53 Delegates met in absolute secrecy in
Philadelphia during the summer of 1787.
All states, except Rhode Island, sent delegates to
the convention.
They met in Independence Hall.
On average there were about 30 delegates there
every day.
(James Madison was the only delegate to never
miss a day.)

A Continuing Issue
• Delegates were afraid if slavery is banned the
Constitution would not be approved in the
southern states
• Delegates agreed that Congress could not
stop states from importing slaves from other
countries before 1808
• 1808 – Congress banned slave trade with
other countries
• But slaves could still be bought and sold
within the U.S.
