Introduction and Background
Preston, Minnesota, is located in the heart of the four-state driftless area and
home to one of the country’s most remarkable freshwater resources - with over
600 coldwater limestone spring-fed creeks supporting a world-class trout fishery. Several thousand miles of mineral-rich streams weave across the landscape
and represent one of the highest concentrations of the rarest forms of freshwater on Earth. These streams support
abundant populations of trout, which
in turn, attract tens of thousands of
anglers to the region each year.
The karst geology of this region, with
impervious shales overlain by limestone and sandstone strata, provides
abundant opportunities to showcase
groundwater pathways. Springs
bubbling forth at the base of bluffs,
limestone caverns, sinkholes, and
“disappearing streams” coursing through the river valleys, enhance our ability to
visualize groundwater flows resulting in cold, well-oxygenated streams populated
by trout.
The National Trout Center (NTC) is an environmental learning center situated at
the wellspring of the stream trout fisheries of the upper midwest. Its mission is “to
conserve the natural and cultural
heritage of trout and their coldwater environments by engaging the public through education,
practice and awareness”. Fulfilling
this mission will entail developing
public interest and dedication to
environmental stewardship that
will sustain the stream habitats essential to trout production.

The NTC conducts hands-on workshops and
clinics on stream ecology and the fishing
arts. Subjects may include fly casting, knot
tying, fly tying, lure making, rod building,
nature photography, insect identification
and water quality sampling. Visitors to the
Center are encouraged to suggest additional topics for workshops.
To support its mission, the NTC believed it
would be useful to develop a set of maps
portraying areas of public easement along
the trout streams of southeastern Minnesota.
The NTC contacted the Center for Rural Design (CRD), University of Minnesota, to
assist in the creation of the maps and
a cataloging system to organize them
for easy reference and access.
At the time the project was initiated
there were six counties in the region
that contained public easements on
designated trout streams - Fillmore,
Goodhue, Houston, Olmsted, Wabasha, and Winona counties.
The maps were designed and formatted as Adobe Acrobat files so as to
be easily printed and carried to the
stream or to be viewed on portable
digital devices including laptop computers, tablets and smart phones. The
map contents and catalog system are
discussed in detail in the next sections.

Trout Stream Easement Maps
and Map Catalog Organization
The conceptual purpose of trout stream easement maps is to provide anglers
with comparatively accurate information about the location of public easements
along trout streams in southeastern Minnesota. The information had to be in an
accessible format and readily transportable, therefore, easy to use.
To meet these requirements the maps were created:
• Using publicly available date from the MN DNR
• In ArcMap, a mainstream GIS software package created by ESRI
• Output as Adobe Acrobat files (pdf) at letter size (8 1/2 x 11) that are
readily printed or opened on laptops, tablets, or smart phones.
The maps are organized at four general scales that nest together:
• Southeastern Minnesota - large wall map that references each county
• County Scale Maps - letter sized maps that reference county level data to
aid in navigating to individual trout stream watersheds (map scale varies
based on the size of an individual county)
• Watershed Scale Maps - letter sized maps that provide additional data
at the watershed scale to aid in navigation to individual public easements
within the watershed (map scale varies based on the size of an individual
watersheds)
• Reach Scale Maps - letter sized maps that provide detailed information
about the location of public easements. These maps include latitude and
longitude coordinates at the beginning and end of each section of public
easement as well as a grid overlay to allow the use of GPS units or GPS
apps on smart phones.
This organizational structure is portrayed on the following page. A detailed index
of the catalog structure is included in the appendices.

The large wall map of southeastern Minnesota
provides a regional reference point for the entire
catalog. The map includes county, watershed, and
trout stream easement information. Each watershed is provided with its watershed level identification number - starting with the county id (e.g.,
01, 02, etc.) and followed by the watershed id
(e.g., 01-01, 01-02, etc.)
The county scale maps provide watershed and trout stream easement
data and serve as a county level reference to the maps for each
watershed. County roads are displayed and the map base image is a
cool-warm topographic hillshade.
The watershed level map provides a reference for the individual
reach level maps. It also utilizes a hillshade base image and provides
watershed level road and reach detail.
Reach level maps are portrayed ove aerial photography in order to provide significant detail and a set to a standardized 1:3600 scale for consistent spatial reference. The maps provide GPS reference and stream channel data. Maps are ordered from top of reach and progress downstream.

All data used in the map creation process was originally accessed from the
Minnesota Dept. of Natural Resources Data Deli public website (http://deli.dnr.
state.mn.us/). At this time the Data Deli has been retired. All data is now publicly
available through the Minnesota Geospatial Commons (https://gisdata.mn.gov/).
There are two key datasets that portray the location of public easements on the
maps:
• The original polygon data used to identify public easements is the State
Aquatic Management Area Acquisitions dataset (strm_regsln3). A new
polygon dataset named Easements was extracted from the original data
simply to reduce the spatial extent from statewide to cover only the
relevant southeastern Minnesota counties. No other spatial manipulation
was conducted on this data.
• A new point dataset was created named gps_points_temp_geo3 to
locate the end points of the easements identified in the polygon data
set above. The attribute table contains information about start and stop
locations for the easements, width of the easement, approximate length
of the easement, and latitude/longitude coordinates for the ends of the
easements.
All other datasets used on the maps are simply for cartographic and location
purposes. They are publicly available statewide datasets and have been clipped
to the spatial extent of southeastern Minnesota to minimize file size.
Metadata detailing the source, scale and accuracy of each dataset portrayed in
the maps is included in the appendix.

Abstract
This layer shows Minnesota trout streams that have a special regula on as described
in the 2015 Minnesota Fishing Regula ons.
Road crossings were determined using the 1991 Air Photos (1 ‐ metre DOQs). Check
the fishing regula ons booklet ( www.dnr.state.mn.us/regula ons/fishing
/index.html ) for detailed informa on. Note legal descrip ons and restric ons
associated with designated trout waters under the sec on Special Regula ons:
Streams and Rivers (p. 56‐62).
Regulated segments are maintained as tabular data and displayed as linear events
on the Stream Routes with Ki le Numbers and Mile Measures layer. In the a ribute
table, designated segments extend from the FROM_MEAS (mile) to the TO_MEAS
(mile) and have a total length = [LENGTH_MI] on a route with total length =
[ROUTE_MI].
Purpose
To support land use planning, watershed management, mber harvest plans, and
other natural resource management ac vi es with impact on trout streams. Also
supports recrea onal access to trout resources.

However, feature accuracy is highly variable and may not accurately reflect
real‐world condi ons.
Accuracy of original MNDOT Basemap features: Horizontal posi onal accuracy is
highly variable. Rec linear features are probably accurate to 55 feet (based on
es mated produc on errors and a mean sum square es ma on). Feature
representa on of sinuous streams is especially variable, with accuracies in the 55
foot range present in some areas, and non‐systema c offsets (especially as coarse
generaliza ons) present in other areas of up to 150 feet. Quality typically varies
along 7 1/2 quandrangle borders, with the most significant and consistent offsets
observed in the northeastern por on of the state, and the best representa ons
found in Southern Minnesota.

Abstract
These data consists of approximately 5,680 watershed delineations in one seamless dataset of drainage
areas called Minnesota Department of Natural Resources (DNR) Minor Watersheds. DNR Minor
Watersheds are the smallest administrative Minnesota watershed unit delineation existing at the 7th level
defined in the Minnesota DNR watershed unit hierarchy.
These modern DNR Minor Watersheds are derived from the DNR Catchment base-watershed dataset.
Although the lineage of these watershed delineations dates back to the early 1970?s, this data is an
updated version of the DNR Minor legacy watershed dataset that has been in existence in various
published formats since 1979.
This new linework represents the general appearance of the legacy data. However, the geometry is
considerably different. This has resulted from the DNR Watershed Delineation Projects? methodology,
which incorporates modern data sources to delineate watersheds that reflect the current hydrology and
topography of the landscape. These modern DNR Minor Watershed delineations have been clipped to the
Minnesota state boundary.

Use Tips
This dataset is useful for reporting purposes and displaying or conducting analysis on the DNR Level 07
Minor watersheds in Minnesota
This data may be used for regional and statewide GIS analysis, database tiling, reference, business
reporting and small scale mapping within Minnesota.
As a whole, these watershed delineations do not represent DNR Total Upstream Watersheds because
total upstream watersheds extend into adjacent states.

DNR Watersheds - DNR Level 07 - Minors
Abstract
These data consists of approximately 5,680 watershed delineations in one seamless dataset of drainage
areas called Minnesota Department of Natural Resources (DNR) Minor Watersheds. DNR Minor
Watersheds are the smallest administrative Minnesota watershed unit delineation existing at the 7th level
defined in the Minnesota DNR watershed unit hierarchy.
These modern DNR Minor Watersheds are derived from the DNR Catchment base-watershed dataset.
Although the lineage of these watershed delineations dates back to the early 1970?s, this data is an
updated version of the DNR Minor legacy watershed dataset that has been in existence in various
published formats since 1979.
This new linework represents the general appearance of the legacy data. However, the geometry is

considerably different. This has resulted from the DNR Watershed Delineation Projects? methodology,
which incorporates modern data sources to delineate watersheds that reflect the current hydrology and
topography of the landscape. These modern DNR Minor Watershed delineations have been clipped to the
Minnesota state boundary.

This dataset is useful for reporting purposes and displaying or conducting analysis on the
DNR Level 07 Minor watersheds in Minnesota
This data may be used for regional and statewide GIS analysis, database tiling,
reference, business reporting and small scale mapping within Minnesota.
As a whole, these watershed delineations do not represent DNR Total Upstream
Watersheds because total upstream watersheds extend into adjacent states.
Purpose
DNR Level 07 Minor Watersheds are a legacy watershed delineation representing the 7th hydrologic unit
level of the DNR watershed hierarchal system. These delineations serve as the standard-administrative
hydrologic units for Minnesota. They are defined and referenced within Minnesota statutes (103G.005
Subd. 17a and 103B.305 Subd. 10) for official state watershed map production.
To standardize and adopt an official set of watershed boundaries for regional and statewide GIS analysis,
database tiling, reference, business reporting, small scale mapping reporting, and other business needs
associated with hydrologic systems.
To provide a means for organizing land use and related data in a manner which is useful for hydrologic
studies and watershed based decision-making.

Major Roads ‐ MDA Cartographic
Abstract
This layer contains small scale cartographic representa ons of Interstates, Federal
Trunk Highways, and State Trunk Highways, most of which are found in the Mn/DOT
Basemap. In contrast to that data, this layer represents each highway centerline pair
with a single line, thereby simplifying labeling and iden fica on. The features have
also been simplified in that where highways from different systems are coincident,
they were consolidated into a single representa on following a hierarchy of
Interstates, then Federal Trunk Highways, and then State Trunk Highways. For
example, where US Highway 10 is coincident with Interstate 35W, only one segment
exists and it is iden fied only as Interstate 35W.
In some rare cases, county roads were included where they were natural extensions
of exis ng state highways.

Abstract
This dataset represents road centerlines for all public roads within the state of
Minnesota. The roads are broken from intersec on to intersec on and a ributed
with informa on based on their designated route. Key a ribute fields include route
system (Interstate, US Highway, Minnesota Highway, County State Aid Highway,
County Road, Township Road, etc.), Route Number (35W, 10, 53), and Name. A
detailed descrip on of the Roads layer a ributes is included in Sec on 5 of this
document ‐ En ty and A ribute Overview.
Some route numbers are temporary. '900' Routes are for route segments that
formerly were part of a trunk highway which was turned back to a local en ty. These
are temporary numbers assigned while MnDOT waits for an official local designa on.
These numbers are assigned in the 900‐999 range and are not official route numbers
but just for temporarily assigning data to unnumbered routes.
Purpose
This dataset was developed to fill a need at MnDOT for a con nuous, statewide GIS
base map of the transporta on system. It is part of the Transporta on Informa on
Sytem (TIS).
***This data is to be deprecated in early 2015. Replacement data will have new
Route IDs and more accurate measures based off the cartographic lengths.***

layers were digi zed from USGS 7.5‐minute quadrangles using MicroSta on CADD. A
total of 1745 quadrangles were digi zed. For any given area, MnDOT used the most
recent quadrangle available at that me. The digital MicroSta on CADD files were
converted from State Plane Coordinates to UTM and then converted into ARC/INFO
coverages. The ARC/INFO files were merged into statewide, seamless coverages and
then a ributes were added.
Beginning in March, 1999, the Roads features were checked and updated, using 1997
digital orthophotos for Anoka, Carver, Dakota, Hennepin, Ramsey, Sco and
Washington Coun es and 1991 digital orthophotos for the remaining 80 coun es.
The Roads features layer is updated con nuously as informa on comes in to the
Office of Transporta on System Management. The Minnesota Trunk Highway (TH),
County State Aid System (CSAH), and Municipal State Aid System (MSAS) alignments
and route data are improved each year through our annual status process. Changes
to roads come from several sources including county engineers, city engineers, GIS
personnel and the MnDOT State Aid office (which manages county state aid
highways and municipal state aid streets), the most recent aerial photos available,
and construc on plans.
