High School Progress Points Fact Sheet
2016-2017 High School Progress Points
In Louisiana, the accountability system awards progress points to school and districts that demonstrate significant
growth with their persistently low-performing students. Schools and districts can earn up to 10 progress points toward
their School Performance Score (SPS) or District Performance Score (DPS) results.
Step 1a

Grade 12 PLAN to ACT
Identify students who are non-proficient using state test scores.
To determine eligible non-proficient students in grade 12 who have not been used in a
prior year ACT index, identify the most recent EOC achievement levels of Needs
Improvement or Fair from the prior 2 years in English II, English III, or Algebra I, Geometry;

if there is no EOC, then Unsatisfactory or Approaching Basic on the 8 grade LEAP ELA and
math scores.
There must be at least 10 students in one or both subject subgroups separately. If less
than 10 in both subject groups separately, the school is not eligible for progress points.
Determine PLAN and ACT scores for students identified in Step 1a.
If there are at least 10 students in one or both of the subject subgroups, of the eligible
students from Step #1A, identify the highest ACT composite score through April 2017. For
progress points only, the highest ACT score must be earned after the PLAN test date.
Calculate the percentage of students who exceeded their target score.
Determine the number and percentage of grade 12 students whose ACT is greater than the
median score of the PLAN to ACT predicted composite score range (see Growth Table on
page 3).
School must have more than 50% of the eligible students exceed the median of the
predicted score range to be eligible for progress points.
Step 3
Determine Points Awarded
If the percentage of students who exceeded their ACT target score is 50% or less for both
subjects separately, the school is not eligible for progress points.
Determine the number of points earned.
Choose the method of the two listed below which yields the most points:
Method 1: use the # of students
Method 2: use the percentage as a number

Multiple 0.05 Points for Approaching Basic/Fair and 0.1 Points for Unsatisfactory/Needs

Add Explore to PLAN average points.
Determine the number of points that were awarded to students enrolled at the school in
grade 10 for Explore to PLAN growth in 2014-2015 and 2015-2016.
Average the point awards from the prior two years.
Add the average points to the points calculated in Step 3. This is the total number of
points that will be awarded to the school, not to exceed 10 total points.

Example for Math Subject Group
• Eligible Students:
o 20 students in grade 12 who had a non-proficient score on the Algebra I or Geometry EOC and who have a PLAN score from a
prior year and an ACT score earned after the PLAN test was administered (select the highest if more than one).
o NOTE: Eligibility for ACT index is not determined by enrollment in grade 12 and not by graduation cohort membership
• Calculating Progress Points: Of the 20 non-proficient students with all three data elements (non-proficient score, PLAN score,
and ACT score) 16 of the students had ACT scores above the median of the predicted composite score range from the PLAN test
o 9 had non-proficient scores of Unsatisfactory or Needs Improvement
o 7 had non-proficient scores of Approaching Basic or Fair.
Points are awarded in the following table. The highlighted formula yields the highest number of points for the student group.
