Our Programs
Counseling Intervention
Counselors provide essential outreach, individual and family counseling and crisis intervention services including youth intake and
assessment, case management, case advocacy and follow-up.
Counseling staff are out-stationed in schools and other community
organizations and are available 24 hours a day through staffed telephone line to ensure maximum accessibility to services.
Information and referral services are available 24 hours a day.
Student Support Services
Schools can’t do everything. And yet, schools can’t be successful if
students’ personal issues are so great that they impact the educational experience. At East High School, the Franklin Educational
Campus and the Edison Complex, we partner with the school and
other community agencies to pick up where teaching leaves off.
Programs are offered to ensure school stability and improve school
attendance leading to graduation. Programs such as R.A.S.A., the
after school program at East High School; The Academy of Students
at Promise at The School Without Walls Foundation Academy which
provides a positive learning experience through social emotional
support that meets the needs of each individual 7th grader; The
Alternative to Out of School Suspension Program (ATS) at School
#2, 8, 12, 19, 22, 33, 45, Monroe, Edison, and East; and the GEARUP program which focuses on improving the academic achievement
and college awareness of the cohort at both the Franklin Educational
campus and East High School are perfect examples of such programs.
Emergency Shelter Program
Through our homeless youth shelter, The Center House, or in our
volunteer Host Homes, we provide short term voluntary safe haven
to homeless and runaway youth ages 12-18. During their stay,
youth receive counseling and case management services to assist in
reuniting families as well as supportive aftercare services. When
reunification is not possible, youth are assisted with securing alternative stable housing. Approximately 3,000 nights of care were provided to runaway and homeless youth in 2007.
Transitional Living Program (TLP)
The TLP is designed to support the needs of older homeless youth
ages 16-21, who do not have family support as they transition into
adulthood and gain greater self-sufficiency. We do this by providing
subsidized apartments and/or offering assistance in securing stable
housing, case management and independent living skills training for
up to 18 months.
Street Outreach Program
The goals of the Street Outreach Program are to provide education
and prevention services to reduce the incidence of sexual abuse
and/or exploitation of street youth and to help them leave the
streets. We do this by building trusting relationships with street
youth, providing them with survival supports (food, clothing,
hygiene products) and giving them immediate access to emergency
shelter services. In partnership with SUNY Brockport Nursing
Program and other healthcare initiatives, the Street Outreach
Health Project provides youth with immediate free on-site medical
assessments, health education and referrals for on-going and accessible health care.
Project Safe Place
This community collaboration between The Center for Youth and
community businesses and volunteers offers our young people
access to safety. The goal of the project is to create safe and accessible points of entry for young people ages 12 – 21 years, at all Tops
Markets, the RTS buses, YMCAs, and City of Rochester Parks and
Recreation. Youth in need can access any Safe Place location any
time day or night and be assured they will be connected with
trained professionals and volunteers from The Center for Youth
who will assist them in connecting with the services they need.
Prevention Education Services (PES)
Our PES provide reliable, high quality, interactive workshops, training and groups about real-life issues, giving accurate information
and teaching life skills needed to make healthy decisions. Science
based curricula and research-based principles and practices serve as
the foundation for all the services we provide from Kindergarten to
adult age participants. This past year, we served approximately 8,000
Monroe County youth in our various programs. In September
2007, we began our second Alternative to Suspension/Prevention
Education partnership at School #8. We continue our other very
successful in-school programs at School #45 and Spencerport
Middle and High Schools.
Teen Court
Teen Court is a voluntary, peer to peer alternative intended to turn
a young person’s first encounter with the adult criminal justice system into their last. A judge presides over the court with youth volunteers serving as jurors, and attorneys. Cases are selected when a
defendant realizes their responsibility and is willing to accept the
sentence selected by their peers.
Learn 2 Earn and Learn 2 Earn 2
This asset-based year-round workforce program provides young
people ages 14-21 years, both in-school and out-of-school, with
support for summer and permanent employment through job
coaching, opportunities for job shadowing and career exploration,
internships and mentoring, and includes academic tutoring and personal discovery. Since 2005, L2E2, a work readiness program for
out-of-school youth ages 16-21 was launched. This service was
specifically developed to address the rising and climbing numbers
of older, often resourceless and homeless youth in need of employment and educational opportunities. In 2007, nearly 300 young people participated in the program.
Project Ready for Life
Project Ready for Life is a collaborative partnership between the
Monroe County Youth Bureau, Monroe County Department of
Human Services, the Local Workforce Investment Board (LWIB),
RochesterWorks!, local employment providers and The Center.
The Center develops one-to-one relationships with 24+ youth, ages
17 – 21, which are “aging out” of foster care or who are homeless to
provide assistance in achieving academic and employment success,
improving educational and skill competencies and connecting to
employers. On-going mentoring with caring adults is provided.
There are opportunities for job training, career exploration, work
experience, and employment. Incentives for recognition and
achievement are given and activities related to leadership development, decision-making, citizenship and community service are also
provided.
Youth Development Opportunities and Volunteerism
The lives of our youth are transformed by the talents, skills, and
time given to us by hundreds of youth and adult volunteers,
interns, Urban Fellows, and AmeriCorps Members. Young people
assisted The Center by coordinating donation drives for hygiene
products and making our offices more beautiful through their art
work and offering office support when we needed it the most. Our
volunteers listened, counseled, tutored, provided meals, hosted parties and college tours, planted flowers, cleaned our buildings, sorted
books, furnished coats, scarves, suitcases, duffle bags and provided
holiday gifts.
Our volunteers were found “Teeing Up Against Homelessness”;
gathering “Loose Change for Laundry”; participating in “The
Power of Forgiveness”; assisting in our “Summer Reading Fun” initiative; and lending a hand in so many other ways. Simply put, we
could not operate as we do without them. It is through their
thoughtful conversations about the immense power of love and forgiveness, their spirit of generosity and understanding, and their
belief in what we do here at The Center that makes our volunteers
so precious to us.

The Executive Director’s Letter
Annual Report
It is always a wonderful opportunity to share a few thoughts
with all of you, our friends and our supporters and to reflect
back on another year well-spent. And this year, like so many
in the past, I come to you with great energy and determination
because our young people need nothing less. Some days I feel
the weight of the losses and the despair, but mostly I feel
the elation of many successes and great achievements. On
these days, I celebrate our work, our passion for youth, and
our unending belief in their dreams.
2007- 2008
In 2007-2008, we renewed our commitment to social justice
and our vision for youth. We recognize, as did the Annie
Casey Foundation in their recent research essay, KIDS
COUNT 2008, “a successful transition from childhood to
adolescence to adulthood requires youth to acquire education
and skills, build a social network, and develop self-discipline
and personal autonomy.” Here at The Center for Youth,
whether in our school-based Alternative to Out of School
Suspension initiatives, the Rochester Teen Court, our antiviolence prevention program, our work on the streets with
runaway and homeless youth or our expanded workforce
initiatives, we recognize the complexities and the challenges
our kids face. We understand that youth development in 2008
presents a different picture than in the past and so we must
take risks and be creative in our approaches. Again this year
we reached the lives of more than 20,000 young people and
their families. In 2007, in our ATS program, we saved more
thousands of days of academic instruction; we provided
3,500 days of care in our homeless programs.

In my own life and work, I continue to be inspired by poets
and philosophers who lift us up when we feel discouraged and
remind us that we have the answers as long as we recognize
our own potential for good. No one expresses this potential
more than Maya Angelou her inspirational poem, “A Brave
and Startling Truth,” a poem written in celebration of the
anniversary of the United Nations. In this poem, she tells us
that we, as weary yet determined travelers are destined to
discover and our dreams, that we have the power and the
potential if we take claim to it. And that ...
“We, this people on this wayward floating body
Created on this earth, of this earth,
Have the power to fashion for this earth
A climate where every man and every woman
Can live freely ... without fear ...
When we come to it
We must confess that together we are the possible
We are the miraculous, the true wonder of this world
That is when, and only when, we come to it.”
And so here at The Center, in 2007, we
discovered our own brave and startling truth.

that miracles do take place. We are grateful
