The 2017 Bicycle / Pedestrian Master Plan will provide a detailed program of proposed projects for short, medium, and long-range funding consideration. The interconnected transportation network created by these improvements supports ACCUG's Quality of Place goal to enhance access to opportunity through safe connectivity of people to transportation, infrastructure, and community resources. Project Mission Statement / Project Goals & Objectives: This project provides for the design and construction of projects identified to improve the safety, mobility, and accessibility of bicyclists throughout Athens-Clarke County. B. How will this project help meet transportation needs in Athens-Clarke County? Long-range transportation plans stress the need to increase the use of alternative transportation. This project will increase the available transportation options through an expanded network of bicycle facilities focused on a safe and efficient interconnection of neighborhoods, commercial areas, schools, and public facilities. C. Why should this project be considered for TSPLOST 2018 type funding? Dedicated funding for bicycle projects is important aspect of a robust transportation network inclusive of all modes. However, if the bicycle project is not done in conjunction with a roadway project, federal and state funds are difficult to secure. By default, the design and construction of bicycle projects is the responsibility of local communities. This Revised 3/12/2017 2 TSPLOST 2018 PROJECT REQUEST FORM 28 Bicycle Improvements Program project provides a significant opportunity to make continued progress in bicycle infrastructure. This project will provide progressive safety and accessibility improvements for bicyclists throughout Athens-Clarke County. This is a primary goal of the Department. Currently, Athens-Clarke County holds a Bronze Bicycle Friendly Community designation from The League of American Bicyclists, and the proposed bicycle improvements would be a significant step in improving that designation to Silver or better. Also, the Bicycle / Pedestrian Master Plan is anticipated for completion in summer 2018, around the time that TSPLOST revenues would start to be collected. The inclusion of this lump-sum bicycle project in the TSPLOST would give the planning process a frame of reference and a targeted funding source. The proposed project would improve the overall safety and connectivity for bicyclists. D. To meet the Project Goals & Objectives, as described in Paragraph A, when should this project be completed? The bicycle improvement program is ongoing. However, this project should be completed within the established TSPLOST program time frame E. A concerted effort to reduce automobile trips and the resultant exhaust emissions will be valuable in diminishing the impact of air quality. According to the U.S. Environmental Protection Agency, the average car emits 19.4 pounds of CO2 per gallon of gas burned. This figure, when multiplied by the gallons of gas saved by biking, yields a 0.96 pound reduction in emissions per mile biked. Promote the upgrade and continued use of alternative transportation facilities currently owned by the Unified Government of Athens-Clarke County. Bicycle improvements have continued to expand the transportation network in Athens-Clarke County. The Bicycle Improvement Program was first implemented in 1997 and has resulted in the construction of 19.6 miles of bike lanes, with an additional 58.75 miles designated as "Share the Road" with Sharrow signs and markings Reduce traffic congestion by improving intersections and traffic control devices. Describe the current commitments for the other sources funding this project: The ACC Mayor and Commission have typically appropriate approximately $25,000 per year as part of the Capital Improvement Program for use on bicycle improvements. Future tiers of SPLOST 2011-06 (Bicycle Improvements) funding will provide approximately $1,035,000. These funds will become available over the next 3 years. For example: Roadway projects that have approval for federal aid and will utilize TSPLOST 2018 funding for matching funds would need to provide specific written approval by the Georgia Department of Transportation (GDOT). OTHER IMPACTS A. Positive/Negative Impacts on ACCUG Departments, Agencies, or other Organizations: The general condition and operation of the bicycle system in ACC has a positive impact on all other local departments and agencies. Expanded bicycle connectivity would improve access for Athens Transit users. While this project will provide expanded facilities, the maintenance impact is expected to be negligible. Positive/Negative Impacts on existing Infrastructure/Systems: By addressing many of the much needed interconnection and the identification of safe routes for bicycle transportation, some vehicle trips may be eliminated thereby improving the reliability and efficiency of the existing roadway network.
