain a high school diploma.
Family Empowerment Services and Community Connections
LaSalle provides community based casework support and clinical treatment designed to improve a family’s
ability to safely function as a family in order to successfully prevent the placement of their child or to enable
their child to successfully return home following placement.
After School Program Services
This program includes an After School Center for at-risk Albany County youth, and an Evening Reporting
Center for students known to Albany County Probation. A supervised, structured array of enrichment
and recreational activities during high-risk evening hours are provided to these youngsters who live at home
and attend local schools.
All of La Salle School’s Core Services and Related Programming are accredited
by The Council on Accreditation for Children and Family Services, and are licensed, authorized and supervised
by the NYS Education Department, the Office of Children and Family Services,
and the Office of Alcohol and Substance Abuse Services.
