I-25 Rio Bravo Interchange Project Project and Control Number: A300280 Public Involvement Meeting Summary Meeting No. 1 – November 18, 2014 I-25 RIO BRAVO INTERCHANGE PROJECT (CN A300280) PUBLIC INVOLVEMENT MEETING SUMMARY – MEETING NO. 1, NOVEMBER 18, 2014 Introduction The New Mexico Department of Transportation (NMDOT) in cooperation with the Federal Highway Administration (FHWA) held the first public information meeting for the I-25 Rio Bravo Interchange Project on Thursday, November 18, 2014 at 6:00pm. The meeting was held at the Mountain View Community Center, 201 Prosperity Ave. in Bernalillo County, NM. This document summarizes the organization of the meeting and comments received. The meeting agenda included: Welcome and Introductions Project Programming Project Background, History, and Location Project Purpose and Need Project Study Process New Interchange Alternatives Project Schedule Project Website Discussion/Questions/Comments In addition to the agenda items above, participants had the opportunity to ask questions directly to the project team during the open house session. Display boards of the conceptual alternatives and evaluations were made available for review during the open house session and throughout the presentation. Overview Notification of the public meeting occurred through the following methods (copies of the original documents are in Appendix A.): A newspaper advertisement was published in The Albuquerque Journal as well as electronically on the South Valley Ink community news web page on Tuesday, November 4th. A translated Spanish language advertisement was published in the monthly Spanish Newspaper El Semanario News on Thursday, October 30th. Two double-sided, A-frame signs were posted at heavy traffic locations near the project area; one near the vehicle parking entrance for the Mountain View Community Center on Prosperity Road, and the other on the pedestrian platform for the South Valley Station of the New Mexico Rail Runner Express. Posted at major community sites including the Mountain View, Westside, and Los Padillas community centers, South Valley Library, Rio Bravo Senior Meal Site, YDI South Valley Head Start, CNM South Valley Campus, and the Rio Grande Fitness Center. Fifty-Nine (59) people signed in at the registration table. Representatives from the project team, including the NMDOT, were also present. The meeting format included an open house session where individuals could review display materials and talk to the project team representatives followed by a 40 minute presentation by the project team. All meeting attendees were provided a handout with copies of the presentation slides, and a returnaddressed comment form. A copy of this handout is attached as Appendix B. Comments Comments about the project were compiled using several methods: Electronic notes of all verbal questions and comments made at the meeting were recorded by a project team member and displayed on the projector screen at the front of the meeting room. Comment forms: forms attached to the handout were distributed to all attendees and returnaddressed to be either left in a comment box at the meeting or mailed to the project team. Area map comments: A large-scale map of the project area was made available for meeting attendees to write directly on with comments and concerns. Mail, email or phone: contact information for project team members was provided during the presentation and on the comment form for future comments. All comments were requested to be returned by December 5, 2014. Questions and Comments Recorded Electronically during the meeting: Bob Foreman: here since mid 70s. Anything in interim to help with turn under bridge, Rio Bravo North? It’ll take 3-4 yrs for construction on the new intersection and the problem is present now. Is the amount of money currently secured sufficient to complete the project? o Response: We don’t know yet. Will know in the next few months. We believe all three alternatives will be affordable. Claudio Gonzales. How well do models address vehicles traveling up Rio Bravo? Trucks should equal 27 vehicles. Develop alternative routes before you start construction on the interchange. There will be 18 months of hell during construction. Six lanes from Broadway all the way back to Atrisco Heritage High School? No way! We need to maintain rural area and farmlands. Farmland/acequia are huge sources of water for ABQ. I like a hybrid option. Elevate University and put part of hybrid under that road. Create a greater radius with a little more speed. Trucks will take two lanes because they are big. o Response: We’ll look at grades and truck climbing lanes 2 | PAGE I-25 RIO BRAVO INTERCHANGE PROJECT (CN A300280) PUBLIC INVOLVEMENT MEETING SUMMARY – MEETING NO. 1, NOVEMBER 18, 2014 I have Three vehicles, I drive as much as anyone. I go through the intersection 2-6 times per day. We should have infrastructure as good as anywhere. Another problem: Global warming. This rearranges the deck chairs on the Titanic. No more money into roads, put it all into public transportation. Reject all alternatives and put it into public transit. Can’t continue to burn fossil fuels. Reject the whole thing. Who OK’d the current construction for City’s project? Other areas have better intersections with fewer cars. Attended northern NM conference with a presentation on diverging diamond on I-25. o Response: This alternative was ruled out due to proximity to University Blvd. Particularly the N-bound off ramp would have no way to make a left turn at University. Have the 3 alternatives considered here considered the Sunport Extension? o Response: Interstate Access Change Request (IACR) provides analysis of how an interchange works relative to other interchanges adjacent to it, which in this case includes Sunport. We still need to do the IACR study. We think it will work fine. 1.7 miles between overpasses Talk of interchange for Mesa Del Sol. What is the status of that? o Response: Still in long-range plan (MTP). The MTP looks 25 years out and Mesa del Sol is in the plan. No funding has been identified, however. If you travel down I-25 to NM 47 interchange and there is a back up, there is no real option for trucks. Semi-trucks barely fit in the turnaround lane to go back northbound. That could be developed better and provide an option for trucks o Response: We’ve looked at that in some studies. No project is planned for the location at this time. This will likely be addressed in the future though. It is obvious this meeting is for what is coming in future. Every person is here because of the current situation. Are we talking to the wrong people to address the current situation? If so, who do we talk to get something done now? There are safety concerns. o Response: We have identified current safety issues. We also want to the ask public for anything we missed. The Government has a process for funding these issues. A quick fix will not resolve the issues in the long term. People would not like a temporary fix that gets re-done in 2-3 years. This project is as big as Paseo del Norte. It is a high density important interchange so the characteristics are pretty similar. It has the same type of traffic but this location has more trucks and more constraints. It takes time to address these issues. This is not what you want to hear but I want to explain our process. We’ll come back in few months with a detailed analysis of the three alternatives. We will have a computer rendering with cars and trucks. Traffic in this analysis is a 20-yr projection of traffic. We take today’s interchange with current traffic and future traffic and see how it backs up. We will put the new design in an analysis with today’s traffic and a 20-yr projection. We appreciate your concern. Please specify the concerns apparent today. The process takes 18 months. We have to complete this process in order to get federal funding. We will come back during final design to present additional project details. 3 | PAGE I-25 RIO BRAVO INTERCHANGE PROJECT (CN A300280) PUBLIC INVOLVEMENT MEETING SUMMARY – MEETING NO. 1, NOVEMBER 18, 2014 You said traffic backs up to Broadway? It backs up past Broadway. o Response: The model will likely show that. The model will show how far the backup goes. The interchange is currently failing due to traffic level today. If not fixed, in the future things will not get better. o Response: For the model, we will include existing Rio Bravo conditions and then add 20 years for the future traffic volumes. Will the 20 year model include the new interchange at Bobby Foster and Mesa Del Sol and Sunport? o Response: Yes it will include Mesa del Sol and Sunport. We have to for the IACR. The model looks at interchanges north and south of project area We’re now just getting over intersection construction at Isleta/Rio Bravo. The alternatives are 2-lane roads in the area and too difficult to travel. What are plans for alternative routes during construction? o Response: We will have a traffic control during construction. Routes will be available but we will get there when we have a preferred alternative. So right now there is no plan? How will we get from South Valley onto the freeway? o Response: We can’t answer that question right now. This is developed at a later phase of design. We will incorporate construction activities late at night, and inform the public (twitter, facebook, website, etc). We will try not to have as much construction activity during heavy traffic periods of the day. Traffic flow during construction is a factor in our alternative analysis process. Alternatives with lesser impacts will be considered as the analysis advances. o Response: Priscilla: I was a south valley resident. The number of river crossings is limited and new ones won’t be created unless you petition for them. We understand heartaches of construction and we will put the word out through social media and apps. These are not developed yet but we are in the process. We are working on the website right now. We will be available however you want to get ahold of us. We’ll make a priority to get the word out. We will give you route alternatives during construction. You should open the Sunport extension first to help with alternative routes o Response: The County is still revising the EA which has not yet been approved. Once FHWA answers the EA, we can advance beyond preliminary design. Consider Sunport first! You mentioned you’ll consider other options to distribute alternative routes and then use a 4-5 year old study to base this on? Be specific on which studies you use. Economic modeling is not valuable if it is based on bad assumptions. o Response: We are not using an old study. The 2040 MTP will be out this spring and we are using an advanced version of this current study. 2040 traffic projections are lower in the 2040 plan and that is what we are using. We use COG data. 4 | PAGE I-25 RIO BRAVO INTERCHANGE PROJECT (CN A300280) PUBLIC INVOLVEMENT MEETING SUMMARY – MEETING NO. 1, NOVEMBER 18, 2014 Written Comments The issues below were derived from the written comments submitted at the public meeting and from comments received via email or mail during the comment period. Global warming is a large issue. Money should be diverted from use on roadway infrastructure to investment in public transportation. The current major problem is the turn off for East-bound traffic on Rio Bravo Blvd. on to the North I-25 ramp. o It backs up often (3 comments) o There have been a lot of accidents at this current problem area o There is heavy freight traffic, which makes merging in during peak time difficult o Merge lanes do not accommodate the heavy traffic flow o A simple re-striping to extend the 2 left turn lanes back further along Rio-Bravo would buy public good will o The access restricting poles on the right side of the turn-out slow traffic and cause drivers to make even riskier moves to get on to I-25 (3 comments) The single lane exit off of I-25 Southbound to Rio Bravo west does not accommodate the heavy traffic flow, especially during concerts and events. Make sure the Isleta Amphitheatre is a stakeholder and suggest using University Blvd. as an alternative route for events during construction. When exit 220 Southbound is closed, the next available exit is 5 miles south at Isleta Pueblo. Will the project limits affect the roadway elevation at Rio Bravo & Broadway? Will the project limits address the silting and culvert capacity issues associated with the drainage crossing at Broadway? Are the businesses that brought the trucks paying anything? I agree that the modeling must include other planned intersections (Mesa del Sol and Sunport) as they will off-set traffic. Population projections that assume West-side growth are questionable. Does the interchange take into account the planned growth of Mesa del Sol and other master planned communities that access University Blvd.? Develop alternative routes within the anticipated budget. What contingency plans are in place if there is an emergency that closes the bridge crossing at the river? Please reassess traffic light timing during construction to see if flow can be improved at peak hours. 5 | PAGE I-25 RIO BRAVO INTERCHANGE PROJECT (CN A300280) PUBLIC INVOLVEMENT MEETING SUMMARY – MEETING NO. 1, NOVEMBER 18, 2014 I appreciate the multi-use path connection which will allow access under the I-25 Rio Bravo Interchange bridge by bicycle. Pete said that the connecting of the bike paths would allow access to Paseo del Bosque Trail. I did not see that on these plans. Please consider providing access to the North Diversion Channel Trail by connecting to the South Diversion trail in the South Valley. My hope is that the new trail facility connecting the University Blvd. and Rio Bravo/Chris Chavez multi-use trails will at least match the width of the existing facilities (i.e. it won’t neck down from a 10’ multi-use path to a 4’-6’ sidewalk that discourages two-way bike/pedestrian travel). Vehicle-pedestrian/bicycle conflict points should also be considered as part of the alternatives analysis. It appeared that bike lanes were recommended throughout the project site on Rio Bravo Blvd., which conforms to the 2035 MTP’s Long Range Bikeway System Map (as does the connecting multi-use trail). Public comments from Area Map o Trucks waiting for U.S. Foods Company back up Prince St. South of Rio Bravo in the morning. o East-bound Rio Bravo from Broadway to I-25 is a drag strip. Traffic from west side is trying to get to I-25 and you have people crossing three lanes. o Rio Bravo needs delineators o Could there be bike access to the north side so you can follow the diversion on bike and under I-25? o Provide and enhance Multi-use trail along Rio Bravo and south diversion and Rio Bravo crossing. o Why can’t we have access to the Valero on east bound Rio Bravo? o Extend Prince to Broadway. It will allow trucks to get to I-25 from Broadway without impeding Rio Bravo. o Replace plastic tube barrier on Rio Bravo Eastbound to NB I-25 with concrete barriers so people don’t drive over them to cut into traffic. o Provide bike lanes and generous sidewalks with planting strips on both sides of Rio Bravo. o Provide and enhance Multi-use travel along Rio Bravo through entire length of the project. o Match width of pedestrian facilities through interchange to adjoining trails (e.g. 10’) o Bike lanes within Rio Bravo Blvd? o Carry bike lanes through to University Blvd. o Ensure that the bridge is long enough to accommodate bike trail, sidewalks, and bike lanes. o Red light pressure sensor at I-25 SB exit to Rio Bravo does not work. o There is only one lane for the exit on to West-bound Rio Bravo from I-25 South. It will help stop everyone from cutting off everyone else. The revision made 2 years ago on the Rio Bravo I-25 undercrossing did no good! There are too many accidents now at the turn off for the north bound I-25 ramp at Rio Bravo. Dotted lines extend past the crossing the ramp intersection at East bound Rio Bravo. Does that mean you can turn in? Delineators are not effective.
