RVSM Monitoring Requirements
•
In May 2011, ICAO member states implemented a long-term RVSM monitoring
policy requiring that aircraft operating within RVSM airspace complete a reoccurring monitoring flight in order to maintain their RVSM approval status.
•
The new requirements became applicable on 18 May 2011 and gave operators
until 18 November 2012 to comply.
•
Operators must complete a RVSM monitoring flight every two years (or 1,000
hours of flight whichever is greater).
•
There was a surge in monitoring activity in 2012 due to the new requirements.
•
Demand for monitoring is currently increasing as operators are nearing their
1,000 hour interval.

Aircraft Geometric Height Monitoring Element (AGHME)
•
AGHME constellations are located at seven sites throughout the United States
and Canada.
•
Aircraft must be RVSM approved and have an operational Mode S transponder.
•
If your aircraft is not currently listed in the Approvals Data Base, complete and
send “US Operator Application for RVSM Monitoring” form to [email protected].

Put “AGHME Monitoring Application” and aircraft registration number in subject line
•
Flight plan a route through the AGHME coverage area at a flight level between
290 and 410, inclusive.
•
Ensure the flight plan provides for straight and level flight operation through the
AGHME coverage area.
–
Verify AGHME operational status prior to departure.

RVSM Monitoring Compliance Methods
Automatic Dependent Surveillance - Broadcast (ADS-B) Out
•
The FAA Separation Standards Analysis Branch (ANG-E61) is actively monitoring
aircraft having Version 2 (DO-260B) ATC transponder capability.
•
This method is used to capture aircraft geometric height with respect to the
WGS-84 datum which is used to derive altimetry system error values.
•
There are currently 634 operational ground stations within the US providing
broad coverage for equipped aircraft.
•
Capability is established and automation for operator access is under
development.

Global Positioning System-based Monitoring System (GMS)
•
The GMS is composed of the equipment and procedures to collect and process
three required data elements:

Aircraft geometric height
Pressure altitude or Mode C data
Meteorological data
•
The GPS-based Monitoring Unit (GMU) is used to collect aircraft geometric
height data onboard the monitoring flight.
•
Over 18,000 RVSM monitoring flights have been conducted since 1995 using 3
GMU generations.
•
Monitoring via GMU provides operators a flexible and cost-effective compliance
option.
•
CSSI provides RVSM GMU monitoring services and E2GMU sales.
