Recent eYents inYolYing printe contractor-s and their sub-contractors contracting with third tier subcontractors, not listed on subruitted post-bid docuntentation, haYe caused the staff of the SBA to
reconsider cur·r-ent policies relating to the SBA reYiew of all contractors perforruing work on SBA job
sites. Also, reYisions to the flood plan eleYations by the r.S. Army Corp of Engineers for \Yest Yirginia
requires us to request each county to proYide our office Yerification that the project sites they contentplate
constructing new schools on are out of the reYised One Hundred Year Flood Plain Ele,·ation. To addr·ess
these ntatter we are proposing reYisions to the Curr·ent Policy located in Appendix J, Part 1 and Part 2 of
the SBA Policy and Procedure :\Ianual The Architect!Lngineer Fee Schedule has been adjusted to reflect
the staff of the SBA inYolYentent in the planning phase of new school designs in lieu of the project
architects. Additionally, on projects where the use of a Construction ::\Ianager is required by SBA policy,
the roles and responsibilities under the SBAs task or·der· agreeruent with a Construction ::\Ianager haYe
taken duties, responsibilities, and liability away front project Architects & Engineers. In or·der· to aYoid
paying for the duplication of ntany sen·ices, the Architectur·al'Lngineer Fee Schedule has been adjusted to
reflect the shift in project responsibilities.

Recent events involving prime contractors and their sub-contractors contracting ••ith
third tier sub-contractors, not listed on submitted post-bid documentation, have caused
the staff of the SBA to reconsider current policies relating to the SBA review of all
contractors performing work on SBA job sites.
Also, revisions to the flood plan
elevations by the U.S. Army Corp of Engineers for West Virginia requires us to request
each county to provide our office verification that the project sites they contemplate

To address these matter ••e are proposing revisions to the Current Policy
located in Appendix J, Part 1 and Part 2 of the SBA Policy and Procedure Manual. The
