Important changes from The FA
Back in early 2013 we produced an article detailing key changes that were being introduced by The FA which
will affect every referee in Sussex. The official title for this is “The Whole Game System” and will be rolled out
across the country in 2014 having an impact on every County FA and every referee in the country before the
year is out.
We have been informed that the changes will firstly involve reporting misconduct
to the County FA, replacing the system that has been used in the past number of
years. After this there will be changes to the referee registration process for the
2014/2015 season, we are unsure of how this will affect you, but the processes
that you usually go through will change.
You will need to be aware that this is happening and although it will be a change for you, it will undoubtedly
be for the better. Once we have received full, thorough and complete guidance from The FA we will pass it
onto you.

Happy New Year - Welcome to 2014
We hope you have had an enjoyable Christmas period. Welcome to you all, particularly our
new colleagues who have joined the world of refereeing in the last few months
It’s been an interesting start to the current football season – England
making it through to the World Cup finals, Luis Suarez hitting form, Man U
not finding it so easy in the premier League, Goal-line technology being
trialled in the Premier League, many managers sacked already, not to
mention some controversial refereeing incidents.
As referees ourselves, how do we react when we see that another referee has made a mistake? This
might be at any local park match you watch or a game on TV where the slo-mo analysis finds that a
referee or assistant referee has made a mistake? Do we become mere spectators and join the mass of
journalists, pundits and spectators who seem to take delight in criticising referees? Or do we analyse
what happened, and discuss it with experienced colleagues so we might learn from the incident and try
to ensure that we don’t make a similar mistake ourselves in future?
If we don’t make “avoidable” mistakes in our decisions, the more confident we can become in our
refereeing. If we really know our laws, we should be able to get most things right, correctly penalise
offences that we see, take any additional action as appropriate, and restart the game in the correct
way. Doing this well and consistently will greatly help our match control.
Then the biggest risks we face come from those incidents we don’t see clearly. This is where self
analysis, or observer/assessor constructive comments, are so important. Why couldn’t we see it
clearly? Were we in the best position? Were we able to keep up with play? Had we anticipated a
problem, and moved to be closer to it? When something didn’t go well, we need to understand what
went wrong and learn from it so we don’t repeat it in the future. Let’s always be looking to become a
better referee than we are now.
It’s sometimes disappointing to overhear a small group of referees who have watched a match make
very critical comments about a colleague. So before joining in the casual criticism of another referee,
think for a moment, and just ask yourself “if the TV cameras had been on me at my last match, did I get
through the game without making a single mistake?”

First All Female Match Officials Team
Lisa Benn, Katie Wilde and Jessica Storrie made a piece of history in the
Sussex County Football League when they stepped out and took charge
of the John O’Hara League Cup 2nd Round match between Little
Common and Lancing.
Lisa, 22, currently in the promotion scheme to
reach Level 4 (Supply League Referee),
received high praise for the way she controlled
the game, whilst being superbly assisted by
Katie and Jessica.
Sussex County FA Referee Development Officer, Paul Saunders said of the
achievement: "The Sussex County Football League should be applauded for
appointing three females to their John O’Hara Cup match between Little
Common and Lancing. However, it should be acknowledged that this is not a
publicity stunt and all three match officials were appointed on merit; between
them, Lisa, Katie and Jessica have 16 years experience on local and county
football."
"Lisa and Katie have already proven their ability to referee and
have both progressed through the promotion scheme from
Level 7 (Junior Referee) to Level 5 (Senior County Referee).
This year Jessica has entered the promotion scheme and
hopes to move to Level 6 (County Referee) next season. Their
success shows that there are opportunities to achieve great
things and I am sure that soon one of them will move into
Contributory football and beyond.”
The game resulted in a 1-2 victory for Lancing, courtesy of two second-half
goals from Alex Howell, after Lewis Hole had given Little Common the lead in
the first-half.
The Sussex County FA and the Sussex County FA Referees’ Committee
would like to pass on its congratulations to all three match officials on their
appointment, their performance, and for making a piece of Sussex football
history!
Sussex County RA-FA Development Event
Sussex County Cricket Club was invaded by the Referee family on Wednesday
evening as one hundred and thirty six Referees, Assessors, Tutors and Observers
gathered for the eagerly anticipated annual RA-FA Development Event.
The evening kicked off with an enlightening
presentation from Sussex match official, Harry
Lennard, who operates on the National List as an
Assistant Referee. Harry took those in attendance
through his career thus far, from where it all began in
1997, passing his referee exam with Dorking Referee
Society, to the present day operating on the Premier
League.
Harry discussed how things could have turned out so differently for him, whilst
sharing examples of best practice, hints and tips, plus a few clips of incidents he has
experienced on the Premier League.
The annual presentation of the John Woodland Award, presented by John's family,
went to Lisa Benn, who was unfortunately not in attendance to receive the trophy.
The award is given to the Primary Development Group member who is considered
the most deserving to receive the award, as voted for by fellow Primary
Development Group members.
After the break, four young referees who
recently officiated at St.George's Park at the Premier
League Christmas Truce Tournament were awarded
their medals from the Premier League, by Phil Wilks
who acted as their coach for the trip.
Sussex RA-FA Youth Council
The newly formed Sussex RA-FA Youth Council also took to the stage to introduce
themselves and what they hope to achieve as a body. They have
launched Facebook and Twitter pages so you can keep up-to-date with their work
and events.
Adam Watts, Professional Game Match Officials
Limited (PGMOL) Senior Assistant Referee Coach, was
next to be invited to speak, and led an interactive
presentation relating to incidents in and around the
penalty area. A number of clips were shown and
discussed with Adam talking through thought
patterns and processes he suggest all match officials should go through to aid them
in coming to the correct decision.
The traditional Charity Raffle followed the presentations, and raised a fantastic £220
for Macmillan Cancer Foundation, with prizes being donated by Joe Ifill, Premier
Sports and Leisure, Sussex County RA, Local Societies of the RA and the Sussex
County FA.
The evening was brought to a close by compere Dave Jackson, who shared with us a
thought provoking quote from Charles R Swindoll:
"Life is 10% of what happens to you and 90% of how you react to it."

Message from the SCFA Referees’ Fitness Coach
Firstly, I would like to wish everyone a very Happy New Year.
A New Year is always a great time to analyse where your fitness level is. It can and
will enable you to gauge where you currently are with your fitness and from this to
then maintain, adjust, change, increase or decrease your training as required.
The New Year will often see a gung-ho approach to fitness by many people,
through joining gyms and going to train, however, this kind of approach can often
only be a short term improvement, whereas, the key is for health and fitness is long
term consistency and gains. Slowly building and maintaining will produce much
better
results
in
the
long
run.
It may seem a quite a long way off yet but the summer
fitness will soon be coming up once again, please find
the dates for this year’s fitness tests below:
3rd July 2014 @ K2, Crawley
27th July 2014 @ Withdean Stadium, Brighton
For everyone, although specifically to those officials who will be taking the tests this
summer, can I pose you a challenge for these tests?
Six months is a long time, so this can lead to continually putting off the preparation
towards these tests, however, my challenge to you is to start your preparation for
these now.
Combine your current matches, along with training a few times each week and this
will enable the test this summer to hopefully be a comfortable challenge.
Lastly, I want to wish everyone a successful rest of the season and if I can be any
assistance for any fitness related queries, please do not hesitate to contact me.

Mid-Season 2013 from The Sussex
County Referees’ Association.
As we approach mid-season there are few things that we would like to make you aware
of in regard of the number of benefits to be gained from becoming a full member of the
Referees’ Association:
Becoming a full member of the Association you will get certain membership
benefits including lively local meetings, the RA’s bi-monthly ‘News Digest’, the
purchase of supplies through the Association, and a benevolent fund for those in
need.
You are only able to gain rewards from the RA-FA (formally FAMOA) incentive
Scheme and earn or redeem RA-FA points if you are a full member of the
Referees Association. So if you want to continue to benefit from the incentive
scheme you will need to become a full member of the RA by joining a Society;

The Annual SCRA Quiz will be held at The Sussex Lounge at Culver Road on Friday

The SCRA committee wish all referees a Very Merry
Christmas and Prosperous New Year in refereeing.
Referees officiate at St. George's Park
Four Sussex County FA Referees recently officiated in the Premier League
Christmas Truce Tournament at St. George's Park.
Jonathon Wilks, Daniel Cooper, Dan Jeffery,
and Craig Simpson were the match officials selected
from Sussex, along with Phil Wilks acting as their
Coach.
The under-12s tournament, run by the Premier
League, is played in memory of the historic game of football that occurred in the
trenches during WWI, with English and German soldiers sharing Christmas Day
together and playing football.
Teams competing in the tournament were Manchester City, West Ham United,
Bolton Wanderers, Arsenal, Stoke City and Reading. The format of the tournament
being six teams, playing each other once in a league format, with the top two
contesting the final, a 3rd / 4th place play-off and 5th / 6th place play-off to finish.
After a tour around
the impressive St George's Park
complex, the referees were put
to work, along with colleagues
from Kent and Lancashire. The
tournament presented an opportunity for the officials to develop and try different
methods and techniques such as the assistants operating alongside the right-backs,
using electronic communication kits and even wearing different colour referee kits being a Premier League tournament.
After a busy, but extremely rewarding three days, the referees received their
Premier League medals and came back to Sussex with a priceless experience.
Paul Saunders, Sussex County FA Referee Development Officer said: "It was a honour
to be asked by The FA to provide referees for this tournament, but more important
for the individuals to be given the opportunity to learn and develop in a professional
environment."
Paul added: "I congratulate each of them on a job well done, and wish them the best
of luck for the rest of the season.”
Chairman’s Report
My last report was one of frustration for the work put in by Paul Saunders and Stuart
Mallows. This year it seems you are now realising that you also have an important part to
play in your role, for example; Promotion, So a big well done.
To those who are not looking for promotion, but turn out week after week a very big thank
you, you are the back bone of refereeing.
If any of you have any concerns over the amount of games you are getting, e-mail Central
Appointments while we can find out the problem and get it sorted.
This Season, in November, we were able to promote 3 colleagues to the
Senior Referees list of the Sussex County League, congratulations to
them on behalf of the Referees Committee. Those referees’ were
Andrew Senior, Lee Martin-Cramp, and Daniel Jeffery. This is the first
time that the Sussex County League has promoted mid season and so is
a credit to those referees’ performance.
Not only did the Sussex County League promote referees mid season, but we also saw a
number of referees achieve promotion through the Sussex County FA. Andrew Senior to
Level 5, Andrew Symons, Brian Surridge, Graham Miles and Stuart Marshall achieved their
Level 6. Once again, congratulations to these referees on behalf of all of the Referees
Committee.

Referee oversees Victory Shield fixture
Sussex match official, Tim Robinson, took charge of the Sky Sports
Victory Shield match between England under-16s and Northern
Ireland under-16s on Friday the 8th November 2013.
The match, played at The Goldsands Stadium, home of AFC Bournemouth, was broadcast
live on Sky Sports, and saw Northern Ireland triumph 1-0, thanks to a late Shea Conaty goal
in front of a crowd of 2,810.
Tim was assisted by Adam Nunn (Wiltshire) and Ryan Atkin (London),
with Justin Amey (Dorset) as 4th Official.
Sussex County FA Referee Development Officer, Paul Saunders, said "On
behalf of the Sussex County FA I would like to congratulate Tim on
receiving this prestigious appointment; and commend him and his team
for their performance on the night."
Tim first qualified as a Referee in 2002 and has progressed to Level 1 'National List Referee'
status; he currently officiates on the Sky Bet Football League.
“The Business End of the Marking Season”
For those of you in the promotion scheme it is important to remember that there are:
only two months left of the marking season;
only a limited number of matches left for you to referee;
only a limited number of opportunities left for you to impress (Assessor & Clubs).
It is therefore a time for:
one last push, one last effort by you;
finishing on a high;
taking on board & implementing all that you have learnt so far this season.
How can you achieve this?
By refereeing with confidence & authority
- both on & off the field of play;
- having positive/open body language;
- by being a good communicator;
- by appearing confident but not arrogant;
- by being authoritative not dictatorial
By getting the “big decisions” right:
- i.e. goals (given or disallowed); penalty kicks (given or not given); yellow & red
cards; etc;
- through achieving optimum positioning, providing an unobstructed view of
incidents;
- by giving yourself “thinking time”;
- by effective teamwork with your Assistant Referees (neutral or club);
- by “selling” your decisions.
-
By recognising & correctly reacting to the “pivotal point” that occurs in nearly all
competitive matches, remembering that it:
can occur at any time;
sets the tone/scene for the rest of the match;
can occur in various forms, but normally relates to a “big”/potentially match
changing decision;
requires maximum attention/focus & a correct/successful judgement.
The rewards of doing so are hopefully:
performance enhancement;
end of season “plum appointments”;
self-satisfaction in a job well done;
and of course PROMOTION!!

Sussex Referee on
International Stage
The Premier League’s under-15s International Tournament recently took place at
St. George’s Park and Sussex was represented by Level 4 Referee Jacob Miles.
The FA support the Premier League, by supplying officials from the National Referee
Development Programme, to officiate at the National and International
Tournaments, to support their vision to be the world leader in providing all referees,
maximising their potential and enjoyment in officiating within 11-a-side football. On
this occasion the referees were selected from the Stage 4 and they were joined by
Select Group officials, Chris Foy and Mike Dean.
The teams involved were Arsenal, Bolton,
Blackburn, Tottenham, Reading, Swansea, West
Ham and Southampton. They were joined by four
international teams Ajax, Borussia Dortmund,
Spartak
Moscow
and
Juventus.
Paul Saunders, Sussex County FA Referee Development Officer, said: "St George’s
Park is a superb venue and Jacob represented the County very well; demonstrating
commitment and a willingness to learn, ensuring he took the most out of the entire
weekend."
All of the candidates had a minimum of nine games
over the three days, Jacob said: "I was unsure of what
to expect, but the group of referees bonded very
quickly and we all learnt from each other. The whole
event was a great experience that has provided me
with lots of ideas to think about, I am very grateful to
the Sussex County FA and the South East Referee
Development Group for providing me with this opportunity."
Mathew Major elected as
Sussex County FA Chairman
The Sussex County FA recently unveiled their new Chairman as Mathew Major. Mathew will
take over from Peter Bentley immediately. Peter who unfortunately passed away at the end
of 2013 served as the Sussex County FA Chairman for 10 years after being elected Chairman
in 2003.
Mathew has a very strong football background being involved with Oxford United, Worthing
FC, Brighton & Hove Albion and Shoreham FC most recently.
On behalf of the Referees’ Committee we wish Mathew the very best and look forward to
working with him closely in the future.
Promotion Scheme Application
Information
The 2014-2015 SCFA Referees’ Promotion Scheme falls into four categories, Level 7 to 6,
Level 6 to 5, Level 6 to 4 and Level 5 to 4, all of which have their own criteria. Therefore it is
crucial that you correctly indicate the category that applies to you when requesting an
Application Form.
Note: Although you can not apply for promotion from level 7 to 5 in one season, accelerated
promotion is possible; full details are held in The FA Regulations, which can be found at TheFA.com
Standard requirements for all Promotion Candidates:
a) Have, by 28th February 2014, already refereed at least twenty (20) 11-a-side matches as a
Level 7 Referee.
b) Apply to the SCFA for consideration for promotion by 31st January 2014 on the
appropriate application form. Application Forms are only available by emailing
[email protected].
c) Fully meet all of The FA criteria.
d) Re-register as a Referee with the SCFA before 31st May 2014.
e) Demonstrate a good level of personal administration. This means that you are able to
comply with all SCFA Procedures including using the Central Appointments (closed dates)
System; deal promptly and correctly with all correspondence with the SCFA, your Area
Co-ordinator and the Leagues; complete match return cards, misconduct reports and
attend commissions (if required) etc.
f) Submit with your application form an application fee of £40, which is refundable if in the
promotion year you fulfil all of the following criteria:a.

Officiate the requisite number of matches (both middles and lines)
Attend the Promotion In Service Training
Pass the Laws Test
Demonstrate a good level of administration
Pass the relevant nomination fitness test (potential level 4s only)
Note:
1)
If the criteria above are fully met, the application fee is refundable, regardless of
whether you are promoted or not.
2) A refund may be made in exceptional circumstances such as an unpredictable major
injury at the discretion of the RDO.
Club marks may also be taken into consideration.
Additional requirements for each category are listed below…
Level 7 to 6 Candidates:
1) Must officiate on 11-a-side Adult football – and Referee a minimum of fourteen (14) open
age matches and a further six (6) 11-a-side matches, which can include Youth (U17 and
U18 only) and Women’s matches during the Promotion Period which is from 1st March
2014 to 28th February 2015.
2) Achieve an indicative Assessment Mark of 70 or above on a minimum of 3 assessments.
3) Must attend at least one of the two published Promotion In-Service Training Meetings on
Wednesday 2nd April 2014 at the SCFA, Lancing or Thursday 10th April 2014 at the K2,
Crawley. Please note that failure to attend one of these meetings will mean that you will
be removed from the 2014-2015 Promotion Scheme.
4) Must pass the required FA Laws of the Game test, at which you will be allowed three
attempts; 1 of the 3 attempts will be available at the Promotion In-Service Training
Meetings.
Level 6 to 5 Candidates:
1) Must officiate on 11-a-side Adult football – and Referee a minimum of fourteen (14) open
age male matches and a further six (6) 11-a-side matches, which can include Youth (U17
and U18 only) and Women’s matches during the Promotion Period which is from 1st
March 2014 to 28th February 2015.
2) Achieve an indicative Assessment Mark of 70 or above on a minimum of 3 assessments.
3) Must attend at least one of the two published Promotion In-Service Training Meetings on
Wednesday 2nd April 2014 at the SCFA, Lancing or Thursday 10th April 2014 at the K2,
Crawley. Please note that failure to attend one of these meetings will mean that you will
be removed from the 2014-2015 Promotion Scheme.
4) Must pass the required FA Laws of the Game test, at which you will be allowed three
attempts; 1 of the 3 attempts will be available at the Promotion In-Service Training

Level 6 to 4 Candidates:
Important: To be accepted into the Level 6 to 4 scheme you must take the “entry” Fitness
Test detailed at point 6 below.
1) Must officiate on 11-a-side Adult football – and Referee a minimum of fourteen (14) open
male age matches and a further six (6) 11-a-side matches, which can include Youth (U17
and U18 only) and Women’s matches during the Promotion Period which is from 1st
March 2014 to 28th February 2015.
2) Achieve an indicative Assessment Mark of 73 or above on a minimum of 3 assessments.
3) Must attend at least one of the two published Promotion In-Service Training Meetings on
Wednesday 2nd April 2014 at the SCFA, Lancing or Thursday 10th April 2014 at the K2,
Crawley. Please note that failure to attend at least one of these meetings will mean that
you will be removed from the 2014-2015 Promotion Scheme.
4) Must pass the required FA Laws of the Game test, at which you will be allowed three
attempts; 1 of the 3 attempts will be available at the Promotion In-Service Training
Meetings.
5) Undertake a minimum of 5 appointments as an Assistant Referee in the Promotion
Period which is from 1st March 2014 to 28th February 2015.
6) Complete an “entry” Level 4 Promotion Fitness Test on Thursday 6th February 2014 at the
K2 Stadium, Crawley. Successfully complete a further Pre Level 4 Nomination Fitness Test
on either Thursday 3rd July 2014 at the K2, Crawley or Sunday 27th July 2014 at the
Withdean Stadium, Brighton by achieving 2600m in 12 minutes and two 50m sprints in
7.5 seconds.
7) Must be prepared to Referee regularly on Saturdays and midweek.
8) Attend compulsory FA In-Service training area meeting for potential Level 4 Referees,
date to be announced by The FA.
Although not compulsory you are expected to attend the In-Service Training Meeting for
potential Level 4 Referees on Thursday the 6th February 2014 at the K2, Crawley after the
Fitness Test.
Note: If you are unsuccessful in passing the entry fitness test you will automatically move to
the Level 6 to 5 Promotion Scheme.
If, at the end of the promotion year, you are unsuccessful in gaining your Level 4 promotion,
it is still possible to be promoted to Level 5 if you meet all of the Level 6 to 5 criteria.
Level 5 to 4 Candidates:
Important: To be accepted into the Level 5 to 4 scheme you must take the “entry” fitness test
detailed at point 4 below.
1) Must officiate on 11-a-side Adult male football (including U18) and Referee a minimum of
fifteen (15) games during the Promotion Period, which is from 1st March 2014 to 28th
February 2015. Note other youth matches do not count towards the Level 5 to 4
promotion scheme.
2) Achieve an indicative Assessment Average Mark of 73 or above on a minimum of 3
assessments.
3) Undertake a minimum of 5 appointments as an Assistant Referee in the Promotion
Period which is from 1st March 2014 to 28th February 2015.
4) Complete an “entry” Level 4 Promotion Fitness Test on Thursday 6th February 2014 at the
K2 Stadium, Crawley. Successfully complete a further Pre Level 4 Nomination Fitness Test
on either Thursday 3rd July 2014 at the K2, Crawley or Sunday 27th July 2014 at the
Withdean Stadium, Brighton by achieving 2600m in 12 minutes and two 50m sprints in
7.5 seconds. Note: If you do not successfully pass the Fitness Test you will be removed
from the scheme and your application fee will not be refunded.
5) Must be prepared to referee regularly on Saturdays and midweek.
6) Attend compulsory FA In-Service training area meeting for potential Level 4 Referees,
date to be announced by The FA.
Although not compulsory you are expected to attend the In-Service Training Meeting for
potential Level 4 Referees on Thursday the 6th February 2014 at the K2, Crawley after the
Fitness Test.
Female Referees Only:
The FA has recognised that some females wish to progress their refereeing career within the
women’s game only, but previously had to be promoted through the men’s game. Now you
will be able to be promoted through the women’s pathway / game, however, any promotion
will relate only to the women’s game.
If you wish to apply for promotion you will have to decide to enter:- The main promotion scheme only
- The women’s promotion pathway only
- Both
Please indicate this on the Application Form.
The main requirements for both are similar and are contained on the Application Form, the
difference relates to the matches you referee and are assessed on.
In the main scheme you have to referee at least fourteen (14) 11-a-side open age male
matches and at least another six (6) 11-a-side matches which can be youth (U17 and U18
only), women’s or indeed a further six open age male matches.
In the women’s pathway you will have to referee at least fourteen (14) 11-a-side open age
female matches and at least another six (6) 11-a-side matches which can be youth (U17 and
U18 only), men’s or indeed a further six open age female matches.
If you wish to be in both schemes at the same time you would have to complete a minimum
of twenty eight (28) matches with at least fourteen (14) 11-a-side open age male matches
and at least fourteen (14) 11-a-side open age female matches.
