PROJECT:
Through this Request for Qualifications and Proposals (RFQ/P), the San Dieguito River
Park Joint Powers Authority (JPA) is seeking an artist or artist team to conceptualize,
design, fabricate and install a site-integrated artistic monument/tribute called the San
Dieguito River Park “Founders Tribute” adjacent to the Coast to Crest Trail. The artist
(or artist’s team) will work with the JPA staff and the JPA’s Founders Tribute Committee
to develop a design concept for the tribute that honors the original founders of the San
Dieguito River Park. The tribute project site is adjacent to the San Dieguito River Park
Coast to Crest Trail overlooking the San Dieguito Lagoon in the City of San Diego east
of Interstate 5.
The goal of the project is to create a distinctive and creative artistic element (physical
structure) that will be seen by trail users (and potentially engages visitors to the park) to
convey the founding of the San Dieguito River Park as a concept envisioned by
environmental activists (the founders). The tribute should express and reveal something
about the vision of these forward-thinking individuals and should incorporate their
individual names in the piece. There are approximately 7-10 individuals that are
considered the founders.
The proposer is highly encouraged to visit the project site prior to submitting their
proposal. The site can be seen directly adjacent to the Coast to Crest Trail (see Exhibit
B).
SELECTION PROCESS:
JPA staff (Executive Director and Principal Planner) will review all of the submitted
RFPs and recommend 2 or 3 finalists to the Founders Tribute Committee. The
Committee will review the finalists’ proposals and make their recommendation to the
JPA staff. The final decision will be made by the JPA Executive Director and JPA Board
of Directors.
INFORMATION FOR SUBMITTING PROPOSALS:
The JPA reserves the right to reject any and all proposals and to waive any irregularities
or informalities in proposals received. All proposals must include the price for design
and installation.
SUBMITTAL DEADLINE
Proposals and qualifications for the above referenced project are due by March 6, 2017
by 4:00 p.m. Proposals must be submitted by the deadline either in person at: San
Dieguito River Park, 18372 Sycamore Creek Road, Escondido, CA 92025 or by Email

AWARDING OF CONTRACT
The JPA reserves the right to award the contract to the individual artist or his/her project
team based on demonstrated competence and professional qualifications necessary for
the satisfactory performance of the services required as well as the cost and
thoroughness of their proposal.
COMPENSATION
The successful awardee(s) shall be required to pay any employees in accordance with
California State Labor Code, Department of Industrial Relations, and/or California Code
of Regulations, “prevailing wage,” for position classifications that require prevailing
wage compensation. When awardee is required to pay prevailing wage compensation
(as prescribed by the California Labor Code for San Diego County), certified payroll
records shall be included with each invoice submitted for payment.
DESIGN & CONSTRUCTION BUDGET
The total cost of the Founders Tribute Design Project should not exceed $30,000 (thirty
thousand dollars). This budget includes the approved scope of work, design, site
preparation, materials, the tribute fabrication and delivery, and installation of the project.
Although the maximum is $30,000, the cost estimate stated in the proposal is part of the
award criteria for the project.
PROJECT CRITERIA
The Founders Tribute project must meet the following criteria:
1. Fit within the project site (Exhibit B), which is an approximately 15 feet by 40 feet
(600-square foot) level area next to the Coast to Crest Trail. It should be installed
directly adjacent to the trail. Existing trail fencing will be removed by JPA staff
prior to installation.
2. The tribute design’s height, bulk and scale must consider the setting and scenic
quality of the lagoon area.
3. May include the names of the 7-10 individual founders.
4. Must be neutral in color and fit harmoniously within the landscape and setting.
5. Because the tribute will exist in the outdoors and next to a trail, it must be made
from materials that are resilient to outdoor elements (i.e., wind, rain, sun
exposure) and must be low or no maintenance.
6. Will not be harmed if it is touched by trail users.
7. The project shall not include any lighting. No utilities (lighting, electricity, water,
etc.) are available at the site (except a temporary water source for project
construction if needed).
8. The project must adhere to the general milestones and timelines specified in
Exhibit A.
PROPOSAL REQUIREMENTS
1.
Background: Provide a description of your/your team’s background and
qualifications to perform the various items of work included in the Request for
Qualifications/Proposals (RFP) and associated scope of work.
2.
Experience: Provide a list of similar projects that you have completed in the
past 5 years. Include the name of the client and a contact for each project.
3.
Experience of Sub-consultants: Provide a list of all proposed team
members or sub-consultants (if using), their qualifications and their degree of
involvement.
4.
Project Understanding and Scope of Work: Provide a complete scope of
work required to perform the work associated with this project. Sufficient
detail shall be provided in the scope for work submitted in the proposal to
outline all work, materials, and costs required to complete the design,
fabricate and install the work. You may modify the enclosed Preliminary
Scope of Work, Exhibit A, as necessary.
5.
Fee Proposal: Include a time and materials fee proposal (budget) for this
project broken into line items for the various stages of work. The total fee for
the entire project should not exceed $30,000. One lump sum proposal will
not be accepted.
6.
Timing/Schedule: Provide a project timeline. The project timeline must
demonstrate that it can be designed and completed in nine months from
award of contract (March 2017) and installed no later than December 31,
2017.
7.
Collaboration: This project will be reviewed by several community
committees. Please describe your experience in receiving input to your
creative designs with public input.
Please refer to the enclosed exhibits for information. Exhibit A is a Project Background
and Preliminary Scope of Work for your consideration. Exhibit B is information about the
project site. Should you/your team be selected, a project contract will be executed.
Each proposal should be limited to no more than 10 pages, including resumes. If the
submittal is made electronically, then the electronic submittal is sufficient. If the
submittal is a hardcopy, then please submit three copies.

PRELIMINARY SCOPE OF WORK
SAN DIEGUITO RIVER PARK FOUNDERS TRIBUTE PROJECT
PROJECT BACKGROUND
The San Dieguito River Park Joint Powers Authority (JPA) has received a public grant
(Neighborhood Reinvestment Grant) from the County of San Diego Board of
Supervisors to design and install a Founders Tribute within the San Dieguito River Park.
The JPA is a special purpose public agency specifically formed to create, manage, and
protect the San Dieguito River Park, a 55-mile-long regional open space park along the
San Dieguito River from the beach in Del Mar to Volcan Mountain near Julian. The JPA
is represented by a Board of Directors consisting of elected officials from its six member
agencies (the cities of Del Mar, Solana Beach, Escondido, Poway and San Diego and
the County of San Diego). For more information about the San Dieguito River Park,

The idea of a Founders Tribute was conceptualized by the JPA to honor the original
community activists/organizers that first envisioned and formed the idea to preserve the
San Dieguito River Valley for a regional open space park. The 55-mile long river valley
and its viewshed eventually became the San Dieguito River Park. Although many
people were ultimately responsible for forming and implementing the River Park, the
original founders are identified as a few unique individuals without whom the San
Dieguito River Park may not have come into being. These individuals were instrumental
to its founding and had the dedication and perseverance to see what the River Valley
could be and lobbied to make it happen. The purpose of the Founders Tribute is to
honor those individuals, their activism, and their vision.
The goal of this project is to create a unique and creative physical structure that
conveys (either abstractly or more directly) the founders and their spirit and/or vision.
With the exception of the project criteria listed in the RFP and Exhibit B, there are no
preconceived notions of the tribute project concept or design.
PROJECT CONSIDERATIONS
The proposer may be one individual artist capable of accomplishing the entire scope of
work or may contain a team as necessary. The proposal should explain how the artist or
artist team will accomplish the work including installation of the project. Depending on
the project design, JPA park rangers may be able to assist in project installation.
However, the proposal should not rely solely on that provision and shall include
resources and costs for installation.
There are approximately 7 to 10 individuals that are considered the original founders.
The JPA staff and Founders Tribute Committee have identified these individuals and a
final set of names will be provided to the artist. The Founders Tribute Committee is an
ad-hoc committee established by the JPA. In addition to this committee, the JPA has a
Citizens Advisory Committee (CAC) that is advisory to the JPA Board of Directors. The
artist will be expected to present the selected project design to the Founders Tribute
Committee, the CAC’s Interpretation Committee, and the JPA Board for final approval.
The tribute design must comply with the criteria listed in the project RFP as listed below:

Project Timeline
The following general timeline must be considered and adhered to as closely as
possible as there is a deadline on the project grant and the project must be installed no
later than December 2017. The timeline for individual tasks/milestones may be altered if
needed, but the final product must be completed by December 2017.

SCOPE OF WORK
Below is a list of tasks the selected artist shall be prepared to accomplish. The artist
may expand or modify the scope of services in accordance with their expertise and
specific proposal and the JPA may consider proposed modifications during the proposal
selection process. Sufficient detail shall be provided in the scope for work submitted in
the proposal to outline all work, materials, and costs required to complete the design,
fabricate and install the work. The following tasks for the project shall include, but not be
limited to, the following:

The artist or artist’s team shall work with the JPA and the Founders Tribute
Committee to create a concept that fits the criteria for the pre-selected site.

The artist shall review and familiarize themselves with the written material
supplied by JPA staff about the history of the San Dieguito River Park’s
beginnings and meet with the Founders Tribute Committee to collect information
that may be useful in conceptualizing a design.

The artist shall develop two or three concepts for a design and present the
concepts to JPA staff and the Founders Tribute Committee. The Committee will
select a preferred concept that the artist may then develop further. The artist and
JPA staff will present the preferred concept to the CAC’s Interpretation
Committee.

The artist shall use the selected concept to design a project (the tribute) that fits
the criteria specified in the RFP and other parameters as developed during the
concept phase.

The artist design shall include details regarding size, materials, and other details
as necessary and shall include an installation plan.

The installation plan shall indicate the details regarding timeline to install the
project and other details.
Artist Designer Services

Attend two Founders Tribute Committee meetings (one to gather information or
inspiration and one to present the design concepts) and one CAC Interpretation
Committee Meeting.

Attend one CAC and one JPA Board meeting to present the project design.

Provide periodic progress reports.

Ensure the project is created in compliance with the project criteria, specifications
and project plans and all other related project standards.

APPROXIMATELY 600 SQUARE FEET, 15 DEEP BY 40 FEET LONG
Located directly adjacent to the Coast to Crest Trail, the project site can be viewed from
the trail. Take the Via de la Valle exit from Interstate 5 near Del Mar, go east on Via de
la Valle and turn right on San Andres Drive, and then turn left (past the bank parking lot)
at the trail staging area driveway entrance. Park in the trail staging area parking lot and
walk east on the trail about 700 feet and the tribute site will be on your right. It is just
before you reach the trail leading to the San Dieguito River Park Birdwing (outdoor
amphitheater).
