The following is my understanding of items discussed during the Pre-Bid conference. If this differs with
your understanding, please let me know.
The Pre-bid Conference began at 10:00AM and was chaired by Gloria Bensan, GWA Senior Engineer. A
sign-in sheet was handed out. Ms. Bensan introduced members of the project team: Brett Railey (GWA
Project Supervisor), Garrett Yeoh (GWA Project Engineer), Robert Marks (Parsons), and Bryan Ryley
(GHD). GHD will be acting as the construction manager and inspectors for this construction project. The
meeting progressed with Ms. Bensan providing a brief description of the project and opening up the
floor for questions.

Can the May 3, 2013 completion deadline be moved? Contractor brings up the issue outside the
contractor control such as weather delay during construction.
The court ordered deadline of May 3, 2013 was determined by the federal judge. No plans for moving
the deadline have been discussed. The Stipulated Order can be found on Guam Waterworks

The merits of various type of tank construction were considered. The preferred type of tank was
chosen. GWA recommended that bidders provide a bid for the type of tank identified and designed in
conformance with bid documents.

What is the purpose of the 180 day timeline?
The purpose of the 180 day timeline is for GWA and its inspectors to perform structural inspections on
the Barrigada #3 tank. Inspections of the reservoirs are part of a separate Stipulated Order
requirement.

GWA, in order to expedite this project to meet the required deadlines under the Order of the United
States District Court dated November 11, will initially apply for the building permit for this project.
Upon entry into a written Contract, responsibility for obtaining all permits, including the building
permit, will rest with the Contractor. Contractor will immediately take all steps necessary to change
the name of the applicant from GWA to the Contractor. Regardless of the nature or state of the
application submitted by GWA, Contractor bears the ultimate responsibility and liability for all permits
under this Bid.
