Docket No. 38597
Segment G1
Tract #: 3205
I own 20 acres in the G1 sector of a proposed route for this project. The
purchase of this property in 1987 was the result of many years of saving by my
late husband and I to have a beautiful place to retire and provide a place for our
only daughter and her husband to conduct their businesses and to have an estate
to leave to my daughter.
This property contains two single-family dwellings, two horse barns, a wood shop,
and other out buildings. My daughter runs a horse boarding facility which
includes brood mares, teaches riding lessons to children and hosts horse shows.
My son-in-law also runs his excavation business and his wood working business
on this property.
The horse boarding business generates a minimum of $375.00 per month per
horse and we board up to 6 horses a month. Some of these horses include
champion bred brood mares and foals. The riding lessons generate $400.00 plus
per month. If she loses this business due to the power line project, she will lose a
minimum of $31,800 in annual income. Due to the affect that EMF's have on
breeding stock, she will not get return customers with their brood mares.
The proposed routing would run through an area of my property that is 390 feet
wide at its widest point between pipe and cable fencing and Oncor wants a 160
feet of right of way. That means that our homes/businesses and the

home/business of our neighbor Gene and Sonya Brown would only be 115 feet
from the towers and power lines. I don't want to live that close to 345kV
transmission lines as I don't suspect anyone would.
The 160 foot right of way would completely ruin that pasture land for grazing
horses and cattle plus it would make hosting horse shows impossible as we use
part of that same area to park trucks/horse trailers for the shows. With the
towers and power lines in that area, the trailers would not be able to get in. My
daughter also has a client who flies his helicopter to see his horses and watch his
children's riding lessons. He lands his helicopter in the same area that Oncor
wants the right of way therefore, he would not be able to fly up and land in that
area.
The health effects of the electric and magnetic fields produced by this huge 345kV
electric power line are a dramatic concern to us personally and have great
implications to the health and well being of our clients, their families and children
and their valuable show horses. As the electric power line impacts our property,
we will all live and work within the electric and magnetic fields generated by this
project 24 hours a day! The laboratory studies, clinical studies and epidemiology
of this exposure raise grave concerns about childhood leukemia, various other
clusters of cancer in adults, breast cancer, skin cancer, liver cancer, brain cancer..
DNA cell proliferation damage, slowing of natural heart rate, interference of
pacemakers and hearing aids.. EEG disruption, sleep deprivation, negative effects
on melatonin secretion of the pineal gland, hormone imbalance, immune system
compromise and abnormal blood chemistry. The noise pollution from these
power lines is absolutely undeniable. Oncor is well aware of these dangers and
provide no concrete answers to the well-known consequences which the electric
and magnetic fields induce on residents and livestock near these power lines.
These dangers are worth fighting to avoid.
We now face a multi-faceted dilemma. Oncor is submitting this project for
approval to the Public Utilities Commission on September 9, 2010. Property
values are currently on the decline on a national scale. Real estate sales are at a

national all time low. This Transmission Line Project with its 500 foot wide track
and 125 foot towers that are eighty feet wide, set every 1100 feet apart will
horrendously and negatively affect the resale value of this property, as has been
the history of all electric line projects of this nature.
I would be critically challenged to sell this property in this recessionary economy
as it will never be at fair market value. If we could sell it at this devalued price, we
wouldn't have enough money to purchase another property with equal amenities.
We ask, in all humility and sincerity, for your help in protecting us from this
project ruining our business, our home and our lives.
Sincerely,
Aline W. Palmer
