Dear Friend of the Foodbank
Thank you--a simple yet heartfelt way to share our appreciation for
your efforts in support of the Foodbank. Through your investment of time,
food, and financial support, the Foodbank served over 330,000 individuals
in Southeastern Virginia and on the Eastern Shore through various programs
last year. In a year unsettled by economic hardships, the number we are
serving continues to increase. It is only through your partnership that the
Foodbank was able to affect the community with such magnitude and
continue to provide for those that are reaching out for our help.
With the current economic environment, hunger is finding its way into
homes that have never been touched by it before, and it continues to be a
source of struggle for those who are already facing difficulties making ends
meet. The Foodbank’s work is more critical than ever as we endeavor to
meet the rise in demand for our services. With a population of 1.2 million, it
is only by your support that we are able to feed 1 in 4 residents in our area,
including 1 of every 2 individuals on the Eastern Shore.
The following pages of this Annual Report will demonstrate, through stories
and data, the positive influence that your thoughtful gifts have had on our
community’s fight against hunger. We provided over 11,000,000 pounds
of groceries last year through the 325 partner agencies in our service area.
With every $1 that was donated, we were able to distribute up to $6 worth
of food and grocery items. Your gifts were never wasted.
The Foodbank’s steadfast commitment to its mission is only possible
because of the community that surrounds us. You are the lifeblood of
our organization. Without you, the Foodbank would not be here--and
many more would go hungry. As good stewards of your generosity, we
will continue to open our doors wider to a community that needs help by
strengthening relationships and programs to ensure our neighbors and
friends are provided for Until Hunger Goes Away.

The Foodbank of
Southeastern Virginia
works to provide solutions
to hunger and certain
consequences of poverty
in our community by
promoting food recovery
by means of acquiring
and distributing food,
clothing and related
products to those in crisis
in our community. The
Foodbank also provides
community leadership
and education on issues
of hunger.
We have NAP

Assistance
Program (NAP),
a program of the
Commonwealth of
Virginia, encourages
partnerships between
the private and public
sectors to assist
the economically
disadvantaged.
State tax credits are
provided as incentives
for businesses and
individuals. The
program requires a
minimum gift amount
to qualify.

Our Programs
Warehouse Distribution Program:
Except for USDA commodities, this program
includes all food and grocery products from
food drives, purchases, and donations from
manufacturers and supermarkets. This is the
heart of the Foodbank – where millions of pounds
of food are sorted, boxed, and delivered to more
than 325 partner agencies and programs.
Plant-A-Row for the Hungry Program:
Local gardeners are encouraged to plant an extra
row of produce and contribute that part of their
harvest to the Foodbank and its member agencies
to use in their feeding programs.
Food Rescue Program: This is an
initiative to collect prepared and perishable
food from 143 area grocery stores, restaurants,
caterers, and discount retailers to distribute
immediately to the hungry.
USDA Commodities: The Foodbank
is a Commonwealth of Virginia contractor
for the distribution of USDA commodities
to designated agencies. This source of food
includes quality meats, fish, canned and
packaged fruits and vegetables, rice, beans,
pasta, and peanut butter.
Mobile Pantry Program: This new system of distribution serves food
to our neediest communities, while coordinating with our partner agencies
and other social service organizations to determine delivery locations. This
program is hugely successful in providing a means for individuals and families
to receive food when they cannot travel to an agency, or their local agency is
at capacity.
Kids Cafe®: This national after-school program was created by Feeding
America™ and is administered locally by the Foodbank of Southeastern
Virginia. It is a place where children ages 4 through 18 can go to receive
free, nutritious evening meals in a safe, supportive environment. Over 25
Kids Cafes are currently operating, conveniently located in low-income
neighborhoods so participating children can walk or bicycle to these sites
after school. In our fiscal year 2009 we served 274,900 nutritionally balanced
meals to 4,743 youth through this program.
BackPack Program: This nationally-recognized program distributes
nutritious food to children at the end of the school day, before weekends and/
or school breaks. Students are identified by school personnel as being food
insecure by a variety of criteria. Over 72,000 children in the Foodbank’s area
are eligible to receive free or reduced-price school lunches – a reliable indicator
that hunger and food insecurity regularly threaten their respective lives.
Justine’s Clothes Bank and Tasley Thrift Store:
The Clothes Bank
provides vouchers to needy individuals to be used for the purchase of new
clothing and shoes. Our branch location on the Eastern Shore also operates a
thrift store to meet the needs of the area’s struggling residents and to generate
modest income for the Foodbank.
Foodbank Growth
The Need to Feed More People
Each year, the Foodbank revisits our programs to ensure their
efficiency. We pride ourselves on recognizing when it’s time
to make a change, or grow our initiatives based on the needs
of the community. At the beginning of fiscal year 2009, we
realized that the economic downturn had affected many
residents in our service area. Every day we are reminded of
the difficult choices individuals and families are making to
provide for their families, too often not able to provide the
basic need of food for their loved ones. In the current climate,
the Foodbank made the decision to build two new programs
to better serve our community: the Mobile Pantry and
BackPack programs.
For many people reading this
report, identifying with a need
such as hunger might have been
difficult a year ago. However,
the economy has proven that
no one is exempt. Many of us
have watched family and friends
lose their livelihood, or maybe it
happened to you. Imagine if you
were a child, relying on school
breakfast and lunch, but dreaded
Saturdays and Sundays because
there was no food at home?
There are many children in our
region who have little or no
food options during weekends
or over school vacations. As
research shows, eating properly
is essential to the growth and
development of young bodies
and minds. So we started the
BackPack Program. It seeks
to ensure these youth have
nutritious meals over weekends
twice a month throughout
the school year. Students are
identified by teachers and
guidance counselors who help us
determine food insecure children.
On Friday afternoons, kids are
given a bag of shelf-stable food
to put in their backpacks for the
weekend. We are now operating
26 sites at elementary schools
throughout Southeastern Virginia
and on the Eastern Shore.
The Foodbank rises to many
issues of hunger within our
region, but we realize that as the
world shifts and changes, our
programs must as well. This is
why the Mobile Pantry Program
is such an imperative Foodbank service to put in place. Last fiscal
year, we recognized that our current programs were not able to
serve the rising number of those in need. We began to operate
Neighborhood Distributions, to reach areas within our 3,500 square
mile radius that were underserved. Literally taking a truck filled
with food, we delivered to these neighborhoods. This has grown
into our newest initiative to begin in January 2010. The Mobile
Pantry Program will distribute food in our neediest communities,
while coordinating with our partner agencies and other social
service organizations to determine distribution locations. Our
ultimate goal is to continue working to break the cycle of hunger
and certain consequences of poverty. This program is one more
way the Foodbank is committed to the mission.
In order to continue providing for each and every citizen who
needs us, the Foodbank constantly identifies new methods of
distribution and new ways to expand what we are already doing.
With the help of some amazing funders and supporters like you, we
can continue…Until Hunger Goes Away.
Partner Agency reflects on the Nor’easter
just weeks before Thanksgiving:
“There was a tremendous Nor’easter that hit our
area in November. Our area of Norfolk, Ocean
View, was without electricity for three days. In
addition to that, we had some of the highest
flooding of any areas of Norfolk. In some homes,
the water was 3-4 feet high. Our Church and Food
Pantry were flooded also, and we lost all of our
frozen foods due to the loss of electricity.
We needed to find emergency food sources
to serve the families in our immediate
neighborhood. So I called our local Food Bank
to see what disaster help was available, if any.
When I called and spoke with the representatives,
they were more than willing to assist us. Soon I
received a return call and was told that I could
come down and shop that day with no shared
maintenance fee.
With the food we received that day, we were
able to feed over 50 families immediately. After
that day of distribution our food resources were
low again, so I called back the Food Bank. In my
call for a shopping appointment, I was told that I
could receive an additional 150 boxes of Disaster
Relief food. With those boxes, we were able to
serve food bags for over 100 people who have
knocked on our door since.

BackPacks to children
on the Eastern Shore:
On Monday mornings,
many students used to
arrive at school hungry.
School personnel would
watch as they rushed
to their free breakfast
before classes began.
Now that the BackPack
Program is providing food
for some of the school’s
most food insecure kids,
they are returning from
the weekend with lots of
energy, excited because
they simply had something
to eat when they were
hungry on Saturday and
Sunday. One student
asked if his siblings could
be added to the BackPack
Program because his
dad recently lost his job
and there wasn’t enough
food at home. On the
evaluation report of
a district employee at
Kegotank Elementary
School, it was noted
that next time we send
BackPacks we should also
send a box of tissues for
the staff!

experience helping
distribute food
the Friday before
Thanksgiving:
A high school student and
his mother were at the
Foodbank volunteering
while food distribution
was taking place as it does
every Friday morning
between 9 and 11am. This
distribution was especially
important because so many
people needed help with
holiday meals this year.
The young man learned
how close to home the
issue of hunger is when he
looked at the line of people
waiting for food and saw
one of his classmates
and his family among the
over 650 households the
Foodbank served that day.
Donor decision to donate instead of buying gifts this holiday season:
“My friends, colleagues and I are fortunate to be gainfully employed
and without the threat of our basic needs not being met. So, instead
of giving them small gifts, I have decided to make the enclosed
donation in honor of my friends, clients and colleagues in hopes that
it will help those you serve to not go hungry this year.”
