Minutes of the Meeting of Fillongley Parish Council held at Fillongley Village Hall on Thursday 16th February 2017 at 7.30pm Present: Cllr A Robert Pargetter (Chairman), Cllr R Brown, Cllr S Onions, Cllr S Taylor, Cllr J Hooke and Cllr A White. Clerk: Mrs H Badham. There were 4 members of the public in attendance. 13182 AGENDA ITEM 1 APOLOGIES Apologies were received from Cllr C W Antrobus. 13183 AGENDA ITEM 2 DECLARATIONS OF INTEREST The Chairman invited members who wished to do so to make declaration of pecuniary and nonpecuniary interest in respect of items on the agenda. Cllrs Hooke, Pargetter and Taylor declared an interest in the financial payments for reimbursement of expenditure for the Community Award event. 13184 AGENDA ITEM 3 MINUTES OF THE PREVIOUS MEETING Minutes of the previous meeting held on 19th January 2017, having been previously circulated and read, were then approved on the proposition of Cllr White and seconded by Cllr Taylor. All were in favour. 13185 AGENDA ITEM 4 PROGRESS REPORTS a. Registration of Land /Legal disagreement regarding ownership. Still awaiting advice from Open Space Society and Mr Dumbleton. b. Lych Gate. No further progress. c. Neighbourhood Planning update. Clerk reported progress on the final draft though it is not yet completed. d. Recreation Ground report. Cllr Antrobus was absent. Clerk to circulate new rota. e. Roll of honour party. Letters of thanks were received from Mrs Winterbottom and Mr Hammond. Chairman reported a most enjoyable celebratory afternoon. Clerk to report in the next Parish Magazine (photos from Cllr Hooke) and will also ask for nominations for this year. f. Fields in Trust. No advice has been received from the Solicitor. g. Hedges on Broad Lane. Hedges have been cut. h. Church Lane/Ousterne Lane. There was some early confusion as to the closure of the lanes but these have now been temporarily closed for the duration of the roadworks. Meeting to discuss a permanent solution is still pending. i. Joint statement for Daw Mill Appeal; Cllr Onions proposed to accept the current joint statement for submission to the Inspectorate, Seconded by Cllr Taylor. All in favour. There was some discussion regarding the fact that the temporary traffic lights have highlighted that the road is not wide enough to accommodate 2 HGVs passing and these are mounting the pavement outside the school. Clerkt o contact PC Bell to ask for statement for Daw Mill Inquiry. j. Great British Spring Clean. Most Councillors are not available on the Saturday. Clerk to leave litter pickers and black sacks at the village hall for people to collect and use and return. Clerk to advertise on Facebook and posters on notice boards. k. Community Speedwatch. FPC have now been notified that as there are already speed camera locations within 2km we are unable to participate in Community Speedwatch. Clerk to notify volunteers. l. Planning Board PAP/2016/0060 FPC was represented by Corley Chairman Howard Darling; following a site visit NWBC resolved to employ an independent Highways Consultant for advice on the proposed access. m. Joint meeting of Parish/Town/Borough Council. Cllr White attended on behalf of FPC. There was discussion regarding fly tipping, Neighbourhood Plans and much talk regarding the large housing development planned for Polesworth area. n. Recreation Ground Outdoor Gym Equipment. Reaction from Facebook and Parish Magazine is all in support of purchasing the equipment. Cllr White proposed purchasing the equipment from Fresh Air Fitness (as the cheaper like for like quote). Cllr Brown seconded. Cllrs Onions, Hooke and Taylor in favour. Cllr Pargetter wished his Objection to be recorded. Motion carried. Clerk to place order. Equipment to be placed near existing play equipment. 13186 AGENDA ITEM AGENDA ITEM 5 PUBLIC DISCUSSION Meeting closed for Public Discussion. There was discussion on Thanks for the Community Roll of Honour party the crossroads works and knock-on effect on Church Lane/Ousterne Lane Incorrect barriers at Church Lane and Ousterne Lane Opportunity for dangerous parking when Ashleigh land is developed. Meeting re-opened. Clerk has already requested correct barriers. Clerk to email PC Bell and put him in touch with Parishioner. 13187 AGENDA ITEM 6 CORRESPONDENCE Request regarding future burials. Clerk was reminded that this is only permitted with agreement of the Council. Cllrs received an application for Mrs White to purchase a plot next to her father; Cllr Brown Proposed acceptance, seconded by Cllr Hooke. All in favour. Request by new resident refused as they would qualify as residents but have only just moved into the village. Road Closure Nuneaton Road & Meriden Road. Clerk has strived to ensure that this will only occur for the shortest time. The contractors are working to ensure that as much of the works will be done within the existing road closures. North Warwickshire Neighbourhood Watch Association. The next meeting 23 March 7:30pm at Hartshill Community Centre. None available to attend. Replacement telegraph poles at recreation ground.To be changed in March. Clerk to arrange access. WALC annual briefing day 4th March. Light pollution complaint in Mill Lane; Clerk had been dealing with this but there is now a site meeting with NWBC on Monday. 13190 AGENDA ITEM 10 NEXT MEETING The next meeting is to be on Thursday 16th March 2017. There being no other business, the meeting was closed at 9.30pm. 13191 AGENDA ITEM 11 VILLAGE HALL BUSINESS Floor cleaning. Clerk had sourced someone to take over the cleaning/maintenance of the main hall but this has fallen through. Mr and Mrs Dunn do not feel able to complete this part of the role any longer. Clerk to advertise for person in Parish Magazine/facebook/noticeboards. Cllr Hooke proposed to pay all cleaning staff £8.50 per hour. Seconded by Cllr Taylor. All in favour. Bookings Clerk. Clerk wishes to relinquish the Village Hall aspect of the job. After much discussion it was resolved that the Clerk should do a job description and circulate to Councillors so that they are able to determine an hourly rate and number of hours to pay.
