APPROVAL OF MINUTES The Executive Council approved the Minutes of its meeting in Brussels (1-2 October 2016). The Executive Council also expressed its sincere gratitude for the extreme hospitality of RITCS while hosting the ECM. Personal thanks of the CILECT Executive Council go to RITCS Director Ann Olaerts, Head of the Audiovisual Arts Program Patrick Geeraerts, GEECT Chair Bert Beyens and Head of the International Dept. Lai Kin Chang as well as to the whole staff of RITCS that helped throughout the meeting. 2. MEMBERSHIP 2.1. New Applicants One new application was discussed at the meeting. The Executive Council agreed that the documentation submitted meets the criteria to proceed to the next step in the admission process – a site visit – for Moholy-Nagy Művészeti Egyetem / Moholy-Nagy University of Art and Design (MOME), Budapest (Hungary). The school will be visited by Executive Director Stanislav Semerdjiev. 2.2. Fees in Arrears The Executive Director reported that no communication has been established with the High Cinema Institute (HCI), Cairo, Egypt. 3. PARTNERSHIPS 3.1. ELIA Paper “Florence Principles on the Doctorate in the Arts” The Executive Director reported on the ELIA position paper on the Doctorate in the Arts. It is formulated as a point of reference for policy makers, university leaders, curriculum designers and research funding agencies. It is addressed to art universities and scientific universities alike, helping the former to lobby for their endeavors (national funding bodies, legislature etc.), whilst helping the latter to learn about the research developments within the art university sector. The paper is also a consequence of the inclusion of “artistic research” in the OECD’s Frascati Manual, shaping further the understanding of research in the field of the arts and hoping to help create the necessary frameworks, environments and resources for early stage researchers (doctoral researchers) to develop their projects. Finally, the paper makes the point that all that holds true for doctoral research and the establishment of doctoral studies as defined in the central papers “Salzburg Recommendations” (2005) and “Taking Salzburg Forward (2016) or “Innovative Doctoral Training” (European Commission) within the EU framework, is also valid for doctoral studies in the arts. As different as the research results might appear to be, the processes, the epistemological drive and consistency with which research projects in the arts are undertaken remain the same. The paper has already been endorsed by ELIA, CUMULUS, AEC and SAR and will be proposed at the December 2016 Florence ELIA Conference. The Executive Council agreed that the paper is very well defined and touches one of the greatest problems in the education of Arts. The seven principles formulated in it could be an important starting point also for CILECT’s actions in the direction. Therefore, it unanimously endorsed the document. Regional Activities Due to the close proximity of the last ECM (just a month and a half before the current one), no reports of events were presented by the Regional Chairs. All the work in the regions was focused on the Congress 2016. 4.2. CILECT PhD Examiners’ Database The Executive Council had a fruitful skype meeting with Head of VCA, Melbourne, Australia and her colleague Travis Cox, in regard to the start of the project CILECT PhD Examiners ‘Database which was voted at the last GA 2014 to become a CILECT supported project. The meeting ended with the agreement that VCA would proceed to build a platform along the lines of some previously sent samples for similar projects. The school will start contacting organizations that already have databases or contact lists through which those members agreeable to sign on as potential examiners or supervisors can do so. The project will start in Feb 2017 after a working schedule confrimed between Nicolette Freeman and the Executive Director is drawn. 5. STATUTES & RULES CHANGES The Executive Director presented the final draft with revisions of the current Statutes and Rules. A few new amendments were suggested by the Executive Council. It was agreed that section 5.1. Regional Associations – Establishment and Conduct was not developed to the extent necessary but as it focuses on a very important topic, it should not be hastily re-worked. A proposal for the changes of its content would be made at the next GA, after discussions in the regions. The draft for the modification of the Statutes and Rules was endorsed by the Executive Council. It was also agreed that the ballot would not list each of the 127 changes one by one as they have already been distributed to all members but will group them in themes. 6. CILECT CONGRESS 2016 6.1. Logistics and Schedule CAPA Chair Prof. Herman Van Eyken informed that GFS, Brisbane, Australia, is fully prepared to receive the participants of the Congress 2016 and to hold it as it was designed and agreed by the Executive Council. 6.2. Elections The Executive Director reported that no candidacies were received for the Regional Council vacant positions in CARA. As there were also very few members from CARA registered for the Congress, the Executive Council advised CARA Chair Garth Holmes to make sure that elections would be performed at the nearest CARA conference. 3 MINUTES OF THE EXECUTIVE COUNCIL GFS, BRISBANE, AUSTRALIA 17 NOVEMBER 2016 7. CILECT CONFERENCE 2019 The Executive Director presented a proposal from VGIK, Moscow, Russia, to hold the 2019 CILECT Conference as part of the celebrations of the 100th anniversary of the school. He also suggested that if the General Assembly agrees to hold the conference there, it would be better to transform it into a Congress due to the importance of the occasion. The Executive Council endorsed the proposal and decided to include a special slot dedicated to it in the final session of the General Assembly, in order to inform the participants and to receive their feedback. 8.
