Robert Easton
Robert H. Easton is the Executive Deputy Superintendent, Insurance Division at the
Department of Financial Services. In that capacity, he oversees the regulation of the life, health, and
property and casualty insurance industries in New York.
Mr. Easton joined DFS after serving as Deputy General Counsel, Chief Compliance Officer, and
Risk Manager at Integro Insurance Brokers, a global insurance brokerage company based in New
York City.
Mr. Easton’s tenure at Integro was preceded by more than three years as Deputy Superintendent
and General Counsel at the New York State Department of Insurance, the predecessor agency of
DFS. As chief legal officer, Mr. Easton advised on a wide array of matters, including the provision
of confidential advice to the agency head, the preparation of legal opinions, the promulgation of
regulations, and all litigation involving the Department.
Previously, Mr. Easton spent six years at the New York State Attorney General’s office, where he
served as Deputy Solicitor General in the Division of Appeals and Opinions. In addition to
managing the Division’s New York City office, he supervised and reviewed all aspects of appellate
litigation in federal and state courts in suits brought by and against the State of New York.
Prior to his service at the Attorney General’s Office, Mr. Easton was a commercial litigator at the
New York office of Sidley & Austin for three years. He also served as a law clerk with the Chief
U.S. District Judge B. Avant Edenfield in the Southern District of Georgia.
Mr. Easton earned a Bachelor of Arts degree in History from Johns Hopkins University, where he
was Phi Beta Kappa, and a Juris Doctorate from the New York University School of Law.
Mr. Easton lives in New York City with his wife and three children.
