3rd Disaster Response Report of Typhoon Malakas

I.
Typhoon state (Data source: Central Weather Bureau)
The sea warning of typhoon Malakas was in effected on Sept. 15, 2016 23:30 and the sea and
land warnings were on Sept. 16, 2016 08:30. The eye of the storm at 10:00 today (17th) was at
24.4 Lat (N), 123.0 Lon (E), about 130 kilometers east-south-east sea of Yilan; the radius with 7
wind level was 180 km and one with 10 wind level was 60 km, moving at 15 kilometers per hour
and is now heading to north and turning to north-north-east. The maximum sustained wind near
the center was 45 meter per sec. (approx. 162 km/h.), which equaled to level 14 wind. The
transient wind was 55 meter per sec. (approx. 198 km/h.), which equaled to level 16 wind. The
estimation position tomorrow (18th) 08:00 is at 27.2 Lat (N), 123.7 Lon (E), the 330 kilometers at
northeast sea of Yilan.
The latest weather data indicated that the eye of the typhoon is now at the east-south-east sea
of Yilan and heading to the north and turning to north-north-east. The storm circle is
approaching to east part of Taiwan, north of Taichung and Nantou areas; winds and rains at
northeast and northern areas will be increasing. Lands at Yilan, Hualien, Taitung (including
Lanyu, Green Island,) Taipei City, New Taipei, Keelung, Taoyuan, Hsinchu, Miaoli, Taichung
and Nantou areas should take extra caution. Seas at southeast sea of Taiwan and northeast sea
of Taiwan and fishing boats at northern sea of Taiwan should be strictly alert. Coast areas of
east part of Taiwan (including Lanyu, Green Island) will experience strong winds and the
possibility of long wave occurrence. The activities on or nearby the sea should be paid more
attention to for the safety. During the flood tide, the low-lying areas ashore shall prevent from
flooding and seawater intrusion; coastal areas in Taiwan will have stronger wind which shall be
alert. For the effect of circulating currents in the typhoon's periphery, today (17th), the greater
Taipei mountain areas, Yilan mountain areas, Taoyuan mountain areas, Hsinchu mountain areas,
Miaoli mountain areas, Yunlin mountain areas and Chiayi mountain areas will have local or
super heavy rains; Yilan plains, Hualien area, north plain of Chiayi, Nantou area and south
mountain areas of Tainan will have the possibilities of local heavy rains. As continuous rains
for many days, take notice of landslides, falling rocks, mudslides and flash floods; coast and
low-lying areas shall be taken cautious of flooding.

Provincial HWY No. 9 (104K) at preventive closure till 17th at 12:00 (noon)
(3) Provincial HWY No. 20 189K+200 Hsinwu (from from 16th 20:00 to 17th
12:00)
3. Highway: all lines are at normal operation.
4. Tourist traffic: 198 tourists stayed at Lanyu (settled), airline recovered, they are
under transportation.
(2) Cancelled Railway Service Situation
1. High Speed Rail: all lines are at normal operation; if winds and rains are too heavy,
some shifts will be operated at lower speed or suspended.
2. TRA: North-link Line, Yilan Line. Pingxi Line and Shenao Line: suspended from
00:00 to 18:00 on 17th.
(3) Airline Traffic Suspension Situation

1. Air flight: on 17th, 17 flights of national air flight cancelled; international line, 57
flights cancelled, 9 flights delayed.
2 Sea flight: On 17th, 13 shipping lines suspended, total 93 ships:
Keelung – Matsu (Taima Star); Baisha – Huangchi (Anchi Wheel, Chisoon No. 9);
Fuao – Mawei (Kinglong Wheel); Nangan – Beigan (Chisoon No. 9); Nangan –
Tungyin (Taima Wheel); Kinmen – Wutung (Kinmen Mini-Three-Links); Kinmen –
Xijin (Kinmen Mini-Three-Links), Fukang – Green Island (Green Island Star No. 2,

Handling Situation at Kaohsiung Harbor (Data Source: Ministry of Transportation
and Communications)
1. Kaohsiung Harbor:
(1) Fu-Guan 606 and 707 have been towed away.
(2) Soon-Tien 606 and Yung-Shing-Fa 168, estimated to finish oil removing and ship
moving away works in 3 – 7 days.
(3) Taiwan International Ports Corporation Ltd and Kaohsiung City Government
assisted the boat owners to setup cable to stop oil and remove polluted oil on sea
water promptly.
2. Kinmen Harbor: Chinese cargo ship “Kuang-Tai Taizhou” stranded, without oil
leakage, no cargo, no risk of sinking, has informed Environmental Protection Bureau,
Kinmen County to pay attention to response for oil leakage. Besides, China has
dispatched Tunghai No. 113 to tow it and already arrived the spot; estimated to
discuss with related unit for subsequent responses by Maritime Port Bureau on 17th at
02:30 p.m.

VI. City and County Emergency Operations Support Situation
In response of last typhoon Meranti, Chain Saws supported to Kinmen County: dispatch
50 sets and 7 man forces to Taipei City; 20 sets to New Taipei City; 65 sets and 5 man forces to
Taichung City; 9 sets to Changhua County; 12 sets to Nantou County; 10 sets to Taoyuan City.

Taipower supported 20 man forces and related personal equipment; with total chain saws up to
166 sets, 32 man forces delivered to Kinmen by Fixed-wing Aircraft of Ministry of National
Defense on Sept. 15, 2016 at 18:52.
