Hon. Prime Minister Sh. Narender Modi has launched “Shram Suvidha” Portal

Division.
Out of the five initiatives launched by Labour Ministry, NIC is actively involved in the
following initiatives



A dedicated Shram Suvidha Portal: That would allot Labour Identification Number
(LIN) to units/establishments that can be inspected under Labour Laws and allow
them to file online compliance for 16 out of 44 labour laws. On the day of launch,
6.3 lakh of units/establishments were informed about their LIN through email.
An all-new Random Inspection Scheme: Utilizing technology to eliminate human
discretion in selection of units for Inspection, and uploading of Inspection Reports
within 72 hours of inspection mandatory. Immediately on inauguration, an email
was sent to 1800 Labour Inspectors/SSO of EPFO, ESIC, CLC(C), and DGMS
intimating the new inspection scheme.
Revamped Rashtriya Swasthya Bima Yojana (RSBY): Introducing a Smart Card for
the workers in the unorganized sector seeded with details of two more social
security schemes.
Secretary (Labour & Employment) specifically mentioned in her vote of thanks the hard
work put in by NIC for development of Shram Suvidha Portal and considers NIC as an
important link in the commencement of the Labour Reforms initiative of the Ministry.
Shram Suvidha Portal and Labour Inspection Scheme in Central Sphere:
The portal has been developed using open source technology (Java, Postgres, struts
framework etc.). The main functions of this portal are:




Registration of Establishment/Employers/Units etc. which can be inspected under any of
the Labour Laws for allotment of Unique Labour Identification Number (LIN).
Inspections with mandatory uploading of inspection Reports within 72 hours by the
Labour inspectors.
Filing of self-certified and simplified Single Online Return by the industry. Now Units will
only file a single consolidated Return online instead of filing 16 separate Returns.
Timely redressal of grievances will be ensured with the help of the portal.
The portal will be operative in 4 central organizations namely Chief Labour Commissioner,
Directorate General of Mines Safety, Employee Provident Fund and Employees’ State
insurance Corporation.
Registration: A workflow based system has been developed for filling of on-line registration
form followed by verification, approval and LIN generation. So far 6.06 establishments have
been allotted LIN after de-duplication of data received from above four organisations.
Labour Inspection Scheme: So far the units for inspection were selected locally without any
objective criteria. To bring in transparency in labour inspection, a transparent Labour
Inspection scheme is being developed. A computerized list of inspections will be generated
randomly based on pre-determined objective criteria. After generation of list of
establishment to be inspected, inspector can submit the Inspection Report on-line within
stipulated period.
In due course, the portal will be integrated with ESIC, EPFO applications for sharing of
establishment, inspection data. The portal will also facilitate on-line submission of simplified
return and integration with public grievances portal.
