Motif
An “Angh”
The motif represents a Konyak Naga Chief “Angh” in traditional
dress used generally on ceremonial occasions like “Aoling Moh”. One of the
most spectacular features of their dress as seen in the motif is the colourful
head gear “suosuok”. It is made of colourful cane “Yantak” and orchid bark
“Nyen” which gives a red and yellow stripe. The black hair “yiang kongmei nyei”
used on the headgear is from a very rare animal in Nagaland. Two wild boar
tusks are fixed on the front of the headgear which signifies bravery. The
necklaces are of very precious beads and stones “yuknyu”. But the most
interesting among the necklaces is the one with the symbolic human head
called “yanshuo”. The one seen here has also a row of tiger teeth “Sah bha”
hanging on each side of the shoulder.

FOREWORD
The District Census Handbook (DCHB) is an important publication of the
Census Organization since 1951. It contains both Census and non Census data of
urban and rural areas for each District. The Census data provide information on
demographic and socio-economic characteristics of population at the lowest
administrative unit i.e. of each Village and Town and ward of the District. The
Primary Census Abstract (PCA) part of this publication contains Census data
including data on household amenities collected during 1st.phase of the Census i.e.
House Listing and Housing Census. The non Census data presented in the DCHB is
in the form of Village Directory and Town Directory containing information on
various infrastructure facilities available in the village and town viz; education,
medical, drinking water, communication and transport, post and telegraph,
electricity, banking, and other miscellaneous facilities. Later on, the Telegraph
Services were closed by the Government of India on 15th. July, 2013.The data of
DCHB are of considerable importance in the context of planning and development
at the grass-root level.
2. In the 1961 Census, DCHB provided a descriptive account of the District,
administrative statistics, Census tables and Village and Town Directory including
Primary Census Abstract. This pattern was changed in 1971 Census and the
DCHB was published in three parts: Part-A related to Village and Town Directory,
Part-B to Village and Town PCA and Part-C comprised analytical report,
administrative statistics, District Census tables and certain analytical tables based
on PCA and amenity data in respect of Villages. The 1981 Census DCHB was
published in two parts: Part-A contained Village and Town Directory and Part-B the
PCA of Village and Town including the SCs and STs PCA up to Tahsil/Town levels.
New features along with restructuring of the formats of Village and Town Directory
were added. In Village Directory, all amenities except electricity were brought
together and if any amenity was not available in the referent Village, the distance in
broad ranges from the nearest place having such an amenity, was given.
3. The pattern of 1981 Census was followed by and large for the DCHB of 1991
Census except the format of PCA. It was restructured. Nine-fold industrial
classification of main workers was given against the four-fold industrial
classification presented in the 1981 Census. In addition, sex wise population in 0-6
age group was included in the PCA for the first time with a view to enable the data
users to compile more realistic literacy rate as all children below 7 years of age had
been treated as illiterate at the time of 1991 Census. One of the important
innovations in the 1991 Census was the Community Development Block (CD Block)
level presentation of Village Directory and PCA data instead of the traditional
Tahsil/Taluk/PS level presentation.
4. As regards DCHB of 2001 Census, the scope of Village Directory was improved
by including some other amenities like banking, recreational and cultural facilities,
newspapers & magazines and `most important commodity’ manufactured in a
Village in addition to prescribed facilities of earlier Censuses. In Town Directory,
the statement on Slums was modified and its coverage was enlarged by including
details on all slums instead of ‘notified slums’.

The scope and coverage of Village Directory of 2011 DCHB has been widened
by including a number of new amenities in addition to those of 2001. These newly
added amenities are: Pre-Primary School, Engineering College, Medical College,
Management Institute, Polytechnic, Non-formal Training Centre, Special School for
Disabled, Community Health Centre, Veterinary Hospital, Mobile Health Clinic,
Medical Practitioner with MBBS Degree, Medical Practitioner with no degree,
Traditional Practitioner and faith Healer, Medicine Shop, Community Toilet, Rural
Sanitary Mart or Sanitary Hardware Outlet in the Village, Community Bio-gas, Sub
Post Office, Village Pin Code, Public Call Office, Mobile Phone Coverage, Internet
Cafes/Common Service Centre, Private Courier Facility, Auto/Modified Autos, Taxis
and Vans, Tractors, Cycle-pulled Rickshaws, Carts driven by Animals, Village
connected to National Highway, State Highway, Major District Road, and Other
District Road, Availability of Water Bounded Macadam Roads in Village, ATM, SelfHelp Group, Public Distribution System(PDS) Shop, Mandis/Regular Market,
Weekly Haat, Agricultural Marketing Society, Nutritional Centers (ICDS),
Anganwadi Centre, ASHA (Accredited Social Health Activist), Sports Field, Public
Library, Public Reading Room, Assembly Polling station, Birth & Death Registration
Office. In the Town Directory, seven Statements containing the details and the
data of each Town have been presented viz.; (i)-Status and Growth History of
Towns, (ii)- Physical Aspects and Location of Towns, (iii)-Civic and other Amenities,
(iv)-Medical Facilities, (v)-Educational, Recreational & Cultural Facilities, (vi)Industry & Banking, and (vii)- Civic & other amenities in Slums respectively. CD
Block wise data of Village Directory and Village PCA have been presented in DCHB
of 2011 Census as presented in earlier Census.
6. The data of DCHB 2011 Census have been presented in two parts, Part-A
contains Village and Town Directory and Part-B contains Village and Town wise
Primary Census Abstract. Both the Parts have been published in separate volumes
in 2011 Census.
7. The Village and Town level amenities data have been collected, compiled and
computerized under the supervision of Smt. V. Hekali Zhimomi, Director of Census
Operation, Nagaland. The task of Planning, Designing and Co-ordination of this
publication was carried out by Dr. Pratibha Kumari, Assistant Registrar General
(SS) under the guidance & supervision of Dr. R.C.Sethi, Ex-Addl. RGI and Shri
Deepak Rastogi present Addl. RGI. Shri A.P. Singh, Deputy Registrar General, (Map)
provided the technical guidance in the preparation of maps. Shri A.K. Arora, Joint
Director of Data Processing Division under the overall supervision of Shri
M.S.Thapa, Addl. Director (EDP) provided full cooperation in preparation of record
structure for digitization and validity checking of Village and Town Directory data

PREFACE
The Office of the Registrar General, India has been bringing out the
District Census Handbook (DCHB) in each decennial Census since 1951 but so
far as Nagaland is concerned, the same has been brought out since 1971
Census. The DCHB consisting Village and Town directory and Village and Town
wise Primary Census Abstract (PCA), is an important Census publication. The
District Census Handbook is perhaps the most read and the most important
publication out of the hosts of other publications brought out by the Census
organization from time to time and still remains the only publication that gives
not only the village and ward level (in case of towns), demographic and socioeconomic characteristics of the population, but also the information on various
amenities and assets at the household level. The publication of DCHB has been
proved to be of immense utility to the administrators, planners, scholars and
general public.
The scope of data presented and quality of the publication of DCHB
have been constantly expanded and improved from Census to Census. In
earlier publications, Village and Town Directory contained in Part-A and Village
and Town Primary Census Abstract data contained in Part-B were both
published in one single volume of DCHB for each District. However, this time
with slight modification from the age old practice, District Census Handbook
2011 is published in two separate volumes in the form of Part-A and Part-B for
each District. As in earlier Censuses Part-A consists of Village and Town
Directory data while Part-B consists of Village and Town wise Primary Census
Abstract (PCA) along with Housing amenities and assets data with forty five
inset tables based on PCA and another set of nine tables based on HLO data.
The addition of HLO data in Part-B of DCHB 2011 is a novel feature in the
District Census Handbooks published over the decades.
The Part-B of DCHB 2011 contains Map of the District followed by a
suitable motif, history and scope of District Census Handbook, general notes
highlighting the history of the District, administrative set up, highlights of
2011 Census and important statistics, physical features and other
developmental statistics of the District in addition to the analysis of the
population and the tables derived from Primary Census Abstract (PCA) and
Housing Amenities and Assets data. In addition to this, both Census and Non
Census concepts used have also been given in this publication for the benefit of
the readers.
The Census data presented in this publication is the outcome of a
series of high level quality checks and results of computerization at the
national and sub-national level. As a result of continuing efforts in the Office of
the Registrar General, India the coverage of data in this volume has been
considerably improved over that of 2001 Census.

HISTORY AND SCOPE OF THE DISTRICT CENSUS HANDBOOK
The need of data at the grass root level for the administrative and
planning purposes at sub micro level as well as academic studies
prompted the innovation of District Census Handbook. District Census
Handbook is a unique publication from the Census organization which
provides most authentic details of census and non-census information
from village and town level to district level. The District Census
Handbook was firstly introduced during the 1951 Census. It contains
both census and non census data of urban as well as rural areas for
each district. The census data contain several demographic and socioeconomic characteristics of the lowest administrative unit i.e. of each
village and town and ward of the district. The non census data comprise
of data on availability of various civic amenities and infrastructural
facilities etc. at the town and village level which constitute Village
Directory and Town Directory part of the DCHB. The data of DCHB are
of considerable importance in the context of planning and development
at grass-root level.

Brief History of the District
Longleng out of Tuensang District while
Kiphire
District
was
created
by
transferring 7 circles and 3 villages, also
out of Tuensang District. They are
Seyochung,
Amahator,Kiphire
Sadar,
Kiusam, Sitimi, Longmatra, Pungro and
the villages of Anatonger, Hutanger and
Pongrongru of Tsurongto circle. Peren
District was formed by carving 6 circles
out of Kohima District namely Pedi
(ngwalwa), Jalukie, Athibung, Nsong,
Tening and Peren. These three new
Districts were formed vide Government of
Nagaland, Home Department Notification
No. GAB-3/5/93 (pt-II) dated 24th
October, 2003. On account of these
administrative changes, the State has a
total of 11 Districts in 2011 Census.
In 1866, Naga Hills district was
formed with headquarters at Samaguting
(presently known as Chümukedima and
currently under Dimapur District). The
Deputy Commissioner was in charge of
the district and was vested with
magisterial powers. He was assisted by
the Assistant Commissioner in the
discharge of his duties. In 1878, the
headquarters were shifted to Kohima
when Kohima was made a sadar
subdivision. In 1875, Wokha was opened
as another subdivision covering the Lotha
region. Later on when Mokokchung
subdivision was created in 1889, Wokha
subdivision
became
a
part
of
Mokokchung. Thus, during the British
period, Kohima Sadar and Mokokchung
were the only subdivisions of the Naga
Hills district. After Independence, in
1948, Tuensang was created as a
separate administrative centre and in
1952, it became a sub-division of NEFA
under a separate Assistant Political
Officer. Later, in 1957, Tuensang
subdivision was bifurcated from NEFA
and merged into the Naga Hills-Tuensang
Area along with three Districts of Kohima,
Mokokchung and Tuensang.
Nagaland became a full-fledged state
on the first of December, 1963 under the
State of Nagaland Act, 1962 (Act No.27 of
1962) as the 16th state of Indian Union
comprising the erstwhile territory known
as ‘Naga Hills Tuensang Area.’ Naga Hills
District, which was till 1956 one of the
districts of Assam, and Tuensang Frontier
Division of the erstwhile North East
Frontier
Agency
(now
known
as
Arunachal Pradesh) were transferred in
1957 to form a new administrative area
under the Central Government known as
Naga Hills Tuensang Area. The entire
administrative area was then divided into
3 districts, namely, Kohima, Mokokchung
and Tuensang. The Naga Hills Tuensang
Area later came to be known as
‘Nagaland’ on 18th February 1961 under
the provisions of Nagaland (Transitory
Provision) Regulation of 1961. During the
period 1971-81, four more districts were
created by the State Government under
its notification no. APA.15/12/71 dated
19.12.73. They were Phek, Wokha,
Zunheboto and Mon. Phek District was
formed by transferring 6 circles out of
Kohima District while Mon District was
formed out of Tuensang District by
transfering 7 circles out of Tuensang
District. Zunheboto District came into
existence by the transfer of 10 circles
from Mokokchung District. Under the
same order, Wokha District was also
formed out of Mokokchung District by
transferring 8 circles of Mokokchung.
Dimapur was later added to the number
of Districts in 1997 by carving Niuland,
Nihokhu, Dimapur Sadar, Chumukedima,
Dhansiripar and Medziphema circles out
of the District of Kohima vide Government
of
Nagaland,
Home
Department
notification no.GAB-5/29/78(pt) dated
02-12-1997. Thereafter, three more new
Districts were formed in the State viz.
Longleng, Kiphire and Peren. Longleng
District was created by transferring 3
circles namely Tamlu, Yongya and

Land and the People
The name of the district Mon
originated from the name of the District
headquarter, namely, Mon, now an urban
area and the administrative centre of the
District. Till 1971 Census, Mon District
was a sub-division of Tuensang District.
The District was created in 1973 by a
notification of the State Government
under
no.APA.15/12/71
of
19th
December, 1973 transferring the entire
circles of Mon town, Naginimora,
Champang, Chen, Phomching, Mon Sadar
and Tizit comprising 83 villages having an
area of 1,786 sq.km. and a population of
64,140 persons from Tuensang District.
Further jurisdictional changes in the
District boundary took place during
1981-1991 when 2 circles of Tuensang
District, namely Monyakshu circle having
7 villages and Tobu circle except Tobu
village were again transferred to the
District in 1986 vide State Government
notification no.GAB-2/12/85 dated 5
May, 1986. The jurisdiction of some of the
circles had also been reorganised since
1981 Census. Seven villages from Tobu
circle were transferred to form a new
circle under the name of Mopong circle.
Longching circle was also formed by
transferring 6 villages out of Champang
circle and Champang circle was renamed
as Aboi circle. Similarly, Wakching circle
was created out of Naginimora circle,
Hunta circle out of Tizit circle and
Longshen circle out of Phomching and
Mon Sadar circles. During 1991-2001 one
more circle, namely Shangnyu was
created in the District making the
number of circles existing at the time of
2001 Census to 14 in addition to Mon
town.
During 2001-2011, Naginimora Hq.
was upgraded to Statutory Town making
the number of Statutory Towns at the
time of Census-2011 to 2 in the District.
The number of circles remained the same
as in 2001-Census at 14 except a change
in nomenclature from Longching to
Angjangyang circle.
For a long time, the inhabitants of
the state of Nagaland who are mainly the
Nagas,
covering
under
it
various
nomenclatures of different tribes and
sub-tribes, mostly remained isolated from
the neighbouring people on account of the
geographical isolations under which they
were living for centuries. Each tribe has
its own area of land. Their past lives were
woven entirely around their own land,
their families, the clan, the khel (part of a
village), and the village. The villages are
generally constructed at the most
commanding position on the hill tops
basically for better climate and for
advantageous defence position against
the attack of the invading enemies which
were very frequent when head hunting
and disputes over land etc. were rampant
in the past. Isolation from each other
made the life style of the different Naga
communities different from each other.
They had a self-sufficient village economy.
They could make useful and artistic
objects, are efficient in iron works and
skilful in making baskets and other
bamboo products and could make pottery
articles without the use of the potter’s
wheel. Their custom and dress differ from
one another and this can be evident from
the pattern of the clothes and the textiles
worn by them till today during festivals
and ceremonies. The textiles are woven by
the women themselves on their simple
loin looms but the designs are intricate
and very artistic. The weapons consisted
generally of daos (machetes) and spears.
According to the Linguistic Survey of
India, the languages spoken by the Nagas
are broadly grouped under the TibetoBurman family. There are many dialects
one different from the other. The dialects
vary not only from one tribe to another
tribe but also from one hill range to
another hill range and in some cases from
one village to another village within the
same tribe. The physical features also
differ from one tribe to another tribe.

Mon District is predominantly
inhabited by people belonging to Konyak
tribe. Like all other Nagas, Konyaks have
Mongoloid features. They are on an
average shorter in height but their lives
are very active. The people are generally
healthy, well-built and muscular in form
and the older males wear tattoos on their
face and body. Konyaks are adept
artisans and skilled craftsmen. Here one
can find excellent wood carvings, daos
(machetes), guns, gunpowder, head
brushes, headgear, necklaces, etc. made
by these artisans and craftsmen. They
also weave wonderful designs on their
handwoven shawls. The most colourful
festival of the Konyaks, "Aoling Monyu", is
observed during the first week of April
every year after sowing of seeds.
Majority of the people have now
embraced Christianity and it has in fact,
become the cohesive bond between the
Nagas. Though the primary objective of
the early Christian Missionaries was to
spread Christianity in the area, the
Missionaries were also responsible for
giving the primary light of education to
the people. The Nagas in general were at
one point of time in constant fight with
each other and the one who had the
maximum skulls of his enemies was
considered the mightiest and most
powerful. Konyaks still decorate their
houses with skulls, hornbill beaks,
elephant tusks, horns and wooden
statues.
The Konyaks have a male dominated
society and the laws of inheritance are
basically among the males. Property goes
from father to son and if a man dies
without leaving a son, his property will go
to his brothers or brother’s son as the
case may be. The villages were generally
built on the highest hills and fortified for
defence.
In the past, Konyaks had powerful
Chiefs or Anghs. Their words at one time
were law. The authority or title of the
Chief in a village is hereditary in the past.
Village chiefs used to be the man who was
responsible for the maintenance of
harmony in the village, protection of their
customary laws and procedures and the
defence of the village from the hands of
the invaders. The role of the village elders
in the day-to-day affairs of the village was
very important. The houses of the Chiefs
were generally distinguished by their
extra size. In modern times, however, this
hereditary system has been gradually
replaced
by
a
system
of
elected/nominated
representatives
forming a Village Council headed by a
Secretary/Chairman.

Administrative set up
The district came into existence on
19th December, 1973 and has an area
of 1,786 sq. km. representing 10.77 per
cent of the total area of the state of
Nagaland (16,579 sq.km.). In terms of
area, the district occupies the third
place among the eleven districts of the
state. The comparative area figures of

The distance of the district headquarter
is 354 kms. from Kohima, the State
capital. The district has 131 villages in
2011 Census which are all inhabited. It
has two statutory towns, namely, Mon
Town and Naginimora Town . Mon town
came into existence during the time of
1981 Census while Naginimora Town
came up only after 2001 Census. The
majority of the villages are located at
the hill tops, mostly in seclusion and
isolation
of
one
another.

Village Administration
For the purpose of the village
administration, the State Government
had promulgated the Nagaland Village
and Area Council Act, 1978 (Act No. 1
11
of 1979) and rules were also framed
under the Act known as the Nagaland
Village and Area Council Rules, 1979.
The Act and the Rules were extended to
the whole state of Nagaland. Every
village whether big or small has a
Village Council. The Village Council
members are elected or chosen from
amongst the villagers in accordance
with the prevailing customary practices
and usages. Every khel (i.e. part of the
village) and clan is given fair
representation in the Village Council by
allowing
the
khel/clan
to
nominate/elect its representatives in
the Council. The size of the Village
Council depends on the size of the
village - smaller villages have few
members while larger villages have
more members. The number of
representatives of each khel or clan also
depends on the size of the khel/clan.
Normally, the Village Council consists
of
members
composed
of
two
representatives and one Gaonbura
(G.B.) from each clan. The life of the
village council is normally 5 years. After
its life span is over new members are
elected in the village council by a
notification
of
the
Deputy
Commissioner of the district. The
villages
also
have
the
Village
Development Board (VDB) having
representatives from each clan. The
Secretary and other members of the
Village Council are also actively
associated with the VDB. The VDB is
the developmental agency for the village
and
meets
frequently.
All
the
development funds allocated by the
State Government for the village are
utilised through the VDB in the form of
inter village road construction, water
supply schemes, construction of play
grounds, etc.. The VDB executes these
schemes with the labour drawn almost
entirely from amongst the villagers
without outside help on the basis of ‘for
the village by the villagers’. The life
span of the VDB is generally three
years. Within the village there is also
the Village Court/Council Judiciary
Committee board which has the powers
to try small and petty offences and can
award minor punishments and fines.
Major cases are referred to the
Dobashis (who are Govt. servants)
attached to judicial court of SubDivisional Officers or the Deputy
Commissioners. The Village Court also
performs the duty of a counsellor to
find a compromise between the
disputing parties. Gaonburas (GB) are
also very important functionaries of the
village and are directly involved with
the administration of the village. In
bigger villages there are more than one
Gaonbura. Usually, Gaonburas are
permanent representatives and they are
either elected from amongst the
villagers or nominated by them. In fact
Village
Council,
Gaonbura(s)
and
Dobashi(s) work in coordination with
the villagers in all development
activities of the village.
Immediately above the Village
Council there is the Area Council. The
villages to be included within the Area
Councils are notified by the State
Government. Village council members
nominate representatives to the Area
Council. The Area Council looks after
development schemes such as water
supply, village roads and sanitation,
village forests, social welfare activities
and education in the villages. The
number of Area Councils operating in
the state differs from district to district.
In the case of a dispute between
two villages of the same area of the
same district, the appropriate authority
to settle the dispute is the Deputy
Commissioner and in the case of
dispute between villages of different
districts,
the
authority
is
the
Commissioner of Nagaland.

Primary Census Abstract (PCA)
Brief Note on Primary Census Abstract
Introduction:
The Indian Census has the reputation of being one of the best in the world.
The first Census in India was conducted in the year 1872. This was conducted at
different points of time in different parts of the country. In 1881 a Census was
taken for the entire country simultaneously. Since then, Census has been
conducted every ten years, without a break. Thus, the Census of India 2011 was
the fifteenth in this unbroken series since 1872, the seventh after independence
and the second census of the third millennium and twenty first century. The
census has been uninterruptedly continued despite of several adversities like
wars, epidemics, natural calamities, political unrest, etc.
The Census of India is conducted under the provisions of the Census Act
1948 and the Census Rules, 1990. In Censuses until 1931, a synchronous defacto method was adopted wherein the Census was conducted throughout the
country on a single night. This being a very costly affair and involved the
deployment of very large force at one point of time was given up in 1941. Since
then the same methodology has been followed in all the Censuses. It is a gigantic
operation and considered to be the single largest, complex, peace time
administrative exercise in the world.
The Census Operation in India is carried out in two distinct but inter
connected phases - the House listing and Housing Census followed by the
Population Enumeration. During the first phase of Census 2011 i.e., House
listing and Housing Census, the buildings, census houses and households were
identified and systematically listed in the House Listing and Housing Census
Schedule during the period April to September, 2010 in different States/Union
Territories. Apart from listing of houses, some useful data on the amenities
available to the households was also collected for assessing condition of human
settlements, housing deficits etc.
Censuses prior to Census 2001 had the system of collecting the
information through Individual Slip which was a key schedule for every
individual. The information collected through slip was then compiled for a
household. Some information was also collected in addition to this for the
household. During 2001 Census a comprehensive Household Schedule was
adopted replacing the individual slip concept. In 2011 Census also similar
household schedule was used for canvassing. The scope of demographic, socioeconomic parameters has been widened in every census.
2. Population Enumeration - Census 2011:
The field work of the second phase i.e. Population Enumeration was carried
out during February-March, 2011. One of the essential features of Population
Enumeration in the second phase was that each person was enumerated and
her/his individual particulars were collected at a well-defined point of time.

The Census moment and the reference date for the Census of India 2011
was 00:00 hours of 1st March, 2011. The enumeration was conducted from 9th
February to 28th February, 2011 along with a revisional round from 1st March,
2011 to 5th March, 2011 synchronously all over the country except for few
specific areas of the Jammu & Kashmir, Himachal Pradesh and Uttarakhand
states that remain snowbound in February. In these locations the population
enumeration was done from 11th September, 2010 to 30th September, 2010 along
with a revisional round from 1st October, 2010 to 5th October, 2010. The
reference date for the census in snow bound non-synchronous areas of these
states was 00.00 hours of the first day of October, 2010. In addition to the
coverage during House listing & Housing Census, the enumeration of the
Houseless population was carried out on the night of 28th February, 2011, as
has been the usual practice. For the purpose of Census, certain areas where the
access of the civilian enumerators was not permissible due to security reasons
termed as ‘Special Charges’ such as the Defence and strictly Military/ParaMilitary areas, including operational areas were also covered. Such areas were
not covered during the House listing & Housing Census. In addition to the
defence/para-military areas, Special Charges also included certain factory areas,
certain colonies, sensitive areas, scientific establishments, etc. These also formed
Special Charges as these were not accessible by the usual census enumerator.
3. Quality Assurance:
A Task Force for Quality Assurance (TFQA) functioned under the
chairmanship of the RG & CCI. Experienced officers of the different divisions of
the organization i.e. Heads and senior officers of the Census Division, Data
Processing Division, Map Division, Demography Division and Social Studies
Division comprised the TFQA. The Directors of Census Operations were co-opted
as members whenever the TFQA discussed the data for their States/Union
territories. The main objective of constituting the TFQA was to subject the data
to stringent validation checks and ensure its quality before release as it was
expedient to be satisfied itself about the quality of data before putting the same
in public domain.
The Directors and their senior officers were involved at all levels with
respect to the quality and the coverage of their states/Uts. The TFQA intensively
scrutinized coverage and content parameters including edit and imputation logic.
The most important aspect of the data quality was to ensure complete coverage
of all geographical areas especially for the population enumeration phase where
the data is disseminated right up to the village level in the rural areas and the
ward level in the urban areas. Thus ensuring the complete coverage and correct
geographical linkage of each enumeration block was one of the major planks of
the quality control, especially for small area population statistics. The content
was scrutinized mainly through the process of internal consistency, comparison
with similar data in the past and also through validation with likewise data if

available, from external sources. Quite often the local knowledge and perception
was looked at to understand both the existing and the new emerging trends of
population distribution and characteristics. A very comprehensive check and edit
mechanism was put in place to objectively examine the preliminary Census 2011
Population Enumeration results and finally clear them for use. The population
data was cleared only after the full possible satisfaction of the TFQA.
The entire work relating to the data validation and scrutiny was completed
by all the States/Union territories under the overall supervision and monitoring
of the Census Division of the Office of the Registrar General, India with active
cooperation and support of the Social Studies Division, Data Processing Division,
Data Dissemination Division and Map Division.
4. Primary Census Abstract:
The Primary Census Abstract which is important publication of 2011
Census gives basic information on Area, Total Number of Households, Total
Population, Scheduled Castes, Scheduled Tribes Population, Population in the
age group 0-6, Literates, Main Workers and Marginal Workers classified by the
four broad industrial categories, namely, (i) Cultivators, (ii) Agricultural
Labourers, (iii) Household Industry Workers, and (iv) Other Workers and also
Non-Workers. The characteristics of the Total Population include Scheduled
Castes, Scheduled Tribes, Institutional and Houseless Population and are
presented by sex and rural-urban residence.
In 1981 census main workers were presented into four categories. As
regards 1991 Census, the nine-fold industrial classification of main workers has
been given in the Primary Census Abstract. One of the important features of the
Primary Census Abstract of 1991 Census was the presentation of population of
the age group 0-6 which is continued in 2001 and 2011 Census. All the children
of age 6 years or less have been treated as illiterate even if the child is going to a
school and may have picked up reading and writing. This will help the data users
in better analysis and understanding of the literacy data as the literacy rate is
calculated with 7 years and above population and it is referred as effective
literacy rate. In 2001 and 2011 census four categories of main workers have
been given in the Primary Census Abstract.
5. Level of Presentation of PCA data in District Census Handbooks:
The format of Primary Census Abstract (PCA) adopted in the DCHB of
2001 Census has been continued for 2011 Census as the data on four categories
of works have been presented similar to 2001 census. The Primary Census
Abstract data in different PCAs are presented at different levels. The level of

The PCA Data for villages was presented C.D. Block wise for the first time
in 1991 Census. This practice is continued in 2001 and 2011 Census. The term
‘Total Population’ includes the Scheduled Castes, the Scheduled Tribes, the
Institutional and the Houseless populations. An appendix to District Primary
Census Abstract has also been furnished showing urban enumeration block-wise
particulars on Total Population, the Scheduled Castes Population and the
Scheduled Tribes Population for each town.
6. Area Figures:
The area figures supplied by local revenue authorities of the district in
respect of tahsils, Police Stations and by the local bodies in respect of towns are
given in square kilometers. The area figures of the villages supplied by the
Tahsildars in acres have been converted and shown in hectares. The area figures
of the C.D. Block are the total of the village areas coming under each C.D. Block.
The area figures for the district are the same as adopted by the Surveyor General
of India to maintain uniformity at the national level.
