Activities organized during Vigilance Awareness

Vigilance Unit, CPWD observed Vigilance Awareness
Week 2015 from 26th October to 31st October with great
enthusiasm and in a very big way. To mark the occasion, a
number of public outreach programs were organized during the
week to bring awareness among all stake holders, CPWD
employees, contractors, suppliers and especially in general
public. The details of major events that were organized during
this week are highlighted below:
1. To promote awareness among all stake holders posters,
pamphlets and banners were displayed at all the major and
prominent locations at CPWD Headquarters, Nirman Bhawan
and also at various Regional, Zonal and all other field offices
throughout the country. Vigilance Unit collected detailed
reports with photographs from various Regions as well as
Zonal offices containing details about the displaying of posters
and banners in their offices and about activities conducted
during Vigilance Awareness Week.
2. On the first day at the beginning of the Vigilance Awareness
Week, a pledge ceremony was organized in the open space
outside Ministry of Urban Development, Nirman Bhawan, New
Delhi where a pledge to eradicate corruption in public life was
administered to all officers and employees of the CPWD
Directorate by the Secretary, Ministry of Urban Development
Shri Madhusudan Prasad, IAS. A pledge function for the
officers and staff of the vigilance unit was also organized in the
Conference Hall, Nirman Bhawan where pledge was
administered by DG, CPWD and CVO, CPWD. On this day
pledge was also administered to all CPWD officers and staff
posted in the Regional/Zonal/Circle and Division Offices of
CPWD all over the country.
3. The Vigilance Unit of CPWD has organized an essay wiring
competition and slogan writing competition which were open
to all the employees of CPWD and their children. These
competitions were organized on the main theme of the
vigilance week ‘Preventive Vigilance as a tool of Good
Governance’. The response was very encouraging as a large
number of officers and staff and their children participated in
the competitions. All the entries received in the competitions
were evaluated by a Committee of Senior officers and prizes
were declared in both the competitions.
4. As directed by the Commission, the Vigilance Unit of CPWD
made special efforts to reach out to common public and convey
to them the importance of the main theme of the Vigilance
Awareness week. In an effort to promote and increase
vigilance awareness levels among the youth an essay writing
competition was organized in the ‘Sarvodaya Kanya Vidyalaya’,
Harinagar, Ashram Chowk, New Delhi. The students were
divided into two groups with Class 11th and 12th were placed in
the senior group and Class 9th and 10th were placed in the
junior group. A large number of girls participated in the essay
writing competitions. The essay topic for the senior group was
‘Preventive vigilance as a tool of Good Governance’ and the
essay topic for the junior group was ‘RTI Act a deterrent to
corruption’. The CVO, CPWD addressed all the girl students
and the faculty of the High School and emphasized the
importance of preventive vigilance in everybody’s life and the
role expected from the youth in implementing preventive

vigilance measures. Prizes were given to the winners in the
two groups by the CVO.
To promote commitment to the cause of preventive vigilance,
various competitions were organized in the field offices also in
which a large number of CPWD officers, staff and their
children participated enthusiastically. Seminars, debates, essay
writing, painting and drawing competitions were organized in
the various field offices.
On 27th October, 2015, a seminar cum interactive session on
the main theme ‘Preventive Vigilance as a tool of Good
Governance’ was organized by the Vigilance Unit in the
CPWD directorate. Shri Rajiv, IPS, Vigilance Commissioner,
Central Vigilance Commission addressed the seminar as Chief
Guest and gave valuable insights about streamlining and
updating the vigilance procedures. He also emphasized the
need and importance of preventive vigilance for ushering in
good governance in an organization. Shri Divakar Garg, DG,
CPWD, Engineer-in-Chief, Delhi PWD, all ADGs and Chief
Engineers of CPWD and PWD, Delhi attended this seminar.
Shri Dharmendra, IAS, JS (A&C) and CVO, Ministry of Urban
Development, Shri S.N. Shrivastava, IPS, Spl. Commr., Delhi
Police and Shri Alok Pateria, IPS, Addl. DG and Spl. Commr.,
Madhya Pradesh Bhavan, attended the seminar as special
guests and addressed the participants about various aspects of
preventive vigilance. The seminar was followed by an
interactive session in which the speakers gave detailed
clarifications on various aspects of vigilance.
On this occasion the Chief Guest Shri Rajiv inaugurated the
upgraded Vigilance Webpage on the CPWD Website. This
upgraded version is designed in a more user friendly manner
providing details about all the vigilance activities in CPWD.
This upgraded webpage has also streamlined the procedure for
online registration of complaints. This facility was made
available to the public in the CPWD website; to facilitate
lodging vigilance related complaints from anywhere in the
country and the complainant can also monitor the status of his
vigilance complaint and action taken by the Vigilance Unit on
his complaint.
9. A detailed interactive session on 20th Oct. 2015 was organized
with PWD, Delhi, by the Vigilance Unit in which the
Engineer-in-Chief, Delhi PWD, Principal Chief Engineer, all
Chief Engineers and SEs of PWD participated. CVO, CPWD
and other vigilance officers addressed the participants and
explained in detail, how to streamline the present working
procedures and processes with a view to implement preventive
vigilance. Various shortcomings that were noticed by the
vigilance unit during earlier inspections of field offices and
irregularities that have become known in the vigilance
investigations were explained to the participants and how to
prevent reoccurrence of such shortcomings in future for which
systemic recommendations were also made.
10. The vigilance unit also ensured that in all Regional and Zonal
offices, the unit heads organized similar interactive sessions
and discussions. In these interactive sessions, a large number
of senior officers and other employees of CPWD have
participated and discussed various issues relating to vigilance
with focus on preventive vigilance.
11. Efforts are being made by the Vigilance Unit in CPWD on a
continuous basis with a special emphasis on preventive
vigilance to develop and sustain a culture of honesty and
integrity in the department, which will result in greater
transparency, and accountability at all levels. Preventive
vigilance measures help the management to get optimum
results from different activities. The Vigilance Unit will
continue to undertake a number of initiatives for spreading
awareness among all the stakeholders. The aim of the
Vigilance Unit is to gradually integrate the preventive
vigilance in working processes and reduce dependence on
complaint driven vigilance administration.
