A Message from Scott Cooper | Executive Director
TV mega-star Oprah Winfrey grew up in rural Mississippi with
nothing to wear but a potato sack. Actor Jim Carrey dropped out of
high school at 15 to go to work as a janitor to supplement the family
income. Bestselling Harry Potter author J.K. Rowling talks about having
to choose between feeding herself and feeding her baby. Country
music phenom Shania Twain survived abuse by her father and took
refuge in a homeless shelter. Academy Award winning actress Hilary
Swank grew up in a trailer park. Society’s consensus was that these
five celebrities were going nowhere. Society’s consensus was wrong.
Poverty doesn’t have to be a life sentence. A helping hand at the
right time, a shelter from the storm of life, a mentor to point the way
can make the difference between a life of destitution and a life filled
with meaning and opportunity.
NeighborImpact’s role in Central Oregon is not to provide
handouts; it’s to provide hope. Hope that with a little help, people
can get back on their feet. Hope for a better life for children. Hope
for a diminishing need to provide essential services that prevent
people from starting or freezing or gives them opportunity to join the
mainstream economy and thrive.
NeighborImpact brings together public and private funding,
dedicated caseworkers and compassion to serve a broad spectrum
of communitywide needs—from the very low-income to middle class
households looking to become homeowners. We support people and
strengthen communities through a range of activities and with the help
of generous volunteers and funders.
This report is our story, but it is more than that: it’s your story, too. It’s a story of how a community is helping its own to achieve dreams
that weren’t supposed to ever become reality. Thank you for all you

Feeding Our Neighbors

Strengthening Communities.
After opening up the newest Starbucks in Redmond, owner Emmett
Curran began looking for ways to be involved in the community.
He was introduced to Sandy Klein, the food resource specialist
for NeighborImpact, who helped Emmett organize a team to
provide volunteer hours at NeighborImpact’s regional warehouse in
Redmond.
“I am a big believer, as is Starbucks, in giving back to our local
communities through nonprofit organizations,” said Emmett.
Emmett’s goal is to build a lasting relationship with
NeighborImpact and help out in a variety of ways. This year, his
Starbuck’s team helped box up all kinds of food at the warehouse,
spent time working in the demonstration garden, and donated
coffee and food for events.
Emmett recognizes that volunteerism by local businesses is an
essential way to build community engagement and relationships. He
is thankful NeighborImpact provided the opportunity for his team to
give back to the community.
“Not only do we get to do good things, but it also gives us all
time to connect outside the busy work environment and get to know
each other better. It’s a great team-building time,”

Madison Hartley, owner of “A Native Bloom” in Bend, recently
returned from China where she was asked to teach a class about
western floral designs. That trip was partially made possible thanks to
NeighborImpact’s matched-saving program, also known as Individual
Development Accounts (IDA’s).
“The Chinese floral school saw my website and asked me to come
teach. It was an amazing experience,” exclaimed Madison.
The program works like this: for every $1 saved by NeighborImpact
clients, they’ll see $3 in return. It can be used for things like college,
buying a first home, or starting a business. Madison ended up with a
total of $10,000 and used the money to buy a car.
“Previously, I was borrowing other cars, which weren’t always big
enough for the flower arrangements,” said Madison. “The new car
gave me the space I needed, helped me look professional, and now
my business is growing.”
A series of financial classes on money management and credit
is required to participate in the program, which Madison said was
extremely helpful. Business classes at COCC were also required to
give her an added boost.
“The staff at NeighborImpact, especially Yolanda, was great to
work with because they truly advocate for your needs and encourage
you every step of the way.”
Madison heard about the program from a friend who used
matched savings to pay for college.

Kelli Dixon says Head Start was a life saver for her family. She’s raising
two daughters and her oldest, now 5 years old, is a graduate of
NeighborImpact’s Head Start program.
“When we joined Head Start, we really needed it,” explained Kelli.
Head Start provides a broad range of services in addition to
classroom education. Health, nutrition, and family support services are
complemented by a vast array of NeighborImpact programs.
Students attending Head Start make great strides when they
graduate. Of the 433 three- and four-year-olds attending class last
year, well over 90% either met or exceeded standards in areas such as
math, literacy, language, and cognitive skills.
Last fall, only 46% of students were meeting basic literacy
standards. By the spring, that number was up to 94%. While math is
a bit more challenging, 83% of students were meeting or exceeding
math standards by the end of school, up from 25% in the fall.
For the first time ever, NeighborImpact now employs an education
and quality-coaching specialist to provide additional resources to
teachers. The new position will help boost both teacher and student
performance.
“It was challenging to decide if I should put my daughter in Head
Start,” Dixon said. “But once I did it, I felt better, because she made
such great progress.”

Strengthening Businesses

Strengthening Communities.
Redmond resident Lisa Mathis has spent most of her life caring for
children. Concerned about having someone else care for her own
children, Lisa started a daycare business years ago.
“It has provided me the opportunity to stay home with my children,
have an income, and provide a service to parents who work outside
the home.”
Aside from a few classes here and there, Lisa never had formal
training until coming to NeighborImpact. The Child Care Resources
(CCR) staff helped her with advanced certification and walked her
through the Oregon’s new Quality Rating and Improvement System
(QRIS). While the day-to-day operations of her business haven’t
changed, Lisa says she’s changed the structure of how she interacts
with the children. “We want these kids to play and have fun, but now
there’s a purpose behind it.”
Lisa has the kids work on motor skills while playing with play-dough
and Legos, and teaches them basic social skills so they’ll have an
easier time entering pre-school or kindergarten.
Thanks to the help from the CCR staff, Lisa is now working on her
associate’s degree at Central Oregon Community College and wants
to pursue other educational opportunities in the future.

– so it’s been nothing but positive.”

Homeownership Services

Kris Dank thought she did everything right. She was working full
time, owned a home, and had six months’ worth of savings. But then
she lost nearly everything when the housing market crashed.
After getting back on her feet, Kris learned about NeighborImpact’s
homeownership program and the opportunity to save up for a down
payment on a house through the IDA program.
“I grew up in lending and know a lot about money savings, but
going through NeighborImpact’s classes made me realize many
people don’t understand credit or how it works.”
Kris has a long history in the real estate business, first in lending
and now working at a title company. She sees it as her mission to
share NeighborImpact’s resources with others. That’s because many
people are not prepared for the realities of homeownership.
After 13 months of saving and taking financial classes, Kris was
able to put down $8,000 toward a new house. She tells friends, family,
clients, realtors, and lenders about NeighborImpact any chance she
gets.
“I love sharing my story, and I’m doing it on a regular basis.”

Providing Shelter

Kayla and Rowdy were once drug addicts. You wouldn’t know it
today as the couple is raising three beautiful daughters, are both
gainfully employed, and lease a comfortable place on Redmond’s
east side. But life wasn’t always like this.
Their lowest point came when the Department of Human Services
took custody of their children. They were told to get clean and find
stable housing. They did just that. But it required assistance.
NeighborImpact’s housing services includes a family reunification
program. The staff worked with local property managers to help
Kayla and Rowdy find housing and begin the process of rebuilding
their credit and reputation.
“It felt unreal,” exclaimed Rowdy. “We’re recovering addicts so
good things aren’t supposed to happen to people like us, but they
did. It was a huge blessing.”
Once the couple found housing, DHS immediately started the
process of reuniting them with their children.
“It’s just incredible to think about where we are now versus where
we used to be. Our daughters don’t have to worry about drugs or
strangers at the door,” said Kayla.
The couple is happy to share their story. They say NeighborImpact
went above and beyond their expectations – giving them hope
for the future. Their next goal? Signing up for NeighborImpact’s
homeownership program and taking one more step toward the
American Dream.

Thanks to the strong support of our friends, donors, local
businesses and foundations, NeighborImpact had another successful
year of fundraising.
In addition to providing our many services to one out of every four
Central Oregon residents, last year we were able to raise $103,500
from the community to purchase an additional refrigerated truck to
help with our food recovery program. This program picks up food
at local grocery stores and other food outlets and then distributes it
through our warehouse to our 40+ Central Oregon partner agencies.
This program has grown so substantially in the last few years, that we
now recover 1.3 million pounds of food annually from local resources
– an amount equal to the 1.3 million pounds of food we receive
annually from the Oregon Food Bank in Portland. A side benefit to
recovering this food for consumption by needy residents is that this
food does not end up adding to the growth of local landfills.
Another special fundraising project that we were able to accomplish
was securing the funding from the Meyer Memorial Trust to
establish our first full-time Communications Director position. As
NeighborImpact continues to grow, it is imperative that we find
additional communication avenues to educate the public about
our programs while simultaneously reaching out to the community
to secure the financial resources necessary to grow our programs
and meet the needs of the community. This three-year grant is the
foundation for this position and program.
All told, NeighborImpact provided support to more than 50,000
Central Oregon residents through our 14 programs this past year.
Your support continues help us provide necessary services, most of
which are unduplicated in our community. Thank you.
