History of OSHA


OSHA stands for the
Occupational Safety and Health
Administration, an agency of the
U.S. Department of Labor
OSHA’s responsibility is worker
safety and health protection


On December 29, 1970, President Nixon signed the
OSH Act
This Act created OSHA, the agency, which formally
came into being on April 28, 1971
OSHA’s Mission


The mission of OSHA is to save lives,
prevent injuries and protect the health
of America’s workers.
Some of the things OSHA does to
carry out its mission are:



developing job safety and health standards and
enforcing them through worksite inspections,
maintaining a reporting and recordkeeping system to
keep track of job-related injuries and illnesses, and
providing training programs to increase knowledge
about occupational safety and health.

Imminent Danger:
Reasonable certainty an immediate danger exists

Fatality/Catastrophe:
Reported to OSHA; inspected ASAP

Complaints/Referrals:
Worker or worker representative can file a complaint
about a safety or health hazard (Including employer
referrals as per 1904.39)
Programmed Inspections:
Cover industries and employers with high injury and
illness rates, specific hazards, or other exposures.

1904.39 – Reporting fatalities,
hospitalizations, amputations…
(newly revised rule)
As of January 1, 2015, all employers
must report:
All work-related fatalities within 8 hours.
 All work-related inpatient hospitalizations, all losses
of an eye and all amputations within 24 hours.
 You can report to OSHA by:
 Contacting closest OSHA AO, calling 800-321OSHA, or using the new online form (soon)

1904.39 – Reporting fatalities,
hospitalizations, amputations…
What if the fatality, in-patient hospitalization,
amputation, or loss of an eye does not occur during
or right after the work-related incident?__________
You must only report a fatality to OSHA if the fatality occurs
within thirty (30) days of the work-related incident. For an
in-patient hospitalization, amputation, or loss of an eye, you
must only report the event to OSHA if it occurs within
twenty-four (24) hours of the work-related incident.
However, the fatality, in- patient hospitalization, amputation,
or loss of an eye must be recorded on your OSHA injury and

records, if you are required to keep such records. 6




An amputation is the traumatic loss of a limb or other
external body part…Amputations do not include
avulsions, enucleations, deglovings, scalpings,
severed ears, or broken or chipped teeth.
OSHA defines in-patient hospitalization as a formal
admission to the in-patient service of a hospital or
clinic for care or treatment…you do not have to
report an in-patient hospitalization that involves only
observation or diagnostic testing.
