Furnish labor and equipment to install carpet tiles and broadloom carpeting. Carpet tiles and broadloom carpeting to be furnished by the City. Furnish all labor, materials, tools, equipment to install rubber wall base and tile adhesive tabs. Installation of carpet will involve interfacing of carpet to an incarpet raceway system. All work shall be done in accordance with the City of Menlo Park Building Code requirements and State Standard Specifications. Bidders may obtain copies of the bid documents from the City of Menlo Park, Engineering Division, 701 Laurel Street, Menlo Park, California. Pursuant to Section 1770, et. Seq. of the California Labor Code, the successful bidder and all subcontractors shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Prevailing wage rates and information is available on the Internet at http://www.dir.ca.gov. No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. Per California Civil Code Section 3247, a payment bond in the amount of 100% of the bid total will be required from the successful bidder. A performance bond in the amount of 100% of the bid total will also be required. The bonds must be provided within 10 calendar days from notice of award and prior to the performance of any work. All bidders shall be licensed under the provisions of the Business and Professions Code to do the type of work contemplated in the project. In accordance with provisions of California Public Contract Code Section 3300, the City has determined that the Contractor shall possess a valid Class C-15 License applicable to the work to be performed at the time that the bid is submitted. Failure to possess the specified license shall render the bid non-responsive. The successful bidder, and all subcontractors, shall maintain a valid City of Menlo Park business license for the duration of the project. A Bid Deposit equal to at least ten percent (10%) of the total amount of the bid shall be placed in the sealed Proposal. The Bid Deposit shall be in one of the following forms: cash, cashier’s check or certified check payable to the City, or bidder’s bond in favor of the City executed by an authorized surety company. A Bid will not be considered unless one of the forms of bidder’s security is enclosed with it. Each bidder shall submit with its bid a statement setting forth its experience on the forms included in the Contract Proposal. The City reserves the right to reject any or all bids; to make any awards or any rejections in what it alone considers to be in the best interest of the City, and waive any informalities or irregularities in the bids. The successful bidder must ensure that employees and applicants for employment are not discriminated against on the basis of age, color, race, national origin, ancestry, religion, sex, sexual preference, marital status, and shall comply with the Americans with Disabilities Act. Page 4 of 51 CITY HALL RENOVATION PROJECT: CARPET INSTALLATION ITEM PRICE SCHEDULE See Attachment “A” SPECIAL PROVISIONS The Contractor shall procure insurance against claims for injuries to persons or damages to property which may arise from or in connection to the performance of the work by the Contractor, his/her agents, representatives, employees or subcontractors and maintain it for the duration of the Contract. The cost of such insurance shall be considered included in the price for Contract lump sum of work involved and no additional compensation will be allowed therefore. MINIMUM LIMITS OF INSURANCE Commercial General Liability of $2,000,000 combined single limit, annual aggregate for bodily injury, personal injury and property damage; and with a minimum of $1,000,000 per occurrence. Automobile liability of $1,000,000 combined single limit per accident for bodily injury and property damage. Workers compensation limits as required by the Labor Code of the State of California. Employer’s liability limits of $1,000,000 per accident. A performance bond in the amount of 100% of the bid total will be required from the successful bidder. A payment bond in the amount of 100% of the bid total will be required. SCHEDULE Upon notice of award of contract, the contractor shall submit the required bonds, insurance, and signed agreement to the City within 10 business days. Following receipt of an executed agreement, the contractor will have 15 business days to obtain City approval for all materials listed in the “Materials Specifications” section of the project plans, including fabrication and delivery schedules for these items, as well as a construction schedule. The contractor shall order materials upon receipt of an approved submittal. Please refer to Attachments “B” and “C” for the intended approximate schedule. Please refer to instances of “Carpet Installer” for approximate dates of carpet installation. There are six (6) phases over the course of a year with about one week in between each phase for relocation of employees: Phases 2B, 2nd Floor (City Mgr) and Phase 6, 1st Floor (Front Counter, Lobby, Stair 1) will require weekend work, while City offices are closed. The contractor will begin work upon receipt of the notice to proceed for each phase of the project and, complete the project in accordance with Attachments “B” and “C”. Hours of construction shall be Monday– Saturday from 7:00 AM to 7:00 PM LIQUIDATED DAMAGES: $300 per calendar day. COORDINATION: During construction, other contractors may be working in the Administration Building, renovating the building. The contractor for the Carpet Installation shall meet with and coordinate with the General Contractor to ensure that neither part of the work is delayed by the other. Work of this Contract consists of construction of the City Hall carpeting in Menlo Park, California. B. The Work specifically includes all work as represented by the Drawings and Specifications issued for construction and subsequent approval revisions and addenda. C. Provide all labor, equipment, and materials required to provide a complete, properly operating, and safe building. The extent of the Work, as indicated on the Drawings and as described in the Specifications, shall include all that may be reasonably inferred to the required for proper execution or installation of Work and for complete systems. D. The scope of work provided by the Owner shall be as follows: a. Receive, store, and deliver carpet tiles and broadloom carpeting to City per phasing plan. b. Furnish labor and equipment to install carpet tiles and broadloom carpeting. c. Furnish all labor, materials, tools, equipment to install rubber wall base. d. Furnish all labor, materials, tools, equipment to install tile adhesive tabs. e. Installation of carpet will involve interfacing of carpet to an in-carpet raceway system. f. The Drawings shall be recognized as diagrammatic in nature and not completely descriptive of all requirements for construction. Whatever Work that may be specified and not drawn or drawn and not specified shall be executed as fully as if described in both these ways. And, should any workmanship or material be necessary that is not either directly or indirectly noted in these specifications or shown on the Drawings but is nevertheless necessary for properly carrying out the obvious intention thereof, Contractor shall understand it to be implied and shall provide for the same as fully as if it were particularly described or delineated. 1.2 DEVIATIONS AND DISCREPANCIES A. Conform to requirements specified herein and included in the Drawings. If the Specification procedures and requirements conflict with General Provisions, the General Provisions shall take precedence if more restrictive. All conflicts shall be brought to the attention of the Owner for resolution. B. Should the Contract Documents contradict themselves, Contractor shall provide the more stringent or higher quality or quantity, unless otherwise accepted by Owner. C. Superintendent shall be acceptable to Owner. 2. Superintendent shall be present at the site at all times while Work is actually in progress on the Contract. B. If such approval is withdrawn by Owner, Contractor shall, as soon as is practicable after having received written notice of such withdrawal, remove Superintendent from the Project and shall not thereafter employ that person as Contractor's Superintendent on the Project. Contractor shall replace Superintendent with another representative acceptable to Owner as specified above. 1.8 OWNER OCCUPANCY A. The Contractor shall allow, subject to City approval, the Owner to take possession of and use any completed or partially completed portion of the structures during the progress of the Work as soon as is possible without interference to the Work. Contractor shall not be responsible for damages caused by Owner or others outside of Contractor's control. F. The Contractor shall be responsible for planning and scheduling the Work and monitoring progress of the Work with respect to the schedule. The Contractor shall be responsible for scheduling all work activities, including those of its subcontractors. The Schedules shall be feasible, workable and reasonable for the work, and shall be the Contractor’s plan of construction for completing the contract work within the specified time periods. 1. 2. On-site production activity durations shall be the total of the actual days required to perform that activity and shall not include non-production time. Failure of the Construction Schedule to include any element of the work required for the performance of this contract, or any inaccuracy in the Construction Schedule, will not relieve the Contractor from its responsibility for accomplishing all the work required for a complete contract within the time specified and will not constitute grounds for delay. G. The Owner will review the Contractor’s proposed Construction Schedule within a reasonable time and will provide comments, and make inquires regarding the schedule in a timely manner. The Contractor shall re-submit its revised Construction Schedule for review after incorporating the necessary changes and revisions. The revised Construction Schedule shall be submitted to the Owner within 7 days of the issuance of the Owner’s comments. H. The Construction Schedule, upon acceptance, will become the basis for determining schedule compliance, for determining the impact of changes to the Contract and delays to the Work. I. The Schedule shall be prepared and updated as required. 1.6 DELAYS AND EXTENSIONS OF TIME A. When the Owner initiates a change which has the potential to impact the stipulated contract completion date or milestone dates established above, the Contractor shall prepare a network window schedule to reflect the impact of the change. After the network window schedule has been mutually agreed upon, and Contractor has been authorized to proceed with the change, the network window shall be incorporated into the Construction Schedule. 1.7 CORRESPONDENCE AND NOTICES A. Clearly identify correspondence, notices and submittals with project name, subject and detailed references to Drawings and Specifications. B. Product data, samples and supporting data shall be prepared by Contractor or its suppliers but shall be submitted to Owner by Contractor as the instruments of the Contractor. 1. Contractor shall ascertain that product data and samples meet all requirements of the Contract Documents and also conform to the space conditions. If product data and samples show variations from Contract Documents, whether because of standard shop practice or other reasons, Contractor shall make special mention thereof in its letter of transmittal. 2. Contractor shall be fully responsible for observing the need for and making changes in arrangement and manner of installation of carpeting, rubber base wall, and similar items that may be required by equipment it proposes to supply, both as pertains to its own work and work affected under other parts, headings, or Divisions of the Contract Documents. 3. Prior to submittal to Owner, each sample submitted for review shall be stamped, dated, and signed by Contractor, verifying that it has been checked by Contractor to be in accordance with the Contract Documents. Submittals not signed by Contractor will be returned without review by the Owner. Page 28 of 51 CITY HALL RENOVATION PROJECT: CARPET INSTALLATION 1.3 CONSTRUCTION SCHEDULE A. In accordance with the General Provisions, prepare a comprehensive schedule of basic operations of the entire Project 1. Include decision dates for products specified by allowance and for selection of colors/finishes. B. Coordinate letting of subcontracts, material purchases, delivery of materials, sequence of operations, and similar activities to conform to accepted schedule, and furnish proof of conformance as may be required by Owner. F. In case Owner determines that Contractor fails or refuses to take appropriate and necessary measures to complete the Work in accordance with the accepted schedule or within time to which such completion may be extended, the Contract, or any part thereof, may be terminated under the provisions of the General Provisions. 1.4 SAMPLES A. Contractor shall forward to Owner, at its own expense, samples designated for use on the Project. Include material, equipment, textures, colors, and fabrics in sizes and quantities as required by the Drawings and Specifications or as requested by Owner. Where there is an expected range of color or texture variations for the specified item, submit sufficient number of samples to illustrate range. B. Submit and resubmit samples until accepted by Owner. C. No review of a sample shall be taken in itself to change or modify the Contract requirement. D. Finishes, materials, and workmanship in the completed Project shall match accepted samples. E. Samples of value will be returned to Contractor, when requested in writing at time of submittal, for its use in the Project after review, analysis, comparison, or testing as may be required by Owner. F. No samples shall be incorporated into the Work, unless otherwise specified or specific Page 29 of 51 CITY HALL RENOVATION PROJECT: CARPET INSTALLATION approval is given by Owner. 1.5 SUBMITTAL PROCEDURES - PRODUCT DATA. A. Submit technical literature, mill reports, certificates, material lists, and samples as specified in the General Provisions and Specification Sections. B. Schedule: Contractor shall prepare and submit to Owner a Submittal Schedule showing scheduled dates of submittals and date required for return of submittals to Contractor. 1. Contractor shall provide in schedule a minimum of 5 working days for Owner to review and check submittals as may be necessary. 2. Dates on Submittal Schedule shall be agreed upon by both Owner and Contractor. 3. Based on the number and complexity of submittals at any one time, Owner’s review period may be longer than 5 days. 4. Schedule shall be updated on a monthly basis. C. Submit product data and samples to Owner. D. No extension of time will be granted because of Contractor's failure to make submittals to allow for review and processing by Owner. E. Identification: 1. Properly identify each submittal with name of Project, Contractor, subcontractor, and date. 2. Accompany each submittal by an acceptable transmittal form referring to Project name and Specifications Section number, and paragraph number, when applicable, for identification of each item. 3. Allow clear space on each sample for stamp of Contractor and Owner. Where clear space is not available on samples, submit with tags or stickers attached. F. Stamp each sample to certify that it has been coordinated and checked for completeness and compliance with requirements of the Work, Project, and Contract Documents. G. Owner's Review: 1. General: a. Except for finish, color, and other aesthetic matters left to Owner's decision by Contract Documents, Owner's review of product data and samples is only for Contractor's convenience in following work and does not relieve Contractor from responsibility for deviations from requirements of Contract Documents. b. Owner's review of a separate item does not indicate review of complete assembly in which it functions. c. Submittals not stamped by Contractor and submittals which, in Owner's opinion, are incomplete, contain numerous errors, or have not been checked or have only been checked superficially will be returned to Contractor for resubmittal. 2. Processing: a. Owner will review product data and samples in accordance with agreed upon "Submittal Schedule" and will return them to Contractor with Owner's stamp. b. Subfloor finishes comply with requirements specified in Division 3 Section "Cast-in-Place Concrete" for slabs receiving carpeting. 3. Subfloors are free of cracks, ridges, depressions, scale, and foreign deposits. 4. Seaming pattern established at preinstallation conference is still intact and visible. Reestablish seam pattern where chalk lines have been erased or covered by other construction. 5. Adhesion Testing: Perform tests recommended by manufacturer. Proceed with installation only after substrates pass testing. 6. Moisture and Alkalinity Testing: a. Perform at a rate of three tests for the first 1,000 square feet and one additional test for each 1,000 square feet thereafter. b. Anhydrous Calcium Chloride Test: ASTM F1869; proceed with installation only after substrates have maximum moisture-vapor-emission rate of 3 lb of water/1000 sq. ft. (1.36 kg of water/92.9 sq. m) in 24 hours. c. Internal Relative Humidity Test: ASTM F2170; proceed with installation only after substrates have a maximum relative humidity level of 75%RH or less. d. Digital Alkalinity-pH Test: ASTM F710; proceed with installation only after substrates have a result of 9.0pH or less. e. Perform tests recommended by manufacturer. Proceed with installation only after substrates pass testing. C. Proceed with installation only after unsatisfactory conditions have been corrected. 3.2 PREPARATION A. General: Comply with CRI 104, Section 7.3, "Site Conditions; Floor Preparation," and with carpet manufacturer's written installation instructions for preparing substrates. 1. Prepare concrete surfaces in accordance with CRI 104 Section 6.1.1 and 6.2. B. Use trowelable leveling and patching compounds, according to manufacturer's written instructions, to fill cracks, holes, depressions, and protrusions in substrates. Fill or level cracks, holes and depressions 1/8 inch (3 mm) wide or wider, and protrusions more than 1/32 inch (0.8 mm), unless more stringent requirements are required by manufacturer's written instructions. C. Level subfloor within 1/4 inch in 10 feet, non-cumulative in all directions. Sand or grind protrusions, bumps, and ridges. Patch and repair cracks and rough areas. Fill depressions. D. Patch holes and level to a smooth surface. recommended by carpet pad manufacturer. E. Check concrete floors for moisture content. Be sure that they are sufficiently dry to receive carpet. Conduct calcium chloride moisture test, one for every 1,000 sq ft of flooring, to verify that slabs are within limits recommended by carpet manufacturer. Allow sufficient time in the construction schedule to allow slabs and patches to dry sufficiently, force dry slabs, or provide a compatible surface coating so that water vapor emission will be at a level recommended by the floor covering manufacturer. F. Apply concrete slab primer, according to manufacturer's written instructions, where recommended by carpet pad manufacturer. G. Broom and vacuum clean substrates to be covered immediately before installing carpet. After cleaning, examine substrates for moisture, alkaline salts, carbonation, or dust. H. Make sure that all other conditions which would prevent proper and timely completion of the carpeting are corrected before proceeding with installation. 3.3 INSTALLATION, GENERAL A. Installation, General: Comply with CRI 104. B. Comply with manufacturer's recommendations for seam locations and direction of carpet; maintain uniformity of carpet direction and lay of pile. At doorways, center seams under door in closed position; do not place seams perpendicular to door frame, in direction of traffic through doorway. Do not bridge building expansion joints with continuous carpet. C. Unroll carpet face up and cut lengths required. Leave carpet to relax at room temperature for 48 hours minimum prior to installation. D. Extend carpet under removable flanges and furnishings and into alcoves and closets of each space. E. Provide cutouts where required, and bind cut edges where not concealed by protective edge guards or overlapping flanges. F. Install metal carpet edge strips where edge of carpet is exposed and where carpet abuts ceramic tile. Anchor edge strips to substrate. G. Cut and fit carpet to butt tightly to vertical surfaces, permanent fixtures, and built-in furniture including cabinets, pipes, outlets, edgings, thresholds, and nosings. Bind or seal cut edges as recommended by carpet manufacturer. H. Extend carpet at the following locations: 1. Under open-bottomed and raised bottomed obstructions and under removable flanges of obstructions. 2. Into toe spaces, door reveals, closets, open-bottomed obstructions, removable flanges, alcoves, and similar openings. 3. Under movable furniture and equipment and under built-in casework. 3.4 A. STRETCH-IN TACKLESS INSTALLATION Install tackless carpet stripping with adhesive or by nailing. Locate for concealment of carpet edge between stripping and base of wall. Lay strips at entire perimeter of each carpeted space, obstructions and cutouts. 1. Provide narrow stripping with 2 rows of pins where stretched width of carpet is 20-feet or less. 2. Provide stripping with 3 rows of pins where stretched width of carpet exceeds 20-feet. Page 45 of 51 CITY HALL RENOVATION PROJECT: CARPET INSTALLATION 3. In ramped areas, bond cushion to substrate. B. Install with pattern parallel to walls and borders. C. Install carpet by trimming edges, butting cuts with seaming cement, and taping and/or sewing seams to provide sufficient strength for stretching and continued stress during life of carpet. D. Stretch carpet in both directions to provide smooth, ripple-free, taut, trim edges; secure to stripping, and conceal behind edge of stripping. Use power stretcher where carpet length is greater than 20-feet. 3.5 GLUE-DOWN INSTALLATION A. Apply adhesive, and separate release agent if any, in compliance with CRI 104, and the manufacturer's printed instructions, complying with procedures demonstrated to be satisfactory by test sample. B. Lay carpet with tuft or loop rows in straight lines both ways, free of offsets, waviness, distortion, or misalignment. C. Butt carpet seams and edges tightly together to eliminate air pockets, and remove looseness and bubbles away from the seams. D. Remove adhesive from face of carpet promptly upon exposure. E. Roll completed installation with a 35-75 lb linoleum roller in both directions to ensure uniform bond everywhere. F. Trim carpet neatly at walls and other vertical projections no sooner than 24 hours following installation. G. Completed installation shall be free of tacks, scraps, ripples, scallops and puckers, with tight joints accurately aligned. 3.6 SEAMS A. Cut carpet for seams between the tuft rows to prevent damage to tufts or loops, prevent edge ravels, and preserve uniform tuft row alignment and spacing on both sides and across seams. Cut seam edges straight and square with backing. B. Tightly join and accurately align seams. C. Make seams by compression method of forming a butt joint. D. Lay all carpet in the same direction unless specifically indicated otherwise. E. Do not place seams perpendicular to doors or entries, or within 18-inches thereof. F. Where seams are parallel to doors, center under the door. G. Seams occurring at corridor change of direction shall follow wall line parallel to carpet direction. H. Maintain direction of pattern, including lay of pile in accordance with CRI 104, Section 7.4. Do not seam weft to warp. When the carpet is patterned, match pattern at seams. Remove visible and excess adhesive, seam sealer, and other surface blemishes from carpet surface using manufacturer's recommended cleaning agent. B. Remove and dispose of debris and unusable scraps. Remove protruding face yarn. C. Vacuum with commercial machine with face-beater element. Remove soil. Replace carpet where soil cannot be removed. D. Construction Waste Management: Manage construction waste in accordance with provisions of Division 1 Section ‘Construction Waste Management and Disposal’. 3.8 PROTECTION A. Protect installed carpet to comply with CRI 104, "Protection of Indoor Installations." B. Protect carpet against damage from construction operations and placement of equipment and fixtures during the remainder of construction period. C. Provide final protection and maintain conditions, in a manner acceptable to manufacturer and installer, to ensure carpet is not damaged or deteriorated at time of Substantial Completion.
