CONSULTANCY SERVICES FOR COST ANALYSIS OF THE BUSINESS LICENSING REFORMS AND CONDUCTING
TRAINING ON THE APPLICATION OF THE STANDARD COST MODEL (SCM)

The Government of Uganda has received credit from the International
Development Association toward the cost of the Competitiveness and
Enterprise Development Project (CEDP), and intends to apply a portion
of the proceeds of this credit to payments for consulting services.
The s
c tasks of the consultant will include:
1. Establish the number of business licensing reforms implemented
since 2014.
2. Identify capacity gaps in both the SCM and monitoring of reforms
being implemented to ensure there is adequate information to
facilitate the development of a training manual.
3. Train a selected team to identify, collect and analyze information
required for an assessment of administrative compliance costs;
This training may include the scrutiny and vetting of existing data
and sources about business licenses.
The Project Development Objective (PDO) is to improve the competitiveness
of enterprises in Uganda through supporting reforms in priority productive
and service sectors geared towards a better investment climate with
particular focus on MSMEs. The 5 year project comprises of four major
components and is implemented by seven agencies, among them Uganda
Registration Services Bureau (URSB). However, the overall coordination of
the Project lies with the Private Sector Foundation Uganda (PSFU) through
a Project Coordination Unit (PCU).
The estimated duration of the assignment is 45 person-days.
The consulting services (“the Services”) will include an assessment of
the capacity needs of regulatory agencies charged with the responsibility
of issuing business licenses in the area of calculating private sector cost
savings, and in turn design a training plan and manual. The consultant

following disciplines; Statistics, Economics or Actuarial Science
from a recognized institution; (2) Post Graduate Degree in relevant
discipline; (3) Knowledge of Standard Cost Model methodology and
its application to measuring Administrative Burden; (4) Demonstrable
analytical skills, including economic analytical methods; (5) Practical
experience (preferably two years or more) in dealing with regulatory
management and reform.

Regulatory Impact Assessment of the National Policies, Laws
and Regulations. This means that policy solutions adopted by the
State should address a maximum of economic, environmental
and social issues causing a minimum burden on all stakeholders.
Undertaking a Regulatory Impact Assessment is therefore a
Cabinet requirement for passage of the Policies, Laws and
Regulations.
