Stephen Edwards, E.I.
Stephen Edwards is an Engineer with the City of Memphis Traffic Engineering Service Center. In
this role Stephen serves as the Traffic Calming Program Manager, a project manager on various
capital improvement projects and planning activities, and a liaison to the Memphis Urban Area
MPO. Stephen often serves as the technical lead for transportation planning projects for the
City, including; the City of Memphis Complete Streets Project Delivery Manual, Pedestrian and
School Safety Action Plan, and the Roadway Regulatory Plan. Additionally, he assists in the
drafting of the Capital Improvement Program budget, completes applications for grant funding,
reviews site plans and transportation models, and participates in the development and
evaluation of design and conceptual plans for transportation projects in the city.
Prior to working with the city, Stephen worked as a Graduate Research Assistant at the
Intermodal Freight Transportation Institute (IFTI) at the University of Memphis and as an Intern
with the Memphis Urban Area MPO. His background includes working on the University District
Community Transportation Plan, the Memphis Region Bicycle and Pedestrian Plan, and the
Imagine 2040 Transportation and Land Use Scenario Plan; coordinating MEMFix tactical
urbanism projects; and developing a model to study operational efficiency at the FedEx
SuperHub. Stephen has published research in the Transportation Research Record on the
National Household Travel Survey, data needs for bicycle and pedestrian modeling, and
attracting students to engineering careers.
Stephen is a member of the Institute of Transportation Engineers, the American Society of Civil
Engineers, and currently serves as the President for the Engineers Without Borders (EWB-USA)
Memphis Professionals Chapter and the State of Tennessee Representative for EWB-USA.
Stephen lives in Memphis with his wife, Stefanie, and his 19 month old daughter Isabella. When
not at work he spends most of his time mountain biking, attending Memphis Tigers’ games,
reading, and serving as a “climbing apparatus” for Isabella. As a goal to visit all of the National
Parks, Stephen and his wife spend a week backpacking in a new park each year.
