The commercially available CoBRA® Software solution can meet your needs for emergency response and
information management.
CoBRA® provides command and control, decision support, consequence
management, and common operating picture capabilities needed during incident response.
CoBRA®
provides collaborative exchange of incident information among all emergency management partners,
including Map View of Incident and Operational View of Incident. CoBRA® can enhance emergency
management incident coordination, allowing users immediate access to important incident details and
resource information that can be used and rapidly shared among key DoD and civilian, decision makers,
both for everyday events and in times of large scale crisis.
By deploying CoBRA® as your emergency management system, your agency will be interoperable with all
local agencies that also employ a CoBRA® system, facilitating MIL-CIV collaboration. Tailoring CoBRA® to
meet your specific agency needs in most cases will be simple and straightforward due to the flexible
architecture and past history of integration with legacy systems.
Proven Performance
CoBRA® system has an extensive track record with field users at the federal, state, and local level and is
deployed to First Responders in all fifty states. CoBRA® was deployed to over 120 military installation fire
departments worldwide, with additional installations planned for the future. CoBRA® has been deployed to
all Air National Guard (ANG) Emergency Management personnel nationwide.
Web-based capability for emergency management incident coordination
The CoBRA® web application can be accessed by a standard workstation, laptop, tablet or smartphone with
internet connectivity, providing access to key decision making information, enabling interoperability with all
existing emergency management partners without the need for special proprietary software to be preloaded on a user’s computer. CoBRA® unique web-based command and control tools are collaborative
and field proven, providing real-time response coordination and consequence management among users
in the field and the vital link to Command and Emergency Operations Center personnel.
In addition to the common operating picture provided by the interactive map display, CoBRA’s web-enabled
collaborative tools include alerts and warnings, tailored command boards to track team progress, individual
personnel status tracking, document sharing, resource requests, chat, and real time weather data feeds.
These tools collectively provide an operational view of current incidents (or archival data).

Interoperability links and Customization
CoBRA® uses an open set of interoperability standards. This approach is more flexible and robust than
other, client and web based proprietary systems. CoBRA® includes a free Software Development Kit
(SDK) and Application Programmer’s Interface (API), and has a proven track record of integration with
third party software, including GOTS (Government-Off-The-Shelf) & COTS (Commercial-Off-The-Shelf).
Certifications
CoBRA® software received validation from the NATO Communications and Information Agency for
installation on their networks, and will be added to their Approved Fielded Products List (AFPL). CoBRA®
software was tested by the FEMA System Test and Evaluation Program (STEP) and was found to be
compliant with the National Information Management System (NIMS) standards and with basic Incident
Command System (ICS) principles. CoBRA® software is also Safety Act certified.
Interactive mapping capability
CoBRA® mapping capabilities include a complete suite of interactive GIS mapping tools for situational
awareness, planning, and response coordination. The map display is completely integrated with CoBRA®
collaborative messaging capabilities, automatic logging of actions involved with a large-scale incident,
resource management, and other related functions, so that data generated by the various CoBRA® tools
automatically populates the map display with actionable geospatial information. CoBRA® will be able to
track and display the geographic position of response elements that are GPS-equipped, make and track
resource requests, and populate and distribute the full range of ICS or NIMS forms and documents.
CoBRA® includes a full suite of ICS forms, and supports the development of the Incident Action Plan, as
well as custom reports. This includes the export of map information in formats compatible with GIS systems.
Sensor data placed on map
The CoBRA® data backbone is capable of digesting existing ESRI-formatted map data and related GIS
information, and can similarly export modified incident geospatial data to an ESRI-based system. CoBRA®
can accept .KML files, and can export data in either .KML or .KMZ format. It also can generate and accept
data messages in the international Common Alerting Protocol (CAP) format, used by the National Weather
Service, DHS, and First Responders for geographically-targeted alerts and warnings. CoBRA® currently is
capable of importing directly the graphic layer plume export (in ESRI .SHP format) of HPAC and JEM (the
DoD plume prediction models), and can directly import ALOHA plumes.

Our team’s trainers have conducted software training programs on nationwide and at U.S. Military Bases
CONUS and OCONUS. Our team has extensive experience in on-site training, remote ‘virtual’ training,
and self-paced training. Due to its simple user interface and intuitive operation, initial user training for
CoBRA® Emergency Management and Mapping is measured in hours, not days.
