Balboa Yacht Club 1801 Bayside Drive Corona Del Mar, California 92625 949.673.3515 February 27th – March 1st, 2015 1) ORGANIZING AUTHORITY The Organizing Authority (OA) for this event is the Balboa Yacht Club. 2) VENUE The venue will be in the Pacific Ocean adjacent to Newport Beach, or within Newport Harbor, California. 3) FORMAT The format will be 3 vs. 3 team racing. The intended format is for multiple round robins amongst all competing teams. If time permits, a knock‐out series may be run as determined by the OA. The format and number of races will be described in the Sailing Instructions and at the Competitors’ Briefing, and may be modified by the OA due to time and weather constraints. 4) BOATS AND SAILS a. The event will be sailed in Governor’s Cup 21 (GC21s) and/or J22s. All boats will provided by the OA. b. All sails will be provided. Spinnakers may be used, conditions permitting. c. Boats will be allocated by draw on the first day of sailing. 5) RULES a. The Regatta will be governed by the rules as defined in The Racing Rules of Sailing 2013‐2016, including Appendix D (Team Racing Rules). b. Rule D2.5 (Two‐Flag Protest Procedure) will be in effect for this regatta. c. Racing Rule 44.1 will be changed as follows: A boat taking a penalty that includes a tack shall have her spinnaker head below the main boom gooseneck from the first time she passes head to wind until the time she has completed her penalty and is on a close hauled course. d. The Sailing Instructions may also change other racing rules. 6) ENTRY & ELIGIBILITY a. The regatta is open to yacht club teams that have been invited by the OA, and that complete the entry form and submit a non‐refundable deposit of $1,000 USD by November 1st, 2014 that will be credited toward the entry fee. Checks should be made payable to Balboa Yacht Club. b. Each club team will consist of 3 boats, each with 3 or 4 crew (including the skipper) in all races with a MINIMUM combined weight of 400 pounds per boat and a MAXIMUM combined weight of 600 pounds per boat. Crew weigh‐in will occur at registration. c. Minimum age for all sailing participants shall be 18 years as of March 1st, 2015. d. All skippers and crew members must be members of the yacht club they represent; however, substitutions may be made at the discretion of the PRO. e. Each skipper must be a member of US Sailing or other national authority, as appropriate, at the time of the event. f. The OA reserves the right to make reasonable exceptions to the eligibility requirements on a case‐by‐case basis. The entry fee for the regatta will be $2,500 USD, which includes the non‐refundable deposit of $1,000 USD. The $1,500 USD remainder of the entry fee along with a team registration form (to be provided) shall be submitted no later than January 1st, 2015. b. WAIVER AND DAMAGE DEPOSIT: i. All participants must sign a waiver. All skippers will be required to provide a $1,000 USD damage deposit prior to the start of racing by providing complete credit card and billing information. The deposit is a per‐incident maximum. If a skipper has more than one incident, he or she is then liable for up to $1,000 for each individual incident as deemed by the OA. ii. When damage occurs, the cost of repairs will be charged to the skipper responsible for the damage. iii. A detailed accounting of expended funds will be rendered to any skipper charged for repairs. iv. Skippers should be aware that while the OA’s team race representative or staff will attempt to identify all damage at the post‐regatta inspection, often this is not possible due to the nature of the damage. The skipper is responsible for all damage, even if it is discovered only after the post‐regatta report is completed and signed. In the event that there is material damage not covered by insurance and no one acknowledges responsibility (e.g., crews are rotated among the boats and no one reports the damage), the cost of repairs will be charged to all the designated skippers on a prorated basis. 8) SCHEDULE OF EVENTS Boats will be available for practice sailing on Thursday, February 26th, 2015, beginning at 1200. The intention is to sail either a box course with marks to be left to port, or a digital ‘N’ course. 10) UMPIRES It is the intension for the regatta to be umpired in accordance with RSS Appendix D, as modified by the Sailing Instructions. Teams may be asked to provide a competitor(s) to assist the umpires when off rotation. Notice of Race 2015 Balboa Yacht Club Team Race Invitational Page 2 of 4 11) LIFE JACKETS All competitors shall wear a PFD approved by either the U.S. Coast Guard or the competitor’s national authority at all times while on the water, except while actively adding or removing clothing. Competitors shall provide their own PFDs. Bibs supplied by each team shall be worn while racing. 12) SCORING Scoring will be in accordance with RRS Appendix D, unless modified by the Sailing Instructions. 13) PRIZES The Balboa Yacht Club Invitational Captain Strang Bell Trophy shall be awarded to the winning team on Sunday, March 1st, 2015. 14) CONDUCT The skipper shall be responsible for all actions of his or her crew or guests. Competitors shall handle the boats and equipment with proper care and seamanship. In the event of a breach of conduct, underage drinking, sportsmanship, destruction of property or failure to comply with the request of any race officer, committee member or agent of the Balboa Yacht Club, the skipper will be held responsible. 15) DISCLAIMER OF LIABILITY Competitors participate in this regatta entirely at their own risk. See RRS rule 4, Decision to Race.
