Q&A:
Question 1 We would expect the size of the mechanical systems to be such that
commissioning would be required under FL Building Code, Energy
Conservation Section C408. Should commissioning be included as part of
this proposal or will a separate RFQ for commissioning be issued?
Answer Florida Gateway College (FGC) will comply with all governing codes,
statutes, and regulations having jurisdiction on the proposed STEM
building, especially with regards to Florida Model Energy Code and since
energy conservation and being LEED Certifiable were stated goals. For
purposes of this RFQ, please assume that an independent third party will
perform the required commissioning services. An RFQ does not require a
proposal based on a scope of services until after the College has ranked
and negotiated with the #1 ranked firm, and subsequent firms, as
appropriate, in accordance with Florida’s Consultant’s Competitive
Negotiation Act (CCNA).

Question 2 Who was a part of the Architectural/Engineering Team that completed the
adjacent library? When was it completed?
Answer Architectural – Harvard Jolly Inc.
Civil – Jones Edmunds & Associates
Structural – Atlantic Engineering Services
Mechanical, Electrical, Plumbing & Fire Protection – TLC Engineering for
Architecture
System Integrator – Professional Communications Systems, Inc.
The project was completed in 2012.
Question 3 We have a two-part question to submit: If a CM participates on a team as a
Cost Estimator, will the CM be precluded from bidding the project during
the Hard bid delivery? Also, if the delivery method were to change to CM
delivery, will the CM be precluded from chasing it if one of their staff
members is on the design team as a Cost Estimator?
Answer A CM who participates on a team as a cost estimator will be precluded
from bidding the project during the hard bid delivery. If the delivery
method changes to CM, the CM will be precluded from bidding on the
project. See Florida Statute 287.057(17)b.
Question 4 Is FGC open to exploring other sites for this building?
Answer As discussed in the Non-Mandatory Pre-Submittal Meeting, FGC is not
married to the siting of the building shown at that
presentation. However, President Dr. Barrett did say he wanted “This
building to be a showcase” and he noted the proximity to the site and the
SR 90 entrance, and to the existing Library. Ed d’Avi AIA NCARB, DirectorCollege Facilities, spoke of this building as the “Gateway to
Gateway.” Those things said, the President and the Administration would
carefully listen to any professional advice or recommendations given on
the siting of the STEM building from the shortlisted firms and/or the
selected Architectural firm. FGC recognizes your team’s expertise and
experience.
Question 5 Will civil engineering be part of the architect's scope of work?
Answer Civil Engineering services are traditionally parts of an Architect’s basic
services, and that is anticipated in this project also.
Question 6 Will landscape design and/or irrigation design be part of the architect's
scope of work?
Answer A Planting (Landscape) Plan, Irrigation Plan, necessary sections through
various hardscape portions of the work, enlarged plans, and details will be
required for the project, plus appropriate specifications sections. Ed d’Avi
AIA NCARB, Director-College Facilities, spoke about a building goal as
“xeriscape plantings” and also that it should be LEED certifiable. Energy

conservation and water conservation through various plantings are
extensions of xeriscape and LEED.
Question 7 Does FGC plan to pursue sales tax savings via an Owner Direct Purchase
program?
Answer Owner Direct Purchase (ODP) Orders have been traditional ways of saving
the Owner money for public institutions, such as Florida Gateway
College. ODP will definitely be a vehicle to being good stewards of public
funds. ODP will be employed for the STEM Building. The packaging and
front end of the Project Manual (administrative portions of the
specifications) will need to aid in this ODP effort.
Question 8 Is the designated site part of a master campus drainage plan?
Answer We think it is, but the selected Architectural firm will need to do its “due
diligence with various governmental agencies having jurisdiction,”
establishing governing codes and approvals necessary prior to or during
the design process. Jones Edmunds Associates (Engineers) was the
engineering firm which did the last drainage plan for the Main
Campus. All data on file with Florida Gateway College will be provided to
the selected firm.
Question 9 What is the estimated timing for demolition of Building No. 8 & No. 9?
Answer The plan is currently to have the existing Buildings 008 and 009 in
existence and use until the new STEM Building is completed. It is on the
“Castaldi (demolition) List” at the Florida Department of Education now,
awaiting its review with many other similar buildings. The existing
buildings have been placed in “unsatisfactory condition” on our survey
and will continue to be carried that way. Depending upon funding there
may be some consideration given to having portables, but that decision
will be in the future. There is no established deadline for consideration of
either portables or demolition the date at this time.
Question 10 In reference to the Statement of Qualification Forms, can the forms be
reformatted if all the required information is retained?
Answer Yes
Question 11 In reference to the Statement of Qualification Forms, can we add to or
expand on certain portions of the form? For example, within the
Experience/Reference section, can we add images and descriptions for
some projects?
Answer Yes
