The meeting aims to understand the implications of implementing the Paris Agreement, the Deputy Executive Secretary and Chief Economist of the United Nations Economic Commission for Africa (UNECA), Dr Abdulla Hamdok, has said. He said there was an urgent need for African countries to review their Intended Nationally Determined Contributions (INDC) in order to increase their levels of ambition to ensure meaningful contribution to the implementation of the Paris Agreement. "This will not be easy, given the complexities of ensuring adequate and reliable data, mainstreaming climate change into national development imperatives, ensuring coherence between climate change goals and the various sectoral goals and objectives, and securing adequate funding for the processes," he said in his opening remark. Out of the 61 countries that have ratified the Paris Agreement, 14 are from Africa, accounting for only 1.06 of global emissions. "Although significantly smaller in size, it is designed to contribute to the development of the continents efforts towards the implementation of the Paris Agreement," Dr Hamdok said. The carbon emission pledges made by countries so far exceed 55 per cent threshold for the reduction goal. "This signals the commitment by countries for a response to the threat of climate change by keeping the global temperature rise to well below 2 degree Celsius above the pre-industrial levels and to pursue sustainable efforts to limit it to 1.5 degrees Celsius," Mr Kapil Kapoor, the African Development Bank (AfDB) Acting Vicepresident for Sector Operations, said. The main theme of the CCDA–VI, organized under the auspices of the Climate for Development in Africa (ClimDevAfrica) program, is The Paris Agreement on climate change: What next for Africa? The basis of the Paris Agreement is the Intended Nationally Determined Contributions (INDC) submitted by all parties in the lead up to COP21as their national contributions to limiting global greenhouse gas emissions. INDCs became Nationally Determined Contributions (NDCs) subsequent to COP21. Reviewing the Paris Agreement allows for the analysis of what was at stake for Africa and what the Agreement offers, prior to COP22 in Marrakesh, Morocco November 7-182016, according to the Africa Climate Policy Centre, the main organizers of the meeting. This is the first tour of the Moroccan monarch to East Africa where Morocco's presence and projection are weak in comparison to West Africa. The tour comes within the strategy designed by King Mohammed VI in recent years, which aims to diversify its partnerships, strengthen its ties with the most important players on the African continent, and also gain their support to its position with regards to the Western Sahara dispute. The visit comes three months after Morocco announced its intention to return to the African Union. "Our friends have long been asking us to return among them so that Morocco may take its natural place within its institutional family. That time has now come," the King said in a letter to the 27th summit of the African Union held in Kigali, Rwanda, in July. Rwanda, Tanzania and Ethiopia recognize the self-proclaimed Saharawi Arab Democratic Republic and maintain diplomatic relationships with it. Thus, one of the King's goals is to convince these countries to reconsider their position on the conflict and adopt a neutral stance pending the settlement of the dispute through the political process conducted under the aegis of the United Nations. The Moroccan monarch's visit to Rwanda comes four months after the visit that Rwanda's President, Paul Kagame, paid to Morocco on June 20-22. Following this visit, Minister of Foreign Affairs, Salaheddine Mezouar, said that Morocco would open its embassy in Rwanda by the end of this year. An important delegation accompany King Mohammed VI during his tour in East Africa, including his advisors, Fouad Ali El Himma and Yasser Znagui. The delegation also includes Interior minister, Mohamed Hassad, Foreign minister, Salaheddine Mezouar, Endowments and Islamic Affairs minister, Ahmed Taoufik, Economy and Finance minister, Mohamed Boussaid, Agriculture and Fisheries minister, Aziz Akhannouch, and minister delegate to the Foreign minister, Nasser Bourita, as well as several other civil and military personalities. This was revealed yesterday in Nairobi, Kenya, where the two sides inked an agreement after a year-long process supported by African Development Bank (AfDB) funding, amounting a 7.5 million US dollars. Speaking at the signing ceremony, Ethiopian Ambassador to Kenya Dina Mufti said Ethiopia has put in place attractive investment opportunities and incentives, including recent signed bilateral investment and double taxation avoidance agreements with major countries in order to give the appropriate guarantees that meet international standards to foreign investors. Being a membership in ATI is an additional support and protection to the stakeholders involved in our economic growth, he added. “With growth of 10% in the past decade and investors clamoring to enter the market, we feel we are in a good position to help Ethiopia leverage this momentum. ATI will help to de-risk transactions so that Ethiopia can attract even more investments while building up its export base,” commented George Otieno, ATI’s Chief Executive Officer. “I believe our entry into Ethiopia, particularly at this time, sends a powerful message to investors. Our presence signals that Ethiopia is open for business because we are standing beside them as a credible and internationally respected insurer with an ‘A’ rating from S&P,” he added. The AfDB regional director Gabriel Negatu said Ethiopia’s affiliation with the ATI will attract prospective investors with additional guarantees to participate in the priority areas of industry, powering and lighting. The country’s membership is potentially a game changer for the pan-African insurer with prospects that a pipeline estimated at half a billion US dollars could double the company’s business in the next few years. Prospective projects include a 400 MW solar energy plant that would contribute to the country’s carbon neutral growth plan to improve the living conditions of its citizens. ATI provides political, investment and trade credit risk insurance to clients doing business in its member countries. The products are created to help countries attract more investments and to promote domestic trade by providing insurance that mitigates against currency inconvertibility and exchange transfer, expropriation, trade embargoes, non-honouring of contracts and payment default risks among others. To date ATI has helped its member countries attract 21.5 billion US dollars worth of trade and investments into their economies. ATI plans to leverage Ethiopia’s initial 7.5 million US dollars subscription in order to insure over 3 billion US dollars worth of projects in Ethiopia. As ATI starts to close deals and build on its existing pipeline in the coming months, the company also plans to host an official launch in Addis.
