Project Progress Update
NW Innovation Works
Port of Kalama has retained
three consulting firms to provide
technical assistance related to the
NW Innovation Works methanol
production project. The three
firms are BergerABAM, Endeavour
EHS of Portland, Oregon, and
Cape International of Juneau,
Alaska.
The Port and NW Innovations
Works are retaining BergerABAM,
under separate contracts, to
conduct studies which are
necessary prior to submitting
permit applications to various
government agencies. The Port
will pay for the study elements
that are its responsibility and NW
Innovations Works will pay the
study costs associated with its
responsibility. BergerABAM expects
to complete the studies within 12
months.
Endeavour EHS is advising the
Port on environmental, health and
safety issues. They will review
the project for compliance with
local, state, and federal health and
safety regulations.
Cape International will advise
the Port on issues concerning the
design of the dock and loading
facilities to ensure they meet U.S.
TOP WEDA AWARD GOES TO PORT OF
KALAMA FOR ENVIRONMENTAL EXCELLENCE
ON NAVIGATION DREDGING PROJECT
The Western Dredging Association (WEDA) recognized the TEMCO Berth
Maintenance Dredging and In-water Flow-lane Placement project for its
innovation and environmental and economic benefits.
The Port of Kalama used a groundbreaking new ‘scour hole placement’
technique on the award-winning TEMCO project. In 2013, the Port
successfully placed 189,000 cubic yards of dredge material near two pile
dikes in the Columbia River.
Community members will recognize the pile dikes located near the Port office.

The Port designed the dredging project with input and support from local,
state and federal agencies. The Port would like to give special recognition
to Coast and Harbor Engineering, BergerABAM and HME Construction
for their distinguished contributions to the project. The new dredging
technique is credited for environmental and economic benefits for the
Port of Kalama and its community. Environmentally, the project minimizes
erosion while restoring conditions for shallow water habitat for fish. This
innovative method not only maintains natural river processes, protects pile
dikes and is transferable to other dredging sites, but dredging and disposal
costs were 65% less than dredging costs in 2012.

For some, thoughts of summer conjure up lazy days spent under
the sun. Not so at the Port. We enjoy the nicer weather, but we’ve
been busy completing long-term projects and developing others—
and winning three awards.
June capped off the completion of the Railway Project at the TEMCO
LLC site. The project increased rail efficiency at TEMCO and tripled
its capacity to move grain.

The Port’s Administrative Building and Transportation Interpretive
Center will be completed this fall. The administrative offices will
provide more efficient services to our Port businesses and the
Interpretive Center will offer visitors a central location housing our
community’s colorful transportation history. A walk by the building
designed like an 1800s warehouse is impressive.

• The 2014 Governor’s Smart Communities Award recognized
the City of Kalama and the Port of Kalama for their
collaboration on the East Port Annexation for mixed-use
zoning. • The Port received the top Western Dredging Association
(WEDA) Award for Environmental Excellence in the
navigation-dredging category. An innovative ‘scour hole
placement’ technique is cited not only for maintaining natural
river processes but cutting dredging costs.
• The Outstanding Performance Award for Wastewater
Treatment recognizes the Port for excelling in effluent limits
management and all operational requirements.

CONGRATS! THE CITY OF KALAMA AND THE PORT OF KALAMA
WIN THE 2014 GOVERNOR’S SMART COMMUNITIES AWARD
The 2014 Smart Communities Award recognizes
achievements by local leaders who promote smart
growth planning and projects that contribute
to quality of life in Washington State. The State
recognized the City of Kalama and the Port of
Kalama for collaboration on the recently approved
annexation of 260 acres of Port property for both
business and recreational purposes. The community
can witness the successful alliance as the Spencer
Creek Business Park and new Haydu Park develop. The multi-use business property is expected to boost
the area’s economy and job opportunities while
strengthening the City’s revenue base.
Together, the City and Port crafted a new City Code
that will enable flexible development while providing
a consistent quality of infrastructure, landscaping
and buildings. The Spencer Creek Business Park will
encompass about 70 acres (3 million square feet)
and over 500,000 square feet of space when builtout. According to the presenter of the prestigious
award, Governor Jay Inslee, “These projects help
create and sustain a thriving economic climate and
strengthen our ability to lead in the global economy.
Washington is a great state in which to live and do
business thanks to these examples of leadership and
innovation in community planning and development.”
OUTSTANDING PERFORMANCE AWARD FOR
WASTEWATER TREATMENT GOES TO POK
The Washington State Department of Ecology has
honored the Port of Kalama Wastewater Treatment
Plant with the 2013 Outstanding Performance
Award.
The award recognizes the Port’s excellence in
effluent limits management, monitoring and
reporting requirements and overall NPDES permit
operational demands.
“The Port of Kalama’s Wastewater Treatment
Plant has an excellent record of
operation and we fully appreciate
the Port’s dedicated staff,” said

POK TRAIL IMPROVEMENT PROJECT RECEIVES $30,000 GRANT
Walking or riding the Port pathways will be safer thanks to a $30,000 Cowlitz County grant awarded to the
Port’s Trail Improvement Project. The grant enables the Port to improve pedestrian and vehicle separation
barriers and meridians along West Marine Drive. The improvements are part of the plan to enhance
recreational opportunities at the Port.
“The pathways have become a very popular recreational
destination for pedestrians and bicyclists, while the marina is a
busy hub for boating and fishing. These improvements will really
enhance the safety for all who use the Port’s parks,” says Jacobo
Salan, Economic Development Manager, Port of Kalama. “We
cannot thank the Cowlitz County Commissioners and Ron Junker,
Facilities Services Director at the County enough for the support
of this project which assists the Port in meeting its mission.”

Locals watched on June 5 as Navy vessels, the USS
Lake Champlain and USS Spruance “tied-up and
let-go” at the Port of Kalama. The Navy ships chose
the Port to pick up guests sponsored by the Navy
League bound for Portland during Portland’s Rose
Festival Fleet Week. The Port would like to thank the
ILWU Local 21 for donating their hours to assist. In
addition, the Port acknowledges Steelscape LLC for
working around the fleet week schedule at the North
Port Marine Terminal.
The Navy League, founded in 1902 and inspired by
Theodore Roosevelt, provides support for United
States sea services around the world and runs a
variety of programs in communities throughout the
country. Special thanks also go to the Navy League
for sponsoring this event at the Port of Kalama.
