What is the NLX?
A partnership between two non-profits, to create and operate a
systemic tool which offers a high quality feed of job openings.
Mission:
To provide the most accurate and comprehensive collection of
real online job openings in order to achieve the highest level of
efficiency for the nation’s labor exchange - at no additional cost
to state workforce agencies, employers and job seekers.
Factors Leading to the Development of the NLx: Private Sector
Three Factors:
•
Increasing Costs and Declining Return on Investment of Commercial
Job Banks
•
Emergence of Applicant Tracking Systems (ATS):
•
Reduce costs and promote efficient hiring processes
•
A new front door HR uses to establish a consistent process to prevent
conditions leading to systemic discrimination
•
Need for multi-state employers to find a cost-effective way to achieve
compliance, while leveraging investments in ATS
•
DirectEmployers was established in 2001 by employers as a solution.
Factors Leading to the Development of the NLx: Public Sector
Factors
• Began as a response to the U.S. Department of Labor’s discontinuation of
America’s Job Bank (AJB). AJB was a national job bank maintained by
USDOL, connecting jobseekers with job openings.
• In 2007, NASWA through a formal process endorses DirectEmployers’
service and state agencies begin to sign participation agreements.
• Allows the workforce development system to:
• Offer jobseekers quicker access to more jobs;
• Provide employers valuable recruitment and compliance services;
• Better facilitate priority of service;
• Collect better real-time demand data.
The National Labor Exchange is a unique
public/private partnership that leverages
private (non-profit-owned) technology
and existing state workforce development
agency resources.
How Does It Work?
• The NLx collects openings only from three types of sources:
corporate job sites, state job banks, and USAjobs.gov
This means jobs are unique
• The NLx indexes and refreshes job feeds daily
This means job-links are current
• The NLx staff validates each participating employer
This means there are no scams
How Does It Work?

How this System Impacts VEVRAA Compliance
• Through OFCCP regulations implementing the JVA
o
“Listing employment openings with the state workforce agency job
bank or with the local employment service delivery system where
the opening occurs will satisfy the requirement to list jobs with the
appropriate employment service delivery system.”
o
“In order to satisfy the listing requirement described herein,
contractors must provide information about the job vacancy in any
manner and format permitted by the appropriate employment
service delivery system which will allow that system to provide
priority referral of veterans protected by VEVRAA for that job
vacancy.” 41 CFR 60-300.5 (a) (2)
Furthermore…
•
“….The employment service delivery systems shall
provide OFCCP, upon request, information pertinent to
whether the contractor is in compliance with the
mandatory job listing requirements of the equal
opportunity clause.” 41 CFR 60-300.84
•
And finally – under Examples of outreach and
recruitment activities – such as The Local Veterans’
Employment Representative in the local employment
service office (i.e. the One-Stop) nearest the
contractor’s establishment 41 CFR 60-300.44 (f) (2) (i)
