99 XI. NATIONAL BANK NOTES National Bank Notes form the most plentiful and extensive series of American paper money. These notes were issued from 1863 to 1929 by many thousands of banks throughout the country and in our territories, in many denominations and in three Charter Periods. Indeed, so vast is the extent of the National Bank Notes that no collector can ever hope to complete them. Instead, they are collected either by Treasury signature combination or by locality, that is by state or city of issuing banks. Origin. National Bank Notes came into being by passage of the National Banking Act of 1863, later supplemented by the Act of June 3, 1864. By the terms of these acts, the government was enabled to grant charters to banks which were then allowed to issue their own notes, but only up to 90% of the par value of the U.S. Government bonds which the banks had previously deposited with the government as security for the notes about to be issued. Each bank had its own charter number, which appeared on all notes issued after 1875. The charter for any bank was valid for a period of twenty years. After that period, a bank could renew the charter for an additional twenty years and continue to keep issuing notes - hence the relationship between the series of 1882 and 1902. A bank’s charter began on the day when the Comptroller of Currency presented the bank with its “Certificate of Authority to Commence Business.” These National Bank Notes, although issued by individual banks, are nevertheless conventional United States paper money, fully negotiable, and were produced by the Bureau of Engraving and Printing under the same conditions as regular Treasury issues. The basic designs on the National Bank Notes are the same for all banks. The only differences are in the name of the bank, the bank charter number, the bank signatures and the coat of arms of the state in which the bank was located. The issues of National Bank Notes took place during three periods which have been called the First, Second and Third Charter Periods. The Date on National Bank Notes. All National Bank Notes bear a full date (for example, November 7, 1912) on the face of the note, usually near the name of the city. This date is not necessarily the Charter date of the bank, but is generally somewhat later, and rarely, and surprisingly, even earlier; neither is it the date that the note was issued. The inconsistencies encountered and the many unknown contemporary factors involved in the production of these notes, have made it impossible to determine the exact significance of this date. The Dates of Issue. Insofar as National Bank Notes are concerned, the dates when they were actually issued are not always consistent with the dates in office of those Treasury Officials whose signatures appear on the notes. (These officials are the Treasurer of the U.S. and the Register of the Treasury). Whereas the original plates bearing their facsimile signatures were no doubt prepared during the period of their combined tenure in the Treasury Department, it was actually the practice of the Bureau of Engraving and Printing to use such plates whenever needed at a later date. As a result, these plates were quite frequently used to print notes long after the particular officials had passed out of office, and perhaps even after their death. That is why it is possible to see notes issued as late as 1922 bearing signatures that could have been originally engraved only in the 1890’s. The years when all types of National Bank Notes were actually issued to the public are shown in the following pages where these various types are listed by states. Production. Until July 1875, National Bank Notes were wholly produced in New York City by the American, Continental or National Bank Note Companies. Their imprints appear on the notes. These three companies engraved and manufactured the plates and accomplished the main printing in their own premises on their own bank note paper. The Treasury Seal and Serial numbers, however, were printed later at the Treasury Department in Washington, D.C. After March, 1875, the same distinctive paper was required to be used as was then being used for other U.S. currency, and after September of that year, the obverses, or face sides of the notes, began to be printed at the Bureau of Engraving and Printing. The reverses, or backs however, continued to be printed privately in New York by the bank note companies, except for the black portion of the 5 Dollar Note which was let out for printing to the Columbian Bank Note Company in Washington, D.C. (The green portion continued to be printed in New York.) In January, 1877, all the reverse plates were transferred from New York to Washington, and thereafter the Bureau printed all the reverses as well, except for the black portion of the 5 Dollar Note, which still remained with the Columbian Bank Note Company. Finally, about October 1877, the entire production of National Bank Notes was assigned permanently to the Bureau of Engraving and Printing. Charter Numbers. As will be seen later, all National Bank Notes beginning with the series of 1875 bore the charter number of the bank. This charter number was printed prominently either once or twice on the face of each note. Since charter numbers were issued successively in time, it is possible to determine from this number in what year a given bank was chartered. The table in the Appendix gives this information in concise form and at the same time shows how many banks were chartered in each year. In consulting this table, it should be remembered that notes issued from 1929 to 1935 were of the small size, current type. Serial Numbers. Two serial numbers, unlike each other, appear on the face of each National Bank Note. One is the Treasury Serial Number; the other is the Bank Serial Number. The Treasury Number indicates the running total of such sheets printed on a country-wide basis for all banks; the Bank Number indicates the running total of such sheets printed for the individual Bank. After August 22, 1925, the Treasury Serial Number was discontinued, and its place was taken by a duplicate impression of the Bank Serial Number. Check or Plate Letters. National Bank Notes were most often printed in sheets of four notes, each note bearing identical serial numbers and differing from each other only by a check or plate letter (or by the denomination of the note). From this check letter it is possible to deduce the original position of the note on the sheet. This check letter appears twice on the face of each note and is usually a script capital letter from A to D. If all four notes on the sheet were of the same denomination, the letters appeared successively as A, B, C, D. If different denominations were printed on each sheet, which was customary, the first note of each denomination began with the check letter A. Some notes of later issues that were printed in large quantities have check letters beyond D. The short table below shows how each denomination was printed on the sheet of four in its most usual combination. The numerals used refer to the denomination: 1-1-1-2 5-5-5-5 10-10-10-10 10-10-10-20 20-20-20-20 50-50-50-100 50-100 Other combinations exist but they were not as popular with the banks and in some cases sheets consisted of only two notes or of only one note. For example, the 50 and 100 Dollar brown backs of the 1882 series and of the red seal 1902 Series were printed one each on sheets of two notes. In this case, an equal number of each denomination was thus originally issued, unlike the usual combination in which the 50 Dollar note outnumbered the 100 Dollar note three to one. A more detailed listing of plate combinations may be found in A Descriptive History of National Bank Notes by William H. Dillistin. Geographical Letters. In the later period of National Bank history, many thousands of notes were daily being presented to the Treasury Department for redemption. The sorting of these notes was complicated and time consuming and in order to increase sorting efficiency, a so-called geographical letter was printed on notes issued from about 1902 to 1924. These letters, which indicated the geographical region of the issuing bank, were printed in large capital type twice on the face of each note, in both cases near the charter number and in the same color ink as the charter number. The letters used and the various regions are as follows: N for banks in New England E for banks in the East S for banks in the South M for banks in the Mid-West W for banks in the West P for banks in the Pacific region THE ALDRICH-VREELAND ACT A knowledge of this Congressional Act is important for a fuller understanding of some of the notes issued during the Second and Third Charter Period. The Act was passed on May 30, 1908 and its provisions were to expire by statute on June 30, 1915. The purpose of the Aldrich-Vreeland Act was to create a supply of emergency money in NATIONAL BANK NOTES 100 case further panics occurred. The Panic of 1907 had shown that there was not enough currency in circulation to meet the demands of a financial emergency. The purpose of the Act was accomplished by permitting National Banks to deposit with the Treasurer of the United States, not only United States bonds, but other securities as well, against the issue of additional circulating notes. Until then (May 30, 1908) the security for National Bank Notes could consist only of U.S. bonds which the National Banks owned and had deposited as a pledge with the Treasurer of the U.S. in amounts up to 90% of the face value of currency actually issued by the banks. During this period, 1863-1908, all National Bank Notes bore the legend, “Secured by United States bonds deposited with the Treasurer of the United States.” After passage of the Act, the backs of the notes were changed and the security legend on the face of the notes was altered to read as follows, “Secured by United States bonds or other securities.” These changes can best be seen by studying the illustrations of the notes of the Aldrich-Vreeland period, 1908-1915, as compared with notes of both earlier and later issues. Immediately prior to May 30, 1908, two types of National Bank Notes were being issued concurrently; the Second Charter brown backs of the 1882 series and the Third Charter red seals of the 1902 series. After May 30, 1908, those banks still under the Second Charter Period began to issue notes with the large “1882-1908” on back, replacing the brown backs, and being replaced in 1915 by the type with the denomination on back; those banks under the then existing Third Charter Period, began to issue notes with the small “19021908” on back and with a blue seal on face, replacing the red seals and being replaced in 1915 by notes without the “1902-1908” on back. In accordance with the provisions of the Aldrich-Vreeland Act, National Banks were not permitted after 1915 to pledge “other securities” but once again could use only U.S. bonds to secure their currency. As noted directly above, new notes were issued to mark this legal reversion to type, and this was done so that a quick visual distinction could be made between those notes pledged with “other securities” and those pledged only with U.S. bonds. Whereas in 1908, all face plates in use had religiously been altered by adding “other securities,” the removal of this clause on notes issued after 1915 was only haphazard. Consequently, a certain volume of currency was issued from 1915 to 1929 bearing the anachronistic legend, “Secured by United States bonds or other securities.” Such notes of this period are considered scarcer than those without the expression “other securities.” YEARS OF ISSUE OF CHARTER NUMBERS As mentioned earlier, the Charter Number of the issuing bank was printed prominently on each note, beginning with the Series of 1875 (some notes of the Original Series, 1863-1875, are known with Charter Numbers). The table below shows which Charter Numbers were assigned during each calendar year from 1863 to 1935, (the note issuing period) as well as the number of banks chartered in each of these years. NATIONAL BANK NOTES 101 The Issues of National Bank Notes By States In the listings that follow, an attempt has been made for the first time in numismatic history to show categorically in what states or territories the various types of National Bank Notes were issued. At the same time the valuations indicate the relative rarity of a given note issued in one state as against the same note issued in another state. This valuation is based on the commonest signature variety of each type in the state of preservation indicated. These valuations are based on the relative quantities of notes known to be in existence, as brought to light by the author’s research and experience. Notes issued by banks in small towns are usually scarcer than those of banks in large cities, since they probably issued fewer notes. The term “not issued” indicates that the particular type of note was not issued by any of the banks in the state named, as is shown by the original Registers of the Treasury Department now in the National Archives. It is the author’s opinion that many unrecorded notes will be discovered in time to come, and that, on the other hand, some notes will forever remain unknown. It should be borne in mind that the Registers for the period 1913 to 1923 cannot be found, probably having been destroyed, and that therefore, the author’s findings on four series of notes are partially incomplete and may be subject to some revision (1882 dates on back; 1882 value on back; 1902 dates on back; 1902 blue seal without dates on back). A better understanding of the Territorial Issues can be gained by reviewing the years when the various note-issuing territories became states: - Arizona 1912 - Colorado 1876 - Idaho 1890 - Montana 1889 - Nebraska 1867 - New Mexico 1912 - Utah 1896 - Washington 1889 - Wyoming 1890 - Dakota Territory became the States of North and South Dakota in 1889 - Indian Territory existed from 1834 to 1907 and Oklahoma Territory from 1890 to 1907, both territories combining to form the State of Oklahoma in 1907 - Hawaii entered territorial status in 1900. The numbers of large size and small size notes known to exist for each National Bank are listed in the Appendix. Notes of the First Charter Period February 25, 1863 to July 11, 1882 (Notes of First Charter type were issued from 1863 to 1902) Although the charter period was for 20 years, as prescribed by law, notes of First Charter types were actually issued for 40 years, that is until 1902. This seeming irregularity is due to the fact that a charter was valid for 20 years from the date of a bank’s organization and not for 20 years from the date of February 25, 1863. Once a bank was chartered during this period it kept issuing the same type notes for 20 years, notwithstanding that the Second Charter Period may have intervened in the meanwhile. A few examples will suffice to show how the system operated. Charter No. 1 was given to the First National Bank of Philadelphia in June, 1863. It would have issued typical notes of the First Charter Period for 20 years or until June, 1882. If re-chartered, this bank would then in July, 1882 have begun to issue the brown back notes of the Second Charter Period. Likewise, a bank chartered in 1873 issued First Charter notes until 1893, and if re-chartered, issued brown backs shortly thereafter. An extreme example would be the case of any bank chartered in the year 1882 but before July 12th of that year, that is, in the last few months of the First Charter Period. Such a bank would have issued First Charter notes up to 1902. If this bank, however, were chartered in 1882 but before April 12th, its first re-charter notes in 1902 wouldhave been brown backs; but if it had been chartered between April 12 and July 12, 1882, its first re-charter notes in 1902 would have been the red seals of the Third Charter Period, and such a bank would not have issued any notes at all of the Second Charter Period. There were two series of notes issued under the First Charter Period, the so-called Original Series and the Series of 1875. The notes of the Original Series were issued from 1863 to 1875 and did not bear the charter number of the bank, except for some rare instances. The Series of 1875 came into being as a result of the Act of June 30, 1874, which henceforth required the charter number of the bank to be printed on all National Bank Notes. The charter numbers were normally printed in red, but a few banks issued 5 Dollar notes with the charter number printed in black in script numerals rather than block numerals. These notes are very rare. The serial numbers were printed in either red or blue, the records indicating that notes with blue serial numbers are somewhat scarcer. National Bank Notes were first issued to the public on December 21, 1863, but notes are known dated in November 1863. These notes were issued in denominations from 1 to 1,000 Dollars, there being two issues: the Original Series and the Series of 1875. The obligation on notes of the First Charter Period is as follows, “This note is secured by bonds of the United States deposited with the U.S. Treasurer at Washington ... The (name of bank and location) will pay the bearer on demand...... Dollars ... This note is receivable at par in all parts of the United States, in payment of all taxes and excises and all other dues to the United States, except duties on imports, and also for all salaries and other debts and demands owing by the United States to individuals, corporations and associations within the United States, except interest on public debt.” Notes of this period rank among the most beautiful examples of American currency. The obverses bear vignettes pertaining to American history or tradition; the reverses, which are bicolored, show some of the famous paintings on Americana that hang in the Capitol at Washington. All notes of the First Charter Period are very rare in new condition, and when found so, they are of extraordinary beauty and appeal. (Unknown, although 21 pieces are still outstanding.) Notes of the Second Charter Period July 12, 1882 to April 11, 1902 (Notes of Second Charter types were issued from 1882 to 1922.) The Congressional Act of July 12, 1882 created the Second Charter Period, the notes of which bear the designation, “Series of 1882.” The purpose of the Act was to make it possible for the banks chartered in 1863 and later to renew their charters at the end of their 20 year term, and also to enable newly organized banks to acquire an initial charter. New notes were designed to mark the transition and in all, three types of notes were issued during this period. As was typical of the First Charter Period, and for the same reasons, notes belonging to the Second Charter Period were issued for about 40 years or until 1922. The three types of notes are as follows: Brown Backs. These were first placed in circulation in 1882 by two classes of banks; by old banks originally chartered in 1863 and then re-chartered in 1882, and by new banks organized and chartered between July 12, 1882 and April 11, 1902. Brown backs were issued from 1882 to 1908, and would no doubt have continued until 1922 had it not been for passage of the Aldrich-Vreeland Act (described on page 76) which resulted in the issuance of the second type. From 1902 to 1908 the brown backs, Series of 1882, were being issued concurrently with the red seals of the Third Charter Period, Series of 1902. The obligation on the notes of these two series is the same as on the First Charter Notes. Dates on Back. All denominations of this type bear a large "18821908" in the central panel on the back which is green. Notes of this type are referred to as “Emergency Money” as they were issued under the provisions of the Aldrich-Vreeland Act. These notes were placed in circulation from June, 1908 to July, 1916, but quite inexplicably, 50 and 100 Dollar notes kept being issued until 1922. The notes of this second type were issued only by those banks that had been issuing brown backs and whose charters were still in force. As a bank's charter expired during this period (1908-1916) it would be re-chartered and would then issue notes of the Third Charter Period, Series of 1902 with “1902-1908” on back. Understandably, the number of such banks kept decreasing during this nine year period and the notes of this type are today quite scarce. When the Aldrich-Vreeland Act expired in 1915, the third type was issued. Denomination on Back. All notes of this type bear the denomination of the note, spelled out in large letters in the same panel on the green back formerly occupied by “1882-1908.” These notes were placed in circulation from 1916 to 1922 and were issued only by those banks that had been issuing the type with “1882-1908” on back, and whose charters were still in force. By this time (1916 to 1922) the number of such banks had dwindled considerably as charters kept expiring in the ensuing seven years, and the notes of this type were issued by fewer banks and over fewer years than any other types of National Bank Notes before or since. As a class, they are thus the rarest of all National Bank Notes. The 50 and 100 Dollar Notes of this type were issued only over a three year period in a ratio of three 50’s to each 100 and at present only about two or three specimens of each note have been discovered. Unfortunately, the least is known about this most interesting series, since the Treasury registers pertaining to the issue and distribution of these notes cannot seem to be found. As previously stated, the latter two types of green back notes, Dates on Back and Denomination on Back, were in the nature of emergency money. When the decision was made to increase the circulation of National Bank Notes, many of the banks did not own the required amounts of United States Bonds necessary to accomplish this. Therefore, Congress passed a bill enabling the banks to deposit with the Treasurer other types of securities. This addition is so stated on the notes; otherwise the obligation is the same as on previous issues. NATIONAL BANK NOTES 2nd CHARTER PERIOD. $5 BROWN BACKS First Issue. Ohio Fine — Notes of the Third Charter Period April 12, 1902 to April 11, 1922 (Notes of Third Charter types were issued from 1902 to 1929) Charter periods came to an official end in 1922. After that date, Congressional legislation gave all National Banks, both those in existence and those yet to be formed a permanent corporate status, so that it no longer became necessary for a bank to renew its charter. The Congressional Act of April 12, 1902 created the Third Charter Period, the notes of which bear the designation, “Series of 1902.” The Act was passed to prolong the corporate life of those banks whose 20 year charters were due to expire beginning with the year 1902. The charters of such banks could thus be legally renewed and at the same time charters could be granted to National Banks organizing for the first time. Large size notes of Third Charter types were issued from 1902 to 1929. In July, 1929, they were discontinued and were replaced by small size National Bank Notes of completely new designs. When the Third Charter Period became law, new notes were issued to mark the transition, as had also been done at the commencement of the Second Charter Period. Three types of notes were likewise issued under the Third Charter Period and they are briefly described. Red Seals. These notes, which bear a red seal were issued from 1902 to 1908, and like the brown backs would no doubt have continued until 1922 were it not for the changes made as a result of the Aldrich-Vreeland Act of 1908. Of the three types of notes issued during the Third Charter Period, the red seals are by far the scarcest. They were issued by fewer banks and over fewer years than the other two types and are quite rare in comparison. Blue Seals with Dates on Back. This type is analogous to the “Dates on back” issue of the Second Charter Period, but the changes made here were not as extreme, since the basic designs of the notes remained untouched. On the face, the color of the seal was now blue, rather than red; on the back, the dates “1902-1908” were added at the top in available white space. Notes of this type were issued from 1908 to 1915 and like the Second Charter Notes of these years, they are referred to as “Emergency Money.” Likewise paralleling the Second Charter Notes, the 50 and 100 Dollar notes of this type kept being issued as late as 1926 for no explainable reason. Blue Seals Only without Dates on Back. These were issued from 1915 to 1929 and first appeared in 1915 upon expiration of the AldrichVreeland Act. They differ from the type above mainly by the absence of the dates “1902-1908” from the back. The color of the seal remained blue. Notes of this type are the commonest and most plentiful of all National Bank Notes, more of these being in existence than of any other type. They are the last of the large size National Bank Notes and were discontinued in 1929 not because of any change in National Bank policy, but because of the introduction of the small size National Bank Notes. The obligation on the Red Seal notes is the same as on the brown backs of the Second Charter Period, namely that the notes are secured by United States Bonds.
