p Enbridge Centre Elevator & Loading Dock Rules & Regulations Updated 01.19.2017 Elevator Use Plan Enbridge Centre has one (1) service elevator available for use for Tenant Improvements, Base Building Construction, and Tenant Vendors. Service Elevator Specifications Service Elevator Range ‐ Level 1 ‐ Level 26 Service Elevator Cab Dimensions ‐ Width 5.6 ft., Depth 7.9 ft., Height 11.9 ft. Service Elevator Cab Door Dimensions - Width 4 ft., Height 8 ft. Service Elevator Vestibule Dimensions - Width 6.1 ft., Depth 8.4 ft., Height 11.8 ft. Service Elevator Vestibule Door Dimensions - Width 5.7 ft., Height 7 ft. Service Elevator Capacity ‐ 2045 kg All deliveries must go through the loading dock. Material loading and unloading will be regulated and scheduled to specific times throughout the day. Within this document you will find the time service can be scheduled, safe work procedures, loading dock procedures and a site plan showing access to the loading area. Booking Procedure All bookings for Service Elevator and Loading Docks must be emailed to Hines Property Management at [email protected] a minimum of 48 hours in advance. Bookings can be made up to a month in advance. Loading dock booking times are available in one (1) hour intervals. Please only book the time required. Information required for each booking − − − − − − Delivery company name with contact information Time and date required for delivery Floor you will be delivering to Certificate of Insurance (COI) for company Type of material being delivered Receivers contact information Elevator Attendant / Dock Master There will be an elevator attendant onsite during 7:00AM – 4:30PM Monday to Friday only. The Dock Master is onsite during 6:00AM – 6:00PM Monday to Friday. Outside of these times the following process will need to be followed. 1. Call security at 587-489-0562 upon arrival. 2. Security will come and open the doors. 3. An access fob will need to be signed out. 4. Fob must be turned in upon completion of delivery. Please note any unscheduled deliveries outside of the hours of 6:00AM – 6:00PM Monday to Friday will be turned away. Manpower Movement The service elevator has no specific times committed to manpower movement. Manpower movement will occur in conjunction with material movement. Material Movement Due to size and space limitations, delivery trucks cannot exceed 33.3 feet in length. Deliveries requiring larger vehicles will need to be reviewed when booking to coordinate potential staging areas. If, there are any changes to delivery routes/availability the affected parties will be informed within a reasonable time frame. All deliveries must be complete within the booked time or they may be asked to leave the site. Loading Dock Specifications Garage Entrance (Bay 1 & 2) ‐ Maximum height is 12.5 ft., Maximum width is 10.0 ft. Loading Bay (Bay 1 & 2) ‐ Maximum Width is 10.0 ft., Height is 12.5 ft., and Length is 33.6 ft. Ground to Top of Loading Dock – 39 Inches Damage to Finishes All damages to finishes (wall/floor/ceiling), doors, frames, and cab finishes, must be reported to Hines Property Management immediately. Damages will be logged and kept on record to determine responsibility for repairs and the associated costs. It is recommended that the delivering trade review the path of travel for any damages prior to the start of work. If any damage is found prior to loading, this should be communicated to Hines Property Management or the delivering party may be held liable. Should any unreported damages be found after the delivery, the cost for any repairs will be shared by all contractors working in the area. SAFE WORK PROCEDURE DELIVERIES TO LOADING DOCK Enbridge Centre Consideration of Safety and Potential Physical and Chemical Hazards Associated with Job: CHEMICAL HAZARDS: Carbon Monoxide‐inhalation hazard ELECTRICAL HAZARDS‐ Extension cords‐trip hazard. In sufficient lighting in closed trailers PHYSICAL HAZARDS‐ Traffic congestion, pinch points, mobile equipment traffic, pedestrian traffic, operator blind spots within the Parkade. ENVIRONMENTAL HAZARDS‐ Fluid leaks from mobile equipment and delivery trucks A Field Level Hazard Assessment card must be filled out prior to offloading the truck identifying specific hazards in the area. All personnel involved in the off load procedure must be included in the FLHA process and sign off on the card. Controls of Safety and Potential Physical and Chemical Hazards Associated with Job: CHEMICAL HAZARD: Carbon Monoxide‐ ventilation has been provided. Carbon monoxide levels will be recorded daily. The dock master will be provided with a personal gas monitor to supplement daily inspections. ELECTRICAL HAZARDS: Extension cords are a tripping hazard. All cords must be routed away from main truck travel and pedestrian walkways and ramps. Temporary lighting must be installed in such a manner that it does not interfere with loading and offloading of material and equipment. Additional lighting is being provided to enclosed trailers where the lighting is deemed poor. PHYSICAL HAZARDS: ‐ Traffic congestion‐ Controlled by safe work procedures and traffic control personnel. PINCH POINTS ‐ All dock levelers operation is only done by the Dock Master Personnel specifically trained to operate the dock leveler by a qualified, competent individual. MOBILE EQUIPMENT‐ All mobile equipment must be maintained according to the preventative maintenance recommendations by the equipment manufacturer. All mobile equipment must have current log book in the machine. All operators must have a certificate qualifying them to operate the equipment; a copy of the certification must be forwarded to Hines Property Management by email [email protected]. PEDESTRAIN TRAFFIC ‐ Workers who are not involved in the loading or unloading of materials and equipment are not permitted to loiter in the loading bay area. All pedestrians must give heavy equipment the right of way. Pedestrians must adhere to any directions provided from traffic control personnel. Signage to be posted warning workers to be aware of moving equipment. ENVIRONMENTAL HAZARDS ‐ Fluid leaking from delivery vehicles or equipment. A spill kit must be available at the dock master office and be maintained by logistic personnel. Loading Dock Use Plan 1. Purpose: To load and unload tools, equipment and materials to the loading Bay at Enbridge Centre. 2. Scope: This procedure applies to all contractors, all site workers and delivery drivers entering the area. 3. Definitions: The loading dock and ramp as per attached logistical map. 4. References: OH&S Regulations, Enbridge Centre Project Specific Safety Program, Bill 16 Distracted Driver Law, Province of Alberta Traffic Safety Act, Commercial Vehicle Safety Regulation. 5. Requirements: All operators must be certified All traffic control Personnel must be certified All traffic control personnel must carry two way radios All delivery drivers must have valid driver's license COI for moving company must be provided prior to delivery. Kelly Ramsey Limited Partnership and Hines Canada Management II ULC must be names as additional insurers. General Rules − − − − − − − − − − − − − − − − − − − − − A scheduled time must be made prior to delivery by emailing Hines Property Management at [email protected]. Loading Dock 2 (East) will be used for scheduled deliveries. Loading Bay 1 (West) reserved for waste removal, general building deliveries, and Tenant deliveries. If you do not have a scheduled delivery you may be sent off site. Any unscheduled deliveries outside of the hours of 6:00AM – 6:00PM will be sent offsite. Loading Dock deliveries must also have the Service Elevator booked. There is no staging area available in the loading dock for material. Drivers are required to follow all applicable safe driving regulations and Bill 16 distracted driving law. The Dock Master will open the overhead door and assist with guiding the delivery vehicle into loading dock. Once parked the driver must turn off the vehicle engine. Outside the hours of 6:00AM – 6:00PM Monday to Friday, you must call security to be let in. An access fob will need to be signed out and returned upon the completion of the delivery. Once the vehicle is shut down the Dock Master will require information to confirm booking. He may also explain any offloading procedures. All equipment offloaded is the responsibly of the trade intended for any damage either caused in shipping or offloading. Dock Master Personnel trained to use the dock leveler will ensure the dock is at the correct height. Dock Master Personnel along with trade and equipment operators will review conditions of load to ensure it is safe to be off loaded and that load has not shifted during transport. The weight and type of material to be offloaded will be verified with the equipment operator and elevator operator. Equipment operator is responsible to ensure a log book is complete for forklifts or an inspection of pallet jack is conducted prior to offloading material. Access area to the elevator must be verified as unobstructed prior to the load being taken to the elevator. Offloading commences and if necessary due to traffic congestion or active construction work, the operator is provided with a spotter to walk the load to the elevator. The trade receiving the material is responsible to ensure the loading dock stays clean and organized. All pallets, plastic wrap, shifted pallets etc. Must be removed prior to workers leaving the area. Once material is off loaded, trailer doors are closed and Dock Master Personnel will lift dock levelers. Dock Master Personnel will open loading bay doors (if closed) and driver will be advised to start vehicle and be guided out of loading bay if required. Once the truck has cleared the alley the Dock Master Personnel will signal for next truck to enter loading bay from staging area. Smoking within the loading dock is not permitted. All smoking must be 5 meters from all building entrances.
