Westbank Pacific and Securiguard Present Fire and Life Safety Training at v The Fire Safety Plan v The Fire Safety Plan (FSP) is the document giving the mandate to the landlord to ensure the safety of individuals and the protection of property in their care. This document sets out the provided fire safety equipment as well as the expectations of the fire safety team. v Our fire panel consists of a two stage system v The 1st stage is known as the “alert” stage and will have the bells ringing intermittently 20 tones/minute (1 tone every 3 seconds) v The 2nd stage is known as the “evacuation” stage and will have the bells ringing at a rapid sequence of 45 tones/minute (3 tones then a pause every 4 seconds) v An alarm can be activated by a smoke detector, pullstation, heat detector, or a sprinkler head. v Once an alarm is activated the system enters stage one. Elevators will home to designated floors and an audible alarm (stage 1) is heard in the effected zone. If the alarm is in the tower component all fire doors will automatically close. 911 is contacted by the system. v Security will be dispatched to investigate the source of the alarm. v An announcement will be made to all staff in the building informing them of the investigation. Floor wardens should be getting their team ready to proceed. v Once the source has been checked a further announcement will be made by security over the speaker system. v If the source was deemed to be a false alarm, the alarm will be silenced and staff notified via an announcement. Elevators will be reset as soon as possible. v If the alarm is deemed to be real, an announcement will be made to evacuate the building using the nearest stairway or emergency exit. Floor wardens on each floor will take charge. Audible alarm will be placed in stage 2. v v v Alarm Signal - either conventional bell or gong Floor of Activation refers to the floor from which the alarm has been activated. Heat Detector - refers to a device for sensing an abnormally high air temperature v v Means of Egress refers to a continuous path for the escape of persons from any point in a building to a public thoroughfare or other suitable open space Smoke Detector refers to a device for sensing the presence of visible or invisible particles produced by combustion v v Staging area - refers to the safe assembly area to which occupants of tower are directed when evacuated. Crossover or refuge floors - are floors in a tower that have stairwell access doors that remain unlocked at all times and provide access to alternate stairwell if other is not useable. (Floors 6, 11, 17 & 22) v Building Response Team - refers to trained Building Operators and Security personnel which respond to alarm conditions. Their role is determine source of alarm, requirements for safe evacuation and mitigation of damage or losses. Floor Warden Assistant Floor Warden Stairwell Monitor Assistance Monitor Searcher v First Stage – Evacuation Preparation v An intermittent alarm (20 beats per minute / tone, pause, tone, pause) sounds indicating there is an alarm condition in the building. The alarm source is being investigated by the Building Response Team (BRT), and if not determined to be FALSE within FIVE MINUTES will automatically go into the next stage… v Second Stage - General Alarm v The sounding of a CONTINUOUS (45 beats per minute / tone, tone, tone, pause) alarm indicates the people hearing it are to evacuate immediately. This alarm signal will result automatically after five minutes from the time the original source of alarm is activated, OR, if the source has been determined to be REAL. The decision to evacuate the tower can be made any time after one minute from the alarm being initiated. v Using the Emergency Firephone System the floor warden will call ONLY if : v They have information to offer directly concerning the fire (location and extent for example) OR v They are reporting people unable to evacuate; the number of people and area of assembly. v In the first stage all floor team members should collect in the most central location. It is important that an A and B person be developed for coverage in the absence of the A person. v Prepare for evacuation. v Listen for any announcements or a change of status (stage 2). v In the second stage (general alarm – 45 beats per minute) evacuation is immediate therefore priority is given to ensuring the evacuation routes are safe. v Floor warden will ensure someone is assigned to each area and that all that are able bodied have evacuated, the floor warden will need to report to the fire commander in the staging area. v Searchers ensure that all staff are instructed to leave and once they have completed their area evacuate the floor as well. v A stair monitor who is well versed with the evacuation routes and crossover routes to other stairwells leads the way to the safe assembly area. v An Assistant monitor will tend to those unable to evacuate in the refuge staging area (Area near elevator). v Down the Street at Library Square (Corner of Georgia Street & Homer Street v Floor Wardens must ensure they report to the Fire Commander so that we know all staff are accounted for. v Staff must remain in the staging area until notified otherwise by security. v Look for potential hazards: v Are the routes leading to the stairs free of obstacles? Ensure even “temporary” deliveries don’t block stairwell doors. v Are exit sign lights illuminated? If lights are burnt out inform the Security Team immediately. v Watch for accumulation of garbage, paper, improperly stored flammable or combustible liquids, worn cords, overloaded electrical outlets, etc., and report same your Floor Wardens. v Report any deficiencies or hazards to the Security Team at 604-979-0600 v This training was to inform the participants of the fire safety equipment that is provided in this building.
