Annual General Body Meeting
The sixty-first Annual Meeting of the General Body
of the Institute will be held on Friday, October 16, 2015
at 5.00 p.m. in the IIPA Auditorium. Members’ Annual Conference
The fifty-ninth Members’ Annual Conference will
be held on Saturday, October 17, 2015 at 10.00 a.m.
in the IIPA Auditorium. The theme of the Conference
is “Higher Education at Crossroads”. Programme on Leadership and other Enablers for
Achieving Business Excellence
Sponsored by the Ministry of Heavy Industries
and Public Enterprises, the captioned programme was
conducted at IIPA for the officials drawn from state
level enterprises from September 7-11. Shri A.S. Bhal,
Adviser, Department of Public Enterprises, inaugurated
the programme. The objectives of the programme were
to: (i) provide a comprehensive insight into the philosophy
and concepts of leadership; (ii) develop a concept of
relevant leadership in business; (iii) identify qualities
and styles of leaders and leadership; (iv) provide an
insight into team building and leadership skills through
conceptual and experiential learning sessions; (v) initiate
the process of developing leadership; and (vi) develop a
plan of action for improving leadership skills. Programme
faculty comprised guest speakers and in-house faculty.

Programme on Incorporating Gender Concerns in
Public Policy
Sponsored by the Ministry of Personnel, Public
Grievances and Pensions, the programme was
conducted at IIPA from September 7-11. Besides
providing an overview of the state of gender in India, a

and problems with policy-making, including those related

examined the civil society responses to the gender
question and their bearing on the overall state of gender.

Knowledge Management and Knowledge Sharing
in Organisations
Sponsored by the Department of Science and
Technology, the programme was conducted at IIPA
for scientists and technologists from September
7-11. Besides familiarising the participants with basic
concepts and practices of knowledge management and
its linkage with the effectiveness of their organisations,
the programme was designed to facilitate them to:
(i) build relationships and organisational structure,
processes and opportunities to encourage a knowledge
culture; (ii) highlight the importance of human and
cultural factors in successful implementation of
knowledge management systems in the organisations;
(iii) collect, create, organise and disseminate scientific
knowledge including methods of data, information
and knowledge exchange; (iv) provide a forum for
sharing the experiences from leading public, private
and corporate sector organisations who have used
knowledge management at various stages; (v) suggest
broad approaches for designing and implementing
knowledge management system in their respective
organisations; (vi) demonstrate select knowledge
management tools which have been found useful
in implementing knowledge management systems;
(vii) explain an integrated framework of assessing
performance of knowledge management system;
(viii) focus on legal and ethical issues of knowledge
management in science and technology organisations.

Programme for Deputy Architects of CPWD
Sponsored by the Central Public Works Department,
the programme was conducted at IIPA from September
7-17. Besides enabling the participants to unravel their
own dormant positive personality traits to be more
effective and efficient professionals, the programme
was designed to enable them to: (i) implement the
principles of personality preparedness to cope up with
competitive official scenario; (ii) understand the basic
tenets of Indian administration, ICT implementation
and trends of e-governance implementation; (iii)
appreciate the various legal provisions as applicable
to routine administrative functioning; (iv) understand
the nuances of office noting, drafting, conduct rules,
service conditions and related disciplinary procedures
as stipulated by Government of India; and (v) display
leadership attributes for taking charge in critical
situations as well as reflect the attributes of being
an effective team member for achieving desired
organization goal and objectives. Programme faculty
comprised guest speakers and in-house faculty. Prof.
P.K. Chaubey and Dr. Charru Malhotra coordinated it.
Programme for the Presidents and Members of the
District Consumer Forums
Sponsored by the Ministry of Consumer Affairs,
Food and Public Distribution under the guidance of the
National Consumer Disputes Redressal Commission,
the programme was conducted at IIPA by its Centre
for Consumer Studies under Advanced Management
Development Programme-II from September 14-18.
Apart from elaborating and integrating the various
provisions of the Consumer Protection Act and other
legislation having a bearing on consumer protection, the
programme was designed to enable the participants to: (i)
appreciate the intricacies of judicial procedure in general
and the requirements of fairness and reasonableness
in the functioning of quasi-judicial bodies such as the
consumer disputes redressal agencies in particular;
(ii) effectively make use of the art of judgement-writing
in delivering the orders of the consumer courts; (iii)
appreciate the legal dimensions of the case laws
developed in the area of consumer protection; and (iv)
develop effective leadership for better administration of
consumer justice. The faculty comprised guest speakers
and in-house faculty. Prof. Suresh Misra and Dr. Sapna
Chadah directed it.
Programme on Leadership and Communication
Skills
The programme was conducted at IIPA from
October 15-19. Besides understanding the significance
of communication skills and leadership, the programme

was designed to enable the participants to: (i) apply
innovative techniques in problem-solving to confirm
stakeholders’ expectations; (ii) differentiate oral and

mindset through leadership and communication skills;
and (iv) apply workable indicators of leadership and
communication skills in their work profile. Programme
faculty comprised guest speakers and in-house faculty.

Programme on Capacity Building
Sponsored by the Department of Science and
Technology, the programme was conducted at IIPA
for the technical personnel of science and technology
departments under Government of India from September
28-October 9. The programme was designed to; (i)
enhance the understanding of administrative and
financial rules and procedures; (ii) provide an exposure
to management related issues, problems and solutions;
and (iii) enable cross-learning and team work through
preparation of group reports and presentations.

Dr. V.N. Alok, Associate Professor of Urban
Finance, delivered a key-note address on “How the
New Government is Instituting Policies for Better Startup
Culture in India?” as the Guest of Honour at the inaugural
ceremony of Conquest 2015—An International Startup
Conclave, organised by the Birla Institute of Technology
and Science, Pilani on September 6 at ITC Sheraton,
New Delhi.
NEWS FROM BRANCHES
Assam Regional Branch
The branch organised its annual meeting on
September 12. In this connection a discussion was held
on the theme “Higher Education at Crossroads”. Prof.
Dhrubajyoti Saikia, Vice-Chancellor of Cotton College
State University graced the occasion as the Chief Guest
and also delivered the keynote address on the theme.
Prof. Gayatree Goswamee, Professor of Education,
Gauhati University, presided over the discussion session
of the convention. The discussion was largely attended
by the scholars and students from Cotton College State
University, Gauhati University and members of the
branch. They took active part in the discussion on the
theme. Both the speakers answered to the queries to
the satisfaction of the participants. Earlier, Shri Jatin
Hazarika, Chairman of the branch, introduced the
speakers through his illuminating introductory speech.
Aurangabad Local Branch
The branch collaborated with the Department of
Public Administration and Political Science of Deogari
College in organising a seminar on “Two Decades of
73rd Constitutional Amendment: Experiences, Issues
and Challenges” on August 22. In his inaugural address,
Shri Umakant Dangat, Divisional Commissioner of
Aurangabad, highlighted the issues required to be
attended to strengthen the panchayati raj institutions. He
also focused on the role of bureaucracy in this regard.
In his key-note address, Shri K.B. Bhoge, President of
the branch, highlighted the financial and administrative
position of the PRIs and expressed his strong displeasure
about the lack of seriousness on the part of the State
legislature to take effective legislative steps to strengthen
the financial positions of PRIs by way of transferring some
of local taxes to the local bodies. He also underlined the
problem of deteriorating working relationship between the
political bosses and the bureaucratic machinery.
Bihar Regional Branch
The branch organised a prelude seminar on
“Higher Education at Crossroads” on September 13.
Prof. Khalid Mirza, Director of Higher Education, Bihar
Government, was the Chief Guest. Dr. Rash Bihari
Singh, Vice-Chancellor of Nalanda Open University,
delivered the key-note address. He hoped that most of
the shortcomings and hurdles of higher education will be
solved at the earliest as the government is working to
solve and sort out the difficulties in promoting technical
higher education. Shri A.V. Sinha, Chairman of the
branch, presided over the programme.
Delhi Regional Branch
The branch organised a panel discussion on
“Disaster Risk Reduction and Sustainable Development”
on September 7. Prof. Vinod Kumar Sharma of IIPA;

Prof. Vinod K. Menon, Founding Member of National

entitled Disaster Management: An Introduction by Rajni
Srivastava was released by Prof. Vinod Kumar Sharma.

Howrah Local Branch
Shri Sankar Kumar Sanyal, Chairman of All India
Harijan Sevak Sangha and Vice-Chairman of the
branch, will represent India as spokeperson of Gandhian
Philosophy in World Parliament of Religion in Chicago
in October 2015 where Swami Vivekananda delivered
his glorious address in 1893.The branch organised
a seminar on “Wetland and Waste Management with
Special Reference to Kolkata Municipal Corporation”
on August 29. Prof. Asish Ray, Secretary of the branch,
gave the inaugural address; and Dr. Netai Kundu, Sr.
Scientist, Pollution Control Board of West Bengal, gave
the key-note address on the topic. Rtn. Dilip Kumar Das,
Chairman of the branch, presided over the programme.
Jammu and Kashmir Regional Branch
The branch organised a lecture-meeting on August
24, in which Prof. K.L. Bhatia, former Professor of Law,
National Law University spoke on “Magnum opus of Free
Speech and Expression”. His presentation focused on
Article 19 (1)(a)(2) which provides constitutional provision
of freedom of speech and expression and Section 66A
ITA Act 2000 (2009). Justice J.P. Singh emphasised on
the role of freedom, liberty and equality and spoke on the
relevance of freedom of speech and expression. Earlier,
Shri J.B.S. Johar, Secretary of the branch, introduced
the subject. Dr. Komal Nagar, Joint Director (Seminars),
conducted the proceedings.
Madurai Local Branch
The branch organised a prelude conference on
“Higher Education at Crossroads” on August 22. Dr.
M. Lakshmanan, former Vice-Chancellor of Madurai
Kamaraj University, inaugurated the programme. Four
speakers including Dr. A. Vijayarajan spoke on the topic.
Discussions were held after the delivery of speeches,
mostly around higher education in particular about the
Ph.D. and selection of lecturers/ assistant professors,
etc., Dr. D.V.P. Raja, Chairman of Madurai Institute of
Social Sciences, presided over the conference.
Magadh Local Branch
A well-attended seminar-cum-round table
conference was organised on “Higher Education at the
Cross- roads” on September 20 under the Chairmanship
of Shri Yogendra Bhagat in which the participants
expressed their views as to how the functional as also the
academic affairs in the universities across the country are
suffering and an urgent corrective measure is the need
of the hour to save it from the disastrous consequences.
The focus of attention was the on-going policy of ever
increasing mushroom growth of private universities
without having any commitment for enrichment of the
need of higher education. The affairs of the universities
of Bihar was also discussed in detail and the participants
opined that academics and people from civil society
should take lead so that the main issue of education as
per need of the hour be addressed without much further
delay.
Punjab and Chandigarh Regional Branch
The branch and Department of Public Administration,
Panjab University, Chandigarh jointly organised a
special lecture by Dr. S.S. Channy, Chief Information
Commissioner, Punjab on the topic “RTI Act: The Punjab
Experience” on September 18.
Tirupattur Local Branch
The branch organised Bone Marrow Density
Detection camp for public on August 28. Thiru K.G.
Ramesh, MLA of Tirupattur, inaugurated the camp in the
presence of Thiru K.M. Subramanian, Secretary of the
branch. Indoco Remedies Ltd., Mumbai conducted the
testing of bone marrow density.

Global Scholars to Teach in India
India may not yet have managed to get the Ivy
League to set up campus in India through the muchawaited Foreign Universities Bill but is close to roping
in over 200 academics from global varsities to teach in
India at $8,000- $12,000. Among those likely to touch
down to teach in Indian institutes soon are avid Dean
Shulman, Indologist and one of the world’s foremost
authorities on Indian languages and eminent gender
theorist and American philosopher Judith Butler. Both are
expected to teach courses at Delhi’s Jawaharlal Nehru
University. As per the agreement between the Ministry
of Human Resource Development and academics
from across countries to teach more than 200 short
term academic courses in Indian institutes starting this
November through its new scheme — Global Initiative
for Academics Network (GIAN). The first GIAN backed
course by a foreign faculty is expected to start with

NIT Surathkal this November. GIAN aims at increasing
the footfalls of reputed international faculty to Indian
academic institutes, providing opportunities for both
students to interact with global academics and for the
faculty to engage and collaborate with them and develop
high quality study material through ongoing academic
relationships. While about 220 eminent academics have
nearly finalised teaching arrangements across institutes
so far, we are hoping to touch a figure of 500 by year end.
A number of academics from Germany, USA, Canada,
France and Australia have evinced considerable interest
in GIAN and academics from across top global varsities
including MIT, Oxford University, Cambridge, Stanford
University, University of Berkeley, and Imperial College
of London are queuing up. Spain, Brazil, Finland, Japan,
New Zealand, South Africa, Ireland, Russia, Norway,
Singapore and Sweden are among other nations sending
in academics to India. The Indian Government had last
year also engaged with Manjul Bhargava, R. Brandon
Fradd Professor of Mathematics at Princeton University,
to help pitch the GIAN scheme as a brand ambassador.
Over 50 courses by foreign academics are likely to
be taught at Central Universities. And it is not just big
varsities in metros that are drawing in academics. Among
the varsities where eminent academics will come are
Assam University, Mizoram University, Tezpur University,
University of Allahabad, Guru Ghasidas University
Bilaspur, JNU, University of Hyderabad and Central
University of Gujarat. The University Grants Commission
(UGC) that is coordinating for all non- Central Universities
will soon be holding a workshop to get GIAN going. The
Centre has backed GIAN with financial incentives on par
with what China offered global academics to teach at their
universities is also working favourably. Incidentally, a few
IITs and IIMs had raised concerns about paying this huge
a remuneration to the visiting faculty citing insufficiency
of funds available with them. Some of the IIMs that do
not take any financial support from the Centre had also
argued their inability to do so. The Centre is even pitching
in with additional funds where institutes may have cited
difficulty in paying the decided remuneration for the
visiting faculty. IIT Madras is learnt to be leading the
tally so far with over 25 courses expected to be taught
by visiting foreign faculty.
Interns to be Roped in for Policy Formulation
The Department of Personnel and Training (DoPT)
has sought nominations from Indian nationals who are
graduate, post-graduate or research students enrolled
in reputed universities or institutions in India or abroad
and preferably having specialisation in human resource
and associated subjects in public policy. The interns
may benefit by getting an exposure to the government
functioning and the policy issues in human resource
management in Government of India and contribute to
the policy formulation by generating policy inputs such
as empirical analysis, briefing reports, policy papers,
etc. Department may benefit from the additional
resources in the form of young talents and their outputs
which will add to its policy formulation base, according
to the objective of the scheme put out by the DoPT.
The period of internship will be for a minimum period
of two months. Interns may be given a stipend of Rs.
10,000 per month necessary to meet the conveyance
and other daily needs. It is neither a job nor a promise
for job in the future. The government has proposed to
engage ten interns for internship.
National Industrial Corridor Development Authority
to be Set Up
The Union Cabinet is likely to consider a proposal
to setup the National Industrial Corridor Development
Authority (NICDA) that would oversee the development
of all economic corridors in the country. With a corpus
of around Rs. 18,500 crore, the authority will supervise
the implementation and coordination among the five
industrial corridors in the works. The authority was to be
located in Pune but latest thinking is that it should be in
Delhi as industrial corridor projects require significant
inter-ministerial coordination. The Department of
Industrial Policy and Promotion (DIPP), which is the
nodal department for the development of corridors, has
suggested that the authority be headed by Shri Amitabh
Kant, Industry Secretary, and has a structure similar to
that of the Delhi-Mumbai Industrial Corridor Development
Corporation (DMICDC). Apart from DMIC, the government
is implementing four other economic corridors—ChennaiBengaluru Industrial Corridor, Vizag-Chennai Industrial
Corridor, Bengaluru-Mumbai Economic Corridor and
Amritsar Kolkata Industrial Corridor—which are at
various stages of development. The DMIC covers the
six states of Uttar Pradesh, Haryana, Rajasthan, Madhya
Pradesh, Gujarat and Maharashtra, while the AKIC will
run through seven states of Punjab, Haryana, Uttar
Pradesh, Uttarakhand, Bihar, Jharkhand and West
Bengal. The BMEC covers Karnataka and Maharashtra,

the CBIC will run across Tamil Nadu, Karnataka and
Andhra Pradesh and the VCIC is intended to run across
Andhra Pradesh and Tamil Nadu. Japan has announced
financial support to an extent of $ 4.5 billion in the first
phase of the DMIC, while JBIC’s 26 per cent equity
shares in DMICDC aggregates to Rs. 26 crore. Similarly,
the Japan International Cooperation Agency has been
appointed as the nodal agency for implementation of
Chennai-Bengaluru Industrial Corridor.
Early Retirement for Slipshod Babus
Sending a clear message that inefficiency or a bad
reputation on account of probity would mean retirement
kicking in almost a decade in advance for senior
government officials, the Central Government has now
strengthened the review processes to compulsorily retire
such officers. Issuing guidelines to all ministries, the
Department of Personnel and Training (DoPT) has stated
that services of those government officials which are
no longer useful to the general administration or whose
integrity and reputation is doubtful, must be compulsorily
retired from service. As per an existing rule FR 56 (J)
which has been rarely enforced, the performance of
Group A and B officials who have completed 50 years
and junior officials who have completed 55 years of
age must be reviewed and a decision taken whether
to compulsorily retire them before turning 60. Citing
Supreme Court judgements, DoPT has stated that
integrity of an employee, action or decisions taken by
the employee which do not appear to be above board,
complaints received against him or suspicious property
transactions, for which sufficient evidence may not be
there to initiate departmental proceedings should be
the factors considered to decide on prematurely retiring
an officer. Similarly, reports of conduct unbecoming of a
government servant may also form basis for compulsorily
retirement. The government has reconstituted review
committees to look into cases of officers turning 50 or 55
years as the case may be. Secretary of the concerned
department will head a review committee in case of

Jharkhand
Saksham Yojana
In order to foster skilling initiatives in the State, the
Jharkhand Skill Development Mission Society (JSDMS)
has decided to implement a new scheme for skill training,
the Saksham Jharkhand Kaushal Vikas Yojana under
pilot phase from October 2015 to March 2016. The
scheme aims to provide wage/self employment-linked
skills training which is compliant with National Skills
Qualifications Framework and in line with the Common
Norms notified by the Ministry of Skill Development
and Entrepreneurship. The goal of the scheme is to
provide industry validated and market relevant skills
in high-impact sectors identified for the State, which
would help beneficiaries in obtaining wage or self
employment leading to increased earnings, and/or
improved working conditions, and/or opportunities to
move from informal to formal work sectors. The primary
objectives of JSDMS are to: (i) increase employability
of the youth and empower them to take part in the
economic growth of Jharkhand and India, through
chalking out a roadmap of providing professional and
skill training in modern and market driven professions at

reasonable cost and monitoring its delivery, and thereby
reduce unemployment, under employment, poverty and
socio- economic inequality; (ii) monitor the quality of
training imparted to produce targeted number of high
quality skilled personnel across various strata of youth
and workers, especially from amongst the disadvantaged
sections of the society; (iii) develop self employment
and entrepreneurial skills for youths of Jharkhand; (iv)
prepare a roadmap to provide skill development training
to the youth of the State; (v) assist in creating an enabling
environment to attract investment in professional and skill
development sector; (vi) assist the State Government
in formulating appropriate policy, legislations and/or
measures to fulfill the skill gap; (vii) create effective
convergence between school education, professional
courses and various skill development efforts of Central
and State Governments; (viii) promote and carry out, on
its own or on behalf of the State Government, activities
to generate awareness, research and study on skill
demand.
Kerala
Kaushal Kendras
The State Government has decided to implement
the placement-linked employment programme through
kaushal kendras that would generate 50000 job
opportunities in a year. Kaushal kendra is the second
community skill park in the State, set up as part of
renovation activity of the public library. The Kendra aims
to equip the youth to meet the challenges of international
market. The centre is set up under the Kerala academy
of skills excellence spending Rs. one crore.
