Family Planning
All couples and individuals have the basic right to decide freely and responsibly the
number, spacing and timing of their children. During the year, the Association
continued to provide safe, effective, affordable and acceptable methods of fertility
regulation and help couples make voluntary, responsible and informed choices in
planning the size and timing of their families.
Population Policy in Hong
Kong
In 2002, the Government set up a
Task Force on Population Policy to
address concerns on Hong Kong’s low
fertility rate and ageing population.
Its report, released in February 2003,
acknowledged the success of the
Association’s birth control campaigns
in the 1950s and 60s. It also mentioned the range of sexual and
reproductive health services which
the Association had introduced over
the years to meet the needs of
women and men, youth and adults. In
response to the report, the Association reaffirmed its commitment to
family planning and began to shift
the emphasis of publicity messages
towards healthy, planned parenthood.
The Government is exploring measures
which may create a more conducive
environment to childbearing. In 2004
and 2005 the Association has been
assisting in such studies involving
surveys and focus groups.

“Two is Enough?” Slogan Competition
In the light of the report from the Task Force on Population Policy, we critically reassessed the Association’s position and
image. Since there was still a common perception in the local community that the Association’s focus is on restricting family
size as depicted in its slogan “Two is Enough” used in the 1970s, we decided to organize an open Slogan Competition to
invite public input and expression of views on family planning. The “Two is Enough?” on-line Slogan Competition was held
from 21 February to 6 March 2005 through the Association’s web page. It was also part of an overall effort to enhance public
awareness of the changing role and work of the Association in supporting people’s informed decisions regarding their sexual
and reproductive health.
The Slogan Competition drew a total of 4,585 entries, many of which were extremely creative. Selection was carried out
by a panel of judges and by on-line public voting. The three finalists were:

It was observed from the entries that although Hong
Kong people have diverse views on fertility issues, they
generally uphold the importance of informed decisions of
individual couples and the practice of good family planning,
irrespective of the number of children preferred.

Birth Control Service
The Association’s seven clinics and the mobile clinic provide contraceptives, consultation and health check-up. 82,718
clients were served in 2004.

birth control service to people under
the principle of informed choice.
Following the success of the Slogan
Competition, we plan further public
activities to extol the values of the
family.
Vasectomy and Termination of Pregnancy
Vasectomy (male sterilization) and termination of pregnancy (abortion) are
preformed in the Association’s operation theatres as day procedures under local
anaesthesia. Clients undergo counselling and physical check-up before admission.
During the year, 148 vasectomies and 3,337 terminations of pregnancy were
performed. Clients who were unsuitable for operation in the Association due to
medical reasons, and those who preferred general anaesthesia were referred to
hospitals.
