Report in Brief
Interviews will be held to fill one Committee member and one alternate position for the
Concord Naval Weapons Station Reuse Project Community Advisory Committee (CAC)
for a term ending December 31, 2018. Council will select the member after interviews
are concluded through a ballot process. Five candidates from the original pool of
applicants, Peggy Tweedie, Colleen Geraghty, Jeanette Green, Rico Ramirez, and Jim
Hoffman (current alternate to the CAC), were chosen to interview via ballot vote by the
Local Reuse Authority (LRA) at the February 14, 2017 meeting. Jim Hoffman has
withdrawn from consideration for Committee member but will continue serving as an
alternate.
Recommended Action
Interview candidates for the Concord Naval Weapons Station Reuse Project Community
Advisory Committee and select one member and alternate(s) through a ballot process
after the interviews are concluded.
Background
On July 12, 2016, the Local Reuse Authority adopted Resolution No. 16-14 establishing
a Community Advisory Committee to provide input into the Specific Plan process for the
Development Phase One Property of the Community Reuse Project at the former
Concord Naval Weapons Station. That resolution provided the Committee would

consist of 11 members and 3 alternates serving two-year terms ending December 31,
2018.
CAC appointments were considered by the LRA at the November 29, 2016 meeting. At
that meeting, 11 CAC members plus 3 alternates were selected. The LRA (Helix
abstaining) also voted to add Daniel C. Helix as an additional CAC member, in an
emeritus voting position – without replacement.
On January 24, 2017, the LRA adopted Resolution No. 17-15 confirming the November
29, 2016 minute order action of adding Daniel C. Helix to the CAC in an emeritus voting
position – without replacement. During consideration of the resolution, the LRA
requested staff return, as soon as possible, with an agenda item and staff report
allowing Council to consider adding an additional member to the CAC and options for a
selection process.
On February 14, 2017, the LRA, after consideration of the matter including public input
and testimony, adopted Resolution No. 17-17 adding one additional member to the
CAC, increasing the number of members to 13. Additionally, the Council modified the
resolution such that should Daniel C. Helix, who is serving in an emeritus voting
position, leave the CAC, his position would automatically become a regular voting
position, to be filled by an alternate, with no need for further LRA action.
At the February 14 meeting, the LRA decided to select candidates for the 13th member
of the CAC from the September 23, 2016 applicant pool. Through ballot vote, the LRA
chose to interview applicants Peggie Tweedie, Colleen Geraghty, Jeanette Green, Rico
Ramirez, and Jim Hoffman. As noted above, Jim Hoffman has withdrawn from
consideration for Committee member but will continue serving as an alternate.
Staff is recommending that the Council use the same questions that they used when
performing the initial CAC interviews for consistency and fairness to all applicants. Staff
will have the questions available to Council at the March 7 Council meeting. Using the
same questions, the interviews are scheduled for eight minutes each. All candidates
will be asked to sign an affidavit stating that they have refrained from watching
interviews that occurred prior to their interview time.

I have lived and am raising my son in Concord for the past 15 years. The naval weapons reuse has
always been of interest to me as this is the future of Concord.
Describe prior service on a board, commission, or any other community service or public
body, indicate agency and explain what significant contributions you made:
I served as the Chairperson for the Housing and Human Concerns Committee in Redwood City for 5
years. I Chaired community forums to get input from the community and made sure that the needs of the
community were heard. Set a 5yr Strategic plan and evaluated annually to make sure that the goals set
were met. Facilitated all meetings and distributions of allocations of funds for all non profit organizations in
the county. Worked with the city and state on affordable housing for low income, seniors, special needs
and emergency shelters. Once all the community voices were heard and strategic plans and policies were
in place, I would meet before the city counsel for approval.

Out from a small event to a very large event. I have been a member of the board for 11 years Vice Chair
for 2 years and Chair for 3 year.
