HEADLINE REPORT MEETING NAME Trading Disputes Committee Meeting number 218 Date of meeting 1 September 2016 Purpose of paper Information Classification Public Synopsis This report sets out the headlines and key decisions of the most recent meeting of the Trading Disputes Committee. DECISION PAPERS 1. CP1467 ‘Inclusion of site ID data within the BSCP11/07 ‘TDC Trading Dispute Findings’ form’ – 218/01 The TDC considered the proposed solution and the responses received to the CP Consultation for CP1467. The TDC: 2. a) APPROVED the proposed changes to BSCP11 for CP1467; and b) APPROVED CP1467 for implementation on 3 November 2016 as part of the November 2016 Release. Trading Dispute DA749 – 218/02 ELEXON raised Trading Dispute DA749 following a Technical Assurance Agent (TAA) visit to a Half Hourly (HH) Metering System. The TAA issued a Category 1 non-compliance having identified a phase failure. Trading Dispute DA749 is valid against all three Trading Disputes criteria. The TDC: 3. a) AGREED the end date of 15 April 2015; b) AGREED that the Trading Dispute was raised in accordance with the Dispute Deadline; c) AGREED that the materiality exceeds £3,000; d) AGREED that a Settlement Error has occurred; e) UPHELD the dispute; and f) AGREED means of rectification through a Post-Final Settlement Run. Trading Dispute DA785 – 218/03 A Supplier raised a Trading Dispute in relation to a wiring issue and a Current Transformer (CT) mismatch at a Half Hourly (HH) site. The Meter Operator Agent (MOA) and the Licenced Distribution System Operator (LDSO) rectified the fault, and the HH Data Collector (DC) corrected the affected data back to the Final Reconciliation (RF) run. ELEXON considers the Trading Dispute valid against all the Trading Dispute criteria. 3.1 The TDC: a) AGREED the end date of 22 January 2015; b) AGREED that the Trading Dispute was raised in accordance with the Dispute Deadline; TDC218 Headline Report Page 1 of 3 V1.0 © ELEXON 20166 HEADLINE REPORT 4. c) AGREED that the materiality exceeds £3,000; d) AGREED that a Settlement Error has occurred; e) UPHELD the Trading Dispute; and f) AGREED means of rectification through a Post-Final Settlement Run. Trading Dispute DA794 – 218/04 Zero data was estimated for a Half Hourly Export Meter impacting four Settlement Days at the Post-Final Settlement Run (DF). The Trading Dispute satisfies all three criteria set out for a valid Trading Dispute. Rectification will be through an Extra-Settlement Determination (ESD). The TDC: 5. a) AGREED that the Trading Dispute was raised in accordance with the Dispute Deadline; b) AGREED that the materiality exceeds £3,000; c) AGREED that a Settlement Error has occurred; d) UPHELD the Trading Dispute; e) AGREED means of rectification through an Extra-Settlement Determination; f) AGREED the methodology of the Extra-Settlement Determination calculation; and g) APPROVED the Extra-Settlement Determination to be included in Advice Notes sent on 29 September 2016 with payments due on 4 October 2016. Trading Dispute DA782 – 218/05 ELEXON raised Trading Dispute DA782 following a TAA visit to a Half Hourly Metering System. The TAA raised a Category 1 non-compliance having identified a CT ratio mismatch. ELEXON considers the Trading Dispute valid against the three Trading Dispute criteria. The TDC: 6. a) AGREED that the Trading Dispute was raised in accordance with the Dispute Deadline; b) DETERMINED to exercise discretion under Section W of the Code and grant exceptional circumstances; c) AGREED that the materiality exceeds £3,000; d) AGREED that a Settlement Error has occurred; e) UPHELD the Trading Dispute; and f) AGREED means of rectification through a Post-Final Settlement Run. Trading Dispute DA795 – 218/06 The LDSO discovered a Meter CT ratio mismatch following enquiries from the customer. The Meter was programmed to 200/5A while the CT was 100/5A, causing consumption to be over-recorded by 100%. The TDC: a) AGREED that the Trading Dispute was raised in accordance with the Dispute Deadline; b) DETERMINED to exercise discretion under Section W of the Code and grant exceptional circumstances; TDC218 Headline Report Page 2 of 3 V1.0 © ELEXON 2016 HEADLINE REPORT 7. c) AGREED that the materiality exceeds £3,000; d) AGREED that a Settlement Error has occurred; e) UPHELD the Trading Dispute; and f) AGREED means of rectification through the Post-Final Settlement Run. Trading Dispute DA798 – 218/07 Consumption data was incorrectly estimated causing Settlement to be over stated. ELEXON considers this Trading Dispute valid against the disputes criteria. The TDC: a) AGREED that the Trading Dispute was raised in accordance with the Dispute Deadline; b) DETERMINED to exercise discretion under Section W of the Code and grant exceptional circumstances; c) AGREED that the materiality exceeds £3,000; d) AGREED that a Settlement Error has occurred; e) UPHELD the Trading Dispute; and f) AGREED means of rectification through the Post-Final Settlement Run. INFORMATION PAPERS 8. EAC AA Market and GSP Group Level SEAE – 218/08 ELEXON provided information to the Trading Disputes Committee (TDC) to address the issue of Erroneous Large Estimated Annual Consumptions (EACs) /Annualised Advances (AAs) in Settlement. The TDC: 9. a) NOTED the current levels of error within the SEAE Graphs does not meet the Entry Criteria; and b) NOTED that if error does occur, ELEXON will present the findings to the TDC for decision; and c) AGREED that where ELEXON identify no error meeting the criteria set out in Appendix 1 that the paper will be for information. Overview of Open Disputes – 218/09 ELEXON provided an overview of the Trading Disputes currently open and those awaiting rectification. Of the Trading Disputes currently open, ELEXON provided details of those regarded as long outstanding or presenting a significant impact on Settlement. The TDC: a) NOTED the report.
