If you don't know when to multiply or divide to convert between units, you can memorize wether to multiply or divide. It is based upon moving from a smaller unit to a larger one, or vice versa. Another option is to make use of proportions. One side of the proportion has the conversion you are trying to make, and the other side has the basic conversion between the units.
