1.
What is the Register?
1.1: What is ‘Ground Engineering’?
‘Ground Engineering’ is defined by the Ground Forum as 'an understanding of geological
structures, materials and processes, combined with the systematic application of investigative,
scientific and engineering techniques to produce practical solutions to ground related issues for
the benefit of society'.
1.2: What is the UK Register of Ground Engineering Professionals?
The Register is a database of information giving the names and contact information for
individuals who have been recognised by their peers as having certain levels of competence in
ground engineering.
The UK Register of Ground Engineering Professionals (RoGEP) provides external stakeholders,
including clients and other professionals, with a means to identify individuals who are suitably
qualified and competent in ground engineering.
Registrants may be consultants, contractors, from public bodies or academia. They may be
involved in various sub-disciplines and employed on various projects that fall under the broad
heading of ground engineering.
RoGEP Registrants must have an appreciation of other disciplines and interests that extend
beyond, but interface with, ground engineering. They must be able to demonstrate how ground
engineering interacts with other technical professions.
1.3: What are the drivers for the Register?
The key drivers for this initiative was a recognised need from client bodies in the UK for them to
be able to appoint appropriately qualified, skilled and experienced chartered ground engineers.
In addition to this it was also considered that the UK should have a scheme in place that could
be adopted by the European Union in the future.
1.4: How did the initiative come about?
The initiative for RoGEP was discussed at a BGA Strategy Meeting in 2002.
1.5: Which professional organisations are supporting RoGEP?
It is supported by the ICE, I0M3 and the GSL.
1.6: Who is managing RoGEP?
The Register is managed by a Panel of 12 people drawn from the ICE, GSL, IOM3 and Ground
Forum together with Client representation.

1.7: Who administers the Register?
The Register is administered by ICE.
1.8: Is RoGEP supported by clients?
Yes. Support for the Register has already been received from organisations whose
endorsements can be viewed at www.ukrogep.org.uk.
1.9: When was RoGEP launched?
The Register was launched at the BGA Annual Conference on 8th June 2011.
2. Registration and Eligibility
2.1: Who is on the UK RoGEP List of Registrants?
The current list of Registrants may be viewed at www.ice.org.uk/rgn10.
2.2: What are the benefits of becoming registered?
The Register provides the public and clients the assurance that the Registrant:

Has achieved a recognised competence standard through a rigorous assessment process

Is committed to Continuing Professional Development (CPD)
2.3: Why should I become registered?
As a listed Registrant you will be able to demonstrate to clients, peers, etc, that you have been
independently assessed as meeting the ground engineering competences required for the roles
of Ground Engineering Professional, Ground Engineering Specialist or Ground Engineering
Adviser, as defined in RoGEP documentation and also used by the Site Investigation Steering
Group and other specifications, codes and standards.
Registrants are entitled to describe themselves as a UK Registered Ground Engineering
Professional, Specialist or Adviser, as appropriate.
Registration will demonstrate an individual’s technical competence, professional attitude and
experience.
2.4: Who is eligible to apply for admittance to the Register?
Any individual who is chartered through ICE, GSL or IOM3 may apply. All applicants must meet
the requirements and stipulated criteria for their appropriate grade of registration.
2.5: Can I apply if I am a chartered with the Engineering Council but not with ICE or IOM3?
Application for admittance is only open to those who are chartered through ICE, GSL or IOM3.

2.6: I am chartered through an overseas professional body that has reciprocal rights with
ICE, GSL or IOM3 in the UK. Can I become registered on the RoGEP?
Yes, but first you should formally take up your reciprocal rights and, through an application
process, become a member of the relevant UK professional body/institution. You cannot apply
if you are not a Chartered member with ICE, GSL or IOM3.
2.7: I am not Chartered - what can I do if I want to apply?
If you are not a member of the ICE, GSL and IOM3 then you should take the appropriate steps
to become chartered in accordance with the requirements of the relevant professional
body/institution.
2.8: I have been practising as a geotechnical engineer in Hong Kong. Can I use my
geotechnical experience in Hong Kong for a RoGEP application?
Yes you can, as long as you think your experience meets the requirements of the Register for
the relevant grade. We welcome non-UK applications provided the applicant is chartered with
ICE, IOM3 or GSL.
3. How to apply
3.1: Where can I find details of the application process and criteria?
Detailed guidance on the application process and the criteria to be demonstrated for each grade
can be found in ICE 3009(4).
3.2: Where can I find details of the application and annual subscription fee?
Details of the application fee and annual subscription fee can be found at
www.ice.org.uk/registerfees. The application fee is reduced for applications made within 12
months of chartership validation.
Those who are called for interview, because they are considered to be borderline, or choose to
appeal against rejection, will be required subject to an additional fee. Please contact
[email protected] for further details.
3.2: How have the fees been set?
The fees have been set on the basis of meeting the cost of administering the Register for the
estimated number of members. It is not intended to make a surplus. Costs will be reviewed
regularly to this end.
3.3: How can I apply within 12 months of chartership validation?
Applicants wishing to apply for the grade of Ground Engineering Professional within 12 months
of receiving their chartership validation letter are required to submit:

RoGEP Application Form 3930.
Please note there is no need to complete the Personal Attributes Section.

RoGEP application fee (at the reduced rate)

Support by two sponsors – this is a confirmation email only from your chartership
sponsors indicating that they support your Professional Grade application. These
should be sent to [email protected].
Please note that all sponsors are required to be chartered members of ICE, GSL or IoM3.
In addition to the above, applicants are required to submit the following documentation relevant
to their awarding host institution:
ICE:
Within twelve months of receiving a successful Chartered Professional Review (CPR) result that
has been made in the Ground Engineering specialism, CEng MICE applicants should submit
the same CPR documentation, with the exception of the Professional Review application form.
This includes the CPD and DAP documents and Project and Experience Reports. Documents
exceeding 5MB may to be sent via a file-sharing website.
IoM3:
Applicants applying for Chartership with the IoM3 who, if successful, intend to apply for
Professional Grade, should indicate their intention on their CGeol application form.
Within twelve months of receiving a successful Professional Review result CEng IoM3
applicants should submit the same Professional Review documentation with the exception of
the Professional Review application form. This includes the CPD Record, Professional Review
Report and Case Study Report. CEng IoM3 applicants are also required to submit a copy of
their Chartership validation letter. Documents exceeding 5MB may be sent via a file-sharing
website.
GSL:
Applicants applying for Chartership with the GSL who, if successful, intend to apply for
Professional Grade, should indicate their intention on their CGeol application form. By indicating
to register for RoGEP you provide permission for the Administrative Fellowship Secretary at
GSL to forward a copy of the following to the ICE Registers Coordinator:

Chartership validation letter

CGeol submission documents

Scrutineers’ assessment form
Once you have been successful at CGeol, GSL will ask you to submit the documentation
detailed in B2.5 to the ICE Registers Coordinator at [email protected]:

3.4: Once I am admitted to the Register how can I move up to the next grade?
When you have gained sufficient competence to meet the relevant criteria for each attribute of
the next grade, you will need to submit an application demonstrating that these have been met.
3.5: What sub-disciplines are recognised by RoGEP?

3.6: Does the Investigation and Treatment of Abandoned Mine Workings come under Ground
Investigation or Ground Treatment?
Should you be disciplined in the Investigation and Treatment of Abandoned Mine Workings
please indicate these in the ‘Other’ field of the application form.
3.7: It is indicated on the application form to tick a maximum of four sub-disciplines. Will I be
registered under those four headings?
No. The sub-disciplines have been created in order to have your application assessed by
Assessors with similar sub-disciplines. You are registered under one of the three grades only.
3.8: What if I don’t recognise my discipline area from the above list?
If you do not recognise your discipline area from the above list, but consider yourself a Ground
Engineer, contact the Registers Coordinator at [email protected] who, if unable to answer
yoru query, will contact a member of the RoGEP Panel.
3.9: Does my Continuing Professional Development (CPD) record, submitted for my RoGEP
application, have to comply with the requirements of my host institution?
Applicants are to submit CPD in accordance with the requirements of their host institution.. You
should submit well-balanced CPD with an emphasis on Ground Engineering topics that
addresses new or emerging ground engineering technology, and other ground engineering
matters, relevant to your field(s).
Should the Assessors consider that the CPD submitted is inadequate you will be requested via
the Registers Coordinator to resubmit your CPD record.

3.91 Can I submit my application electronically?
Yes. Electronic applications are encouraged and should be emailed to [email protected].
Signatures can be typed in lieu of signatures on all forms. Those applicants submitting
documents with large file sizes are encouraged to send their application via a file-sharing
website.
3.92: Will I need an interview?
Only those considered to be borderline will be called for interview.
3.93: How long will my application take until I hear whether I have been successful or not?
Applications are assessed typically four times a year with results confirmed by letter within the
closing date indicated on the ICE website.
4. Application Sponsorship
4.1: Who can sponsor me?
Sponsors will normally be Registrants at the same grade or higher than the applicant. However,
some individuals who are not yet Registrants may be approved by the RoGEP Panel to sponsor
applicants provided they are Chartered with ICE, GSL or IOM3 (see next question for more
details).
Non - registered sponsors will be encouraged to join the Register themselves.
To avoid delay with your application please ensure before that your sponsor is eligible to
sponsor an application to the required grade.
4.1: How do I become a sponsor if I am not on the Register?
A sponsor is required to be on the Register at a grade equal to, or higher than, that of the
applicant. In the initial period of operation of the Register, if suitable sponsors are not available,
then other professionals qualified with ICE, IoM3 or GSL may be selected. They must hold
chartered level of membership and are subject to approval from the RoGEP Panel.
Sponsors, who are not registered, have to be approved by the majority of the RoGEP Panel.
To apply to become a non-registered sponsor such individuals must complete and submit the
Non-Registered Sponsor’s Approval Form . The form, together with a brief two-page CV
outlining employment responsibilities in Ground Engineering (with dates), should be forwarded
to [email protected]. The Panel will consider the non-registered sponsor application for
approval (or not) within ten working days.

Once a non-registered person has been approved to sponsor at a particular grade they may
sponsor multiple applications at that grade or below.
4.2: Can my sponsors submit their sponsor’s statements and CVs electronically?
Yes, this is encouraged and should be emailed to [email protected]. These sponsor’s
statements must be from the sponsors indicated on your application form. Their forms will then
be married up with your application.
4.3: How much detail does my sponsor have to provide in the sponsor’s statement?
Your sponsor needs to be able to assess your experience and your competency level
appropriate to the level of registration to which you are applying. Therefore your sponsor needs
to be a person who has sufficient knowledge of you and your work to be able to provide
examples in order to vouch that you have attained these attributes.
There is a considerable responsibility put on to the sponsors as they are the primary assessors
of a candidate’s competence.
5. Assessment and auditing
5.0: Who are the Assessors?
Assessors are RoGEP Registrants who have received training in the assessment process.
Registrants may contact [email protected] to express their interest to become an Assessor.
5.1: How are Assessors paired with their applications?
Assessors are paired with applications based on the sub-disciplines indicated on application
form 3930. They are also selected to avoid any conflicts of interest or potential bias.
Two Assessors are appointed for each application with at least one of who will be chartered
through your host institution.
5.2: How can I be confident that the application process is fair and properly administered?
An audit system has been established to check, monitor and report on the assessment process.
Results, whether successful or unsuccessful, are audited to ensure a consistent standard of
assessment. The administration of the registration process is reviewed at the panel meetings.
5.3: What is the composition of the RoGEP Panel?
The panel has a total of 12 members, including the Chair, all of whom are members of the
Register. The Panel includes:
