Delegates

Each college and alumnae chapter in good standing is entitled to be represented by one official delegate
at Grand Convention. Members of Grand Council (including the president of Kappa Alpha Theta
Foundation), the president of the Fraternity Housing Corporation, college and alumnae district
directors, and the chairmen of standing committees as prescribed by Grand Council serve as ex officio
delegates.
These delegates are the only persons eligible to vote, to make nominations and to make and second
motions at Grand Convention. Any member in good standing may attend meetings and speak for or
against motions.
Only delegates from college and alumnae chapters in good standing may serve on the Nominating
Committee.
Two-thirds of the delegates entitled to vote at Grand Convention shall constitute a quorum for the
transaction of business.

All motions to amend proposed legislation or main motions to amend the Bylaws of the Fraternity for
which notice has not been given shall be written, signed by the mover, and presented to the president.
Debate shall be limited to two minutes per speaker. No member may speak in debate more than two
times on the same day to the same question.
No member may speak a second time on the same question if another who has not spoken requests the
floor.
A timekeeper shall signal when allotted time has expired.
The Convention may limit, by a two-thirds vote, the time and number of speakers for each side of a
question.
A floor microphone shall be available to delegates and members to make statements for and against motions.
When a delegate or member wishes to make a statement for or against a motion, she shall proceed to
the microphone. When recognized by the chairman, she shall state her name, college chapter (if a
collegian) or alumnae chapter (if an alumna), and official title (if any). She shall begin her statement as
follows: “I am for/against this proposed amendment because....” A delegate may make a motion at the
conclusion of her statement.
When a delegate wishes only to make a motion (not preceded by a statement for or against a motion),
she shall proceed to the microphone. When recognized by the chairman, she shall state her name,
college chapter (if a collegian), or alumnae chapter (if an alumna), and official title (if any) before stating
her motion.

All meetings shall be called to order on time.
Identification shall be provided for delegates, members, and registrants by the registration staff upon
registering. Seating shall be assigned for delegates.
Staff shall deliver all communications during business sessions.
Unless being used for convention business, all personal electronics (tablets, laptop computers, etc.) shall
be turned off during business sessions. The use of MP3 players, headphones, and ear buds is prohibited.
Pagers and mobile phones may remain on, in the silent or vibrate position, in order to monitor urgent
business. Please refrain from texting.
No food shall be permitted in the meeting room during business sessions.
Any delegate entering or leaving a business session after roll has been called shall check in with the
executive director before taking her seat or leaving the room.
The election board shall supervise the distribution and processing of the election ballots and shall
provide the executive director with the results.
All resolutions shall be written and presented to the Resolutions Committee by 9:00 p.m., June 27, 2014;
all recommendations shall be written and presented to the Recommendations Committee by 9:00 p.m.,
June 27, 2014.
The rules contained in the current edition of Robert’s Rules of Order Newly Revised shall govern Grand
Convention in all cases to which they are applicable and in which they are not inconsistent with the
Constitution and Bylaws of the Fraternity and these standing rules.
