Background The Liberia National Red Cross Society (LNRCS) was established through Joint Resolution of the National Legislature of Government of Liberia in 1919. In 1959, LNRCS became the 82nd member of the International Federation of Red Cross and Red Crescent Societies (IFRC). The LNRCS serves as an auxiliary to the Government of Liberia in emergency disaster response and health care delivery and has chapters in the fifteen (15) counties of Liberia and 92 branches. LNRCS four (4) core programme intervention are: Disaster Preparedness and Response Community-Based Health and Care Promotion of Fundamental Principles and International Humanitarian Law (IHL) Organizational Development In 2012, LNRCS formulated its third Strategic Plan for the period 2013 - 2017 and granted provisional approval by the National Society General Assembly. However, the provisional Strategic Plan needs critical technical revision including an in-depth country humanitarian situational analysis, development of core strategic programmes, and performance framework. The overarching objective of the consultancy is to guide the LNRCS transition from a project-based to programme approach. 2. Scope of Work Facilitate the development of research framework. Facilitate working session with LNRCS core team on the technical revision process. Conduct desk review of strategic plan and relevant secondary information and data. Facilitate 'strategic thinking' session with LNRCS Governance Board, secretariat, volunteers and partners to deepen understanding and knowledge and inform meaningful contribution to the technical revision process. Facilitate the development of a comprehensive national humanitarian situational analysis. Conduct regional consultations with fifteen (15) chapters Governance Board, secretariat, partners, volunteers and other stakeholders. Facilitate the identification of key strategic programme interventions, goals, objectives, strategies and milestones. Lead the development of SP 2017 monitoring and evaluation framework; the development of a resource mobilization plan (human and financial). Facilitate the development of Performance Framework (PF). Document experience, methodologies used and best practices. 1 Facilitate validation workshop for the revised Strategic Plan 2013 - 2017. Presentation of the revised Strategic Plan 2013 - 2017 to LNRCS Governance Board in December 2013. Develop and submit Consultancy Report. 3. Methodology Desk Study of national development documents, LNRCS documents and Red Cross Movement Strategy 2020. Regional and national Consultations. Duration The duration of the consultancy is for six (6) weeks October 25 - December 7, 2013 6. Qualification and Experience Evidence of an advanced University degree Minimum five (5) years experience in social research methodologies and strategic planning. Proven experience and track record as a National Consultant on similar tasks performed. Facilitation and coordination skills Experience in humanitarian and conflict sensitivity work.
