The fan in the Main block is made using paper piecing (a.k.a. foundation piecing).
There are many excellent resources, including on the web, on how to paper piece.
Make 80 copies of the fan template.

The fans in the Main block are paper pieced. Make 80 copies of the fan
template. The numbers on the pattern are the piecing order. Paper piece the fan
using the 640–2½"x 5" rectangles. Use a mix of fabrics in each fan. Align edges
of fan and background. Use your appliqué method of choice to appliqué the
top of the fan to the Main block. Make 80. Blocks should measure 8½"x 8½".
