It borders Afghanistan to the south, Uzbekistan to the west, Kyrgyzstan to the north, and China to the east. Made up of four regions, Sughd, Khatlon, Gorno-Badakhshan, and the Republican Subordination, these regions are divided into districts and then further sub-divided into self-governing village units. The Pamir Mountain Range dominates the east half of the country and this mountainous terrain often leads to natural disasters such as avalanches, flooding, and landslides. Other common natural disasters include earthquakes and wildfires. The rivers Amu Daya and the Panj mark the border of Afghanistan and there are more than 900 rivers in Tajikistan longer than 10 km. After independence from the Soviet Union, Tajikistan underwent a devastating civil war from 1992-1997. Though the country now maintains political stability, there is still much infrastructure to be reconstructed and the country’s identity is still in flux. What has helped in recent years is the country’s ability to establish consistent foreign aid that helped improve the local economy. In terms of village planning in Tajikistan, common issues in the literature include sustainable development in the Pamir Mountains, evolving community structures as related to governance, survival of in harsh climates, land-use strategies, and household cultural appropriation. Problem Statement This research provides the results of a systematic library and database search on the topic of Tajikistan to contribute to the formation of the DRMI-AKPIA Knowledge Bank on Disaster Risk Reduction in Village Planning. Research Methodologies The first Methodology described below applies only to the Published Scientific Literature. The findings from this method have been summarized in Section II, recorded by tables in Section VI, and exported as two separate bibliographies: one for Hazards (Section V) and one for Village Planning (Section VI). While the Village Planning Bibliopgraphy is not further categorized, the Hazards bibliography is broken down further into 4 sections: Physical Sciences, Mitigation, Impact and Reporting, and Recovery and Reconstruction The bibliographic search for Tajikistan has been broken down into four regions: Tajikistan (officially the Republic of Tajikistan), Pamir (a mountain range in Central Asia), Badakhshan (a historic region including parts of northeastern Afghanistan and southeastern Tajikistan), and Khorog (the capital of Gorno-Badakhshan province of Tajikistan). Each of these region terms has then been paired with a set of planning terms (Hazard, Disaster, Earthquake, Flood*, Avalanche, Landslide, GLOF, and complex emergencies) and a set of relocation terms (Preparedness, Mitigation, Evacuation, Retrofit, Safe Havens, Temporary Shelter, Recovery, Reconstruction, Village Planning, Village, Settlement, Habitat, Relocation, Housing and Rural Development). For each combination of region term + planning term and region term + relocation term, the number of total hits, applicable hits + their corresponding RefWorks ID number(s), and associated notes have been recorded. This process is repeated for each of the following databases: Archnet, Avery Index, Compendex, Medline, Proquest – Dissertations, Water Resources Abstracts, Web of Science, and Worldcat. There were a total of 377 total applicable hits including all of the duplicates from different searches; 53 of those hits were related to Village Planning and 130 were related to Hazards. The second Methodology applies only to the Gray Literature. The findings from this method have been summarized in section III and its contents are organized into four categories: GO, IGO, INGO, NGO. Within each of these category folders are the organizations and agencies that have engaged in programs, funding, and initiatives in Tajikistan and then within their subfolders is the applicable literature. The summaries in section III speak generally to the contents of this literature and to the overarching goals of the organization. Finally, this document catalogues this literature in section VII, “Grey Literature Bibliography”. II. Published Scientific Literature Summary The results from the databases (as noted in Section I) suggest that what has been written about Tajikistan thus far is generally less about the relationship between disasters and how society manages them than it is about the content of these two issues written independently of one another. That being said, it should be noted that there are approximately 183 sources that speak directly to Hazards and Village Planning in Central Asia. Research topics include government preparedness for disaster, international community response, emergency preparedness across national boundaries, preparing for and recovering from natural disasters, irrigation flood management, predicting seismicity, and disaster management of landslides in the Pamir Mountains. The remaining sources (about 99% of the total number of hits) focus more on either the science of the natural environment or society. The texts about environmental issues include the following major categories (from most to least hits): earthquakes, landslides, glaciers, environmental futures, and wildfires. Earthquakes received the most hits by far and the sources contain research about the various seismic zones, how to predict the next earthquake, the 1911 earthquake in Pamir, and writing concerning the surface and subsurface tectonics of the ground. Landslides are also a common search result, probably because many of them resulted from seismic activity such as the Usoi Dam Landslide (one of the frequent search results). Other topics about landslides include dam safety, landslide dating, and the creation of the Usoi Dam in 1911. The next most frequent topic are glaciers; the most widespread being the articles concerning the glacial lake outburst floods in the Pamir followed by how to remotely-sensor glacial movement. Though there isn’t a vast amount of research here, the environmental futures category consists of research found relating to climate change, the future of water resources in the country, and engineering technologies coming predominantly from Japan and China. Finally, there were a few articles relating to wildfires in the Himalayas. The texts written about societal issues include the following major categories (from most to least hits): politics and social relations, economy, health, education, foreign relations, drug trade, energy, and infrastructure. To begin with the category with the most number of hits, the politics and social relations articles that emerged from the search include topics about Tajikistan’s break from the Soviet Union in 1991, the Civil war that ensued, efforts in peace-building once the war had ended, and the continued conflict between the Moscow-backed government and the Islamist-led opposition. Though the category of foreign aid received far fewer hits than some of the others, these texts tend to be very much tied to these politics in an attempt to develop peacemaking strategies for internal conflicts. Sources concerning the state of the economy are also quite common. These deal with issues of poverty resulting from the instability during and after the civil war, migrants (primarily male) needing to look for work outside of the country, working conditions and food insecurity. The third most frequent set of hits are those related to the nation’s health including the need of improved health programs, new technologies, the collapse of services with the fall of the Soviet Union, problems of surgical techniques, and how volunteers from outside of the country address these health concerns. The next most frequent hit is education. Again, with the fall of the Soviet Union and the general unrest in the country, educational institutions are in disrepair. The articles speak to the need for an improved educational curriculum and access to resources as well as addressing the issue of girls dropping out of school. Though less common, the topics of drug trade across the border of Afghanistan, terrorism as the result of rising radical forms of Islam, and new infrastructure (roads and railroads), have emerged as patterns throughout the research. III. Gray Literature Summary The gray literature concerning natural disasters and village planning predominantly emphasizes the importance of improving communication among organizations at the local, regional, + global scales, across nation-state boundaries and among rural communities. The term “transboundary” occurs frequently; mostly in reference to re-establishing the old Silk Road trade routes in hopes of increasing exchange among a country whose physical landscape is difficult to traverse and whose climate changes radically from one location to another. Just after the civil war ended, relief organizations had focused on immediate needs such as food and supplies, but now that the country gained more stability, there has been an increase in longterm planning initiatives, local centers and programming, and partnerships with the governement. Though there are a host of long-term planning documents that outline potential strategies, the “Hyogo Framework for Action” and the “Disaster Risk Management Initiative”, are two of these plans addressed and incorporated into the gray literature dialogue more than any other. Though the government of Tajikistan does not appear to be creating any documents independently, it may be inferred from the gray literature, that government–NGO partnerships are growing stronger to develop joint strategies and that these relationships are valued on both sides. One last frequent theme throughout the gray literature is that of climate change. Since Tajikistan is highly vulnerable to extremes in temperature and that these fluctuations increase the number of natural disasters in the country such as mudslides, flooding, and avalanches, there have been a number of research initiatives begun by organizations to reduce the negative impacts of climate change. IGO ADB (Asian Development Bank) http://www.adb.org IGO, Mission is “to improve lives in Asia and the Pacific”; Developed ‘Central Asian Atlas’ with information on climate, natural + water resources, energy, agriculture, and sustainable development; Emphasis on connecting rural territories to one another (Silk Road trade routes referenced) and providing emergency assistance along these routes; Working with the Tajikistan government to reduce impact of natural disasters by giving them loans to prevent future flooding as dams had not been maintained during the civil war; Recognizes climate change as being an important factor in Tajikistan’s future and helped government build over 130 houses away from flood-prone zones; Worked on improving warning mechanisms, maintaining flood infrastructure, and developed new regulations to restrict land use in high-risk areas; Created ‘Risk Maps’ from surveys and computer modeling; In 2000, launched regional programming for disaster assistance called RETA 5860 or ‘Institutional Strengthening and Collection of Environment Statistics’ which includes 5 Central Asian countries, one being Tajikistan. The purpose of this program is to improve the methods of environmental data collection and exhibit the particular challenges that the region faces relative to natural disasters.
