The PACOP, PADIN II, PASARC and GIRE programs have contributed to this result. The various programs supported by the Embassy in 2015 contribute to
awareness raising amongst government and NGO staff, and capacity building of producers and increased knowledge about water management. These programs
facilitate improved water management for the benefit of various stakeholders / water users and help to prevent and mitigate resources-based conflicts. With the
Embassy-supported IWRM program more attention for this subject is raised.
This ratio has been improved in few pilot area's supported by the PADIN program in Mopti region, and with the PACOP program in Segou region. In general, data
collection on this parameter remain modest. An analysis for one of the projects within the PACOP programme rice production / ha did go up with 32 % in 2015
with an average yield of 3,77 ton rice / ha for an area of 124 hectares. There have been encouraging pilot projects with the Système Intensive Riziculture (SRI) in
Ségou and Mopti regions but yet on a limited scale. With the PACOP programme for an area of 10 hectares yields up to 7,7 ton / ha have been recorded. It
should be noted that for most irrigation projects there is scope to improve the crop/ water efficiency and the yield/hectare, to capitalize on the infrastructure
developed. This process often takes a few years.

Reasons for result achieved:
The subject water efficient agriculture has not yet received sufficient priority in Mali. Therefore data for this result area are limited. But efficiency in smallholder
irrigation is improving. For many there is still the notion that water is relatively abundant and in many cases users are not measuring their abstractions, neither
paying for water, especially outside urban areas. During the dry season the need becomes more pronounced. Gradually awareness is growing that this is a
subject of importance, in view of increased demand for water by various users, also via programs undertaken with the the Office du Niger, Ministry of Energy and
Water/ Direction National de l'Hydraulique and the NGO Wetlands International Mali.
Implications for planning:
It is expected that the government in Mali will develop a clear appproach in this respect, and the program GIRE seems well placed to assist. In 2016 more
discussions with colleagues in the Netherlands Ministry of Foreign Affairs are expected which may lead to a joint approach for various embassies/ programs. It is
expected that a discussion with FAO may lead to a clearer approach in 2016. Following the trend, it appears feasible that in 2017 a yield of 4.8 ton / ha may be
achieved.

There has been reasonably good progress in the development of plans and interventions. The GIRE program is instrumental in this respect, initiating numerous
consultations with government and communities (indicator 1). The support from the commission MER towards the Strategic Environmental Study (EES) for the
Strategic study for Scenario development for the zone Office du Niger (PAHA-study) has been useful. In Mopti town, a protection dyke (4.1. km) has been
constructed in the framework of the PADIN II programme. Concerning irrigation, progress has been made in the PADIN, PASARC and GAO + programs as
elaborated under 2.1.b

In 2015 it is estimated that an area of 1933 ha has been improved by better water control / irrigation and drainage infrastructure (PADIN, PASARC, Office du Niger) for rice and
onion production. Further more numerous vegetable gardens have been supported in Mopti and Gao regions. Within the PADIN II pogram numerous solar pumps have been
installed which also encourage efficient use of water. The PADIN II programs concern two sub-basin plans for respectively i) the floodplain of the interior Delta of the Niger
rivers, and ii) the floodplains of the Sourou river. Regarding the latter one, a more comprehensive assessment is needed to assure an integrated approach for management
and development. It should be noted that the Sourou Basin within Mali has hardly been touched as yet and has a high value in terms of biodiversity. With the GIRE
programme, many people are expected to benefit (direct and indirectly) from watermeasurements, analysis and proposals for basin management and waterallocation, in Mali
and Guinea.

Result question 2.2a: To what extent has transboundary and collective river basin management been improved in the target area of your
programme?
There is a growing awareness on the need for more consultation on water abstractions, monitoring quality of the river water in the Niger Basin. See also
www.abn.ne. With the support (within the GIRE progrm) to management of the Selingue dam and the Markala weir gradual improvements are being made,
notably on communication between the various stakeholders. The GIRE program is well placed to contribute further in this respect, and will gain more
momentum in 2016. The link with the Niger Basin Authority (ABN) will be strengthened. The PADIN program, active since 2012 has provided support to planning
for the Sourou Basin - a basin that is shared between Burkina Faso and Mali. For the Sourou river basin it is important to balance integrated development with
due respect for biodiversity. More studies are being planned to ascertain both this balance and the feasibility of investments.

The PADIN II program in Mopti region is contributing to an integrated planning for the Sourou river basin (shared between Burkina Faso and Mali). The work done
in the framework of the GIRE programme (Government and Wetlands International Mali) has contributed, including a number of consultations with
representatives from Guinea (notably Kankan). The annual plan for 2016 was approved by the steering committee in October 2015, which provides a good basis
for work in Mali and Guinea. A Memorandum of Understanding between Guinea and Mali was signed in 2015 establishing the parameters of the transboundary
cooperation within the GIRE programme. Regarding the results under indicator 2 the rainfall appears to have been the main factor to influence this. There is a
growing awareness on this issue and within the GIRE programme more attention will be given to this. This dyke protects the town of Mopti better against
inundation and has reduced the risk of flooding for 2.045 households. With the programme PADIN II good progress was made in Mopti with the construction of a
protection dyke of 4.1. km. The works are expected to be finished in 2016.

Reasons for result achieved:
The GIRE programme faced some delays in the start-up, but in spite of this overall satifactory results were achieved. PADIN II, PASARC and GAO + recorded
overall satisfactory to good progress. For GIRE, the recruitment of staff for government and Wetlands International Mali took more time than expected. It should
be noted that the security situation in the centre of the country did not improve in 2015, in fact travel has become more restricted. There has been an interesting
debate on the feasibility of developing more area for irrigation and the effect it has on other liveilhoods and this discussion will continue in 2016. Good progress
was made in Mopti with the construction of a protection dyke of 4.1. km.
Implications for planning:
Conditions are now in place to speed up the execution of the GIRE programme by the Government and the NGO Wetlands International Mali (WIM). There is a
need for a strategic discussion with concerned government ministries on the priorities and investments with regard to the program and the various sectors,
agriculture included. More exchange is needed on this, and probably also more research on the arguments, data collection and analysis to feed the discussion
adequately. Wetlands International and the Commission MER are expected to contribute to this discussion.

Within the GIRE programme with Wetlands International Mali, a subcontract was granted in 2015 to Altenburg & Wymenga for the support to the tool OPIDIN.
See also www.opidin.org Rainfall data from Guinea and Mali were inserted in the tool OPIDIN, and predictions for the Niger river were formulated, and during the
rainy season weekly updates were provided. Within the programme PADIN, construction of a protection dyke (4.1 km) in Mopti took place in 2015 following
advice from a dyke expert from the Netherlands in 2014. AKVO has become more active in Mali with the stationing of a team in Bamako. AKVO assists with
innovative ways to collect data ( by using smartphones). The NGO Rain supports programs in Mali and is active with the 3 R (recharge water sources, retain
rainwater, reuse water) approach. In Mali there is scope for more collection of rainwater, development of small and medium size multi-purpose dams. The
Commission MER facilitated three missions to Mali to assist the government with regard to advice on Strategic Environmental Studies for the Zone Office du
Niger. Discussions with RVO have taken place in 2015 on how more technical advice/ support could be given in the water sector, this is expected to be followed
up further in 2016.

Result question 4.1b: To what extent has your programme contributed to this result?
Since the start of the GIRE programme, there has been an increase in interest of several partners in the Netherlands to consider more activities in Mali, as
witnessed during the country meetings in the Netherlands organised by NWP. Partenariat National de l'Eaux (PNE) du Mali will undertake work in Mali in the
framework of the GIRE programme. It is expected that in 2016 the various contacts will result in a cooperation with Dutch Water Boards, following succesfull
cooperation in neighbouring Burkina Faso. The PADIN programme has financed the construction of a 4.1 km dyke in the region Mopti, which is protecting more
than 2,000 households against seasonal inondation. The commission MER has facilitated three missions to Mali to support strategical planning for the Office du
Niger zone, especially with regards to strategic Environmental Studies. This work is continuing in 2016.

Result question 4.2a: What are the results of the transition to a more trade related relationship in the water sector?
It is too early to comment on this. However with the formation of SOMAPEP and SOMAGEP - agencies (active in 17 urban centres) to manage production and
distribution of drinking water - there is a change in management of drinking water notably for urban centres including pricing. Within the GIRE programme one of
the objectives is to assist Mali with the broader implementation of water pricing. Sustainability of investments is getting due attention.
Result question 4.2b: To what extent has your programme contributed to this result?
It is still too early to comment on this, but within the GIRE programme a strategic framework will be developed which will show the business opportunites including
PPP's for the water sector.

The pro-active engagement of AKVO in Mali has been appreciated by government and developmnet partners, they are assisting with mapping of water points by
using smartphones, software and mobile phone/ internet network. The engagement of the commission MER to support the proces of PAHA / EES (Zone Office
du Niger) has been useful to deepen the dialogue and getting more clarity the consequences of possible sceanario's for development.
Implications for planning:
This trend is likely to continue. During the partnerships meetings in the Netherlands with NWP it appears that more organsiations show interest to be engaged in
Mali / the region. It may well require also some coordination with concerned government entities to ensure synergy and effective sharing of experiences.
