Matters Arising 4.1 Matters arising from the meeting held on 6 September 2012. 6.2 LH advised that the Scottish Water surface water sewer at Annbank Road Mossblown was still surcharging during periods of heavy rainfall which results in the cover coming off the manhole chamber. CMcQ advised that he could not see any short term solution to this sewer capacity problem. DS suggested that the matter should be investigated again by Scottish Water as there is a potential safety issue for road users. SMcC advised that he will pass the matter to the Scottish Water Asset Planning Team in Glasgow to seek a solution to the problem. SMcC or CMcD agreed to report back to the Ayrshire Councils / Scottish Water liaison meeting in October 2012. Update 6 December 2012 - CMcD advised that the short term solution to this problem is to install 3 vented bolted down sewer manhole covers and frames at Annbank Road, Mossblown until a more permanent solution can be found. Update 7 March 2013 - DS advised that the existing covers which are not vented have been bolted down. Photographs to be provided for CMcD. Update 6 June 2013 - DS advised that he had spoken to Fiona McInnes (Scottish Water) on 5 June 2013 and the vented covers should be installed in the near future. Update 5 September 2013 - DS advised that SRWR shows that the vented covers are planned to be installed on 18 September 2013. CMcQ 6.2 HR advised that Openreach contractor Lenco had reinstated block paved footway with concrete at London Road, Kilmarnock. Update 7 March 2013 - HR advised that the block paving reinstatement is still outstanding. Update 6 June 2013 - JTr advised that the reinstatement is still outstanding. Update 5 September 2013 - JT advised that this mater can now cleared. Clear 4.3 Matters arising from the meeting held on 7 March 2013. 5.9 JTr asked Kevin Horn (KH) to confirm if Scotland Gas Networks have any mains replacement works planned for the B743, as East Ayrshire proposes to recommence carriageway resurfacing works during the 2014/15 financial year. Update 6 June 2013 - JTr advised that KH has not yet confirmed details of any gas main replacement works on the B743. Update 5 September 2013 - AMacD agreed to provide an update for the next meeting. Page 2 of 9 AMacD AYRSHIRE ROADS AUTHORITIES AND UTILITIES COMMITTEE Draft Minutes of Meeting held on Thursday 5 September 2013 at the Citadel Leisure Centre, South Harbour Street, Ayr 6.2 SW advised that Scottish Water had not yet replaced a water main at Bridgegate Irvine which should have been undertaken before the streetscape works commenced. Update 6 June 2013 - SW advised that Scottish Water’s contractor Barhale have outstanding water main rehabilitation works which must be completed before the final phase of the streetscape works commence. Update 5 September 2013 - JG advised that the water main has been replaced. Clear 7.1 There was discussion about the importance of traffic management being undertaken correctly at road works. SP highlighted the following examples of poor traffic management McLelland Drive Kilmarnock - Scotland Gas Networks and Scottish Water working at several locations with multiple signing which was poorly set up creating conflict. SGN operatives unable to operate portable traffic signals due to limited training. Update 6 June 2013 - JTr advised that the Scotland Gas Networks and Scottish Water works have been completed. A70 Coalhall - Openreach Contractor Lenco working on roadside verge with no advance signing in place. Update 6 June 2013 No update available as SP and JT were not at the meeting. Update 5 September 2013 - JT advised that the issue had been addressed and resolved by Openreach Management. Clear 4.4 Matters arising from the meeting held on 6 June 2013. 5.1 DS advised on behalf of Dave Allen (DA) that carriageway resurfacing works are scheduled on the M77 between Kingswells and the East Renfrewshire Council boundary during July / August 2013. The diversion route will be via the A77. DA to circulate further details of the work in due course. Update 5 September 2013 - DA advised that the works will commence on 23 September 2013 for 17 nights between 20 00 hours and 06 00. There will be no works during the Glasgow Holiday Weekend ( 27 to 30 September) All Note 5.3 JD advised that Scottish Water will be carrying out a camera survey of the sewer on the A77 High Street Maybole at the Town Hall to identify a possible sewer collapse. If repair works are required this will involve a 5 day closure of the A77. The diversion route is to be agreed with South Ayrshire Council. Update 5 September 2013 - JD advised that Scottish Water had completed surveys on the sewer but no further update on any proposed works. All Note 5.5 StewW advised that the carriageway resurfacing works planned to start on 5 June 2013 at the B777 in Glengarnock (LA Ref - 1509671) has been postponed and will be re-noticed for a later start date. Update 5 September 2013 - JG advised that the works have been rescheduled for late November 2013. JG Page 3 of 9 AYRSHIRE ROADS AUTHORITIES AND UTILITIES COMMITTEE Draft Minutes of Meeting held on Thursday 5 September 2013 at the Citadel Leisure Centre, South Harbour Street, Ayr 5.6 StewW requested a completion date from Scotland Gas Networks for their works at Lomond Crescent Beith which have been ongoing since 27 September 2012 (LA Ref - 1428252). Update 5 September 2013 - AMacD advised that the works were completed on 13 June 2013. Clear 5.7 SW expressed concerns about the number of Scottish Water main relining excavations still open in Fairhaven Square, Gleneagles Avenue and Sunningdale Square Kilwinning. PB advised that these excavations could not be reinstated until relining works were completed in the Blacklands area of Kilwinning to facilitate backfeeding of the water supply. Update 5 September 2013 - CMcQ advised that the works are now complete. Clear 5.8 SW advised that the construction of a new car park at Irvine Railway Station starts on 8 July 2013 and that Scottish Water have an abandoned water main which requires to be disconnected before work starts. Update 5 September 2013 - JG advised that the works will now start during November 2013 but no response has been received from Colin Baillie of Scottish Water. JG 6.1 LE advised Openreach of bituminous reinstatements at Portland Street and Barassie Street Troon which require to be permanently reinstated with modular slabs and concrete block paving respectively. RM confirmed that he had visiting both locations and will arrange for Lenco to carry out the permanent reinstatements. (LA Refs - 1521903 and 1475730). Update 5 September 2013 - LE to check if permanent reinstatements have been completed. LE 6.4 StewW advised Openreach of 3 double carriageway covers / frames on the B880 The String Road Isle of Arran which are low and require to be reset as soon as possible. (LA Refs - 1546143, 1546157 and 1550228). Update 5 September 2013 - JG advised that the frames and covers had been reset. Clear 7.2 TT on behalf of Sandy Phillips (SP) advised of instances where BT Openreach contractors were parking vehicles on sites without consideration for road safety. Update 5 September 2013 - JT advised that the vehicle parking issue had been addressed and resolved by Openreach Management Clear 8.2 JTr advised that an EAC Roads Inspector had entered a defective apparatus notice in SRWR for Scottish Water with 7 separate items of ironwork recorded on the one notice. However Scottish Water advised that they wanted a separate SRWR notice for each item of defective apparatus reported. PB advised that this may have been requested by the Scottish Water Customer Contact Centre and he will investigate. Update 5 September 2013 - JTr advised that this matter can now be cleared. Clear Page 4 of 9 AYRSHIRE ROADS AUTHORITIES AND UTILITIES COMMITTEE Draft Minutes of Meeting held on Thursday 5 September 2013 at the Citadel Leisure Centre, South Harbour Street, Ayr 5 Works Co-ordination M77 5.1 DA advised that Balfour Beatty Connect are in Year 1 of a 4 year programme of carriageway surfacing works on the M77 and the A726 (Glasgow Southern Orbital Road). Details of the works will be discussed at future meetings. DA South West Trunk Roads 5.2 JD advised that a wall will be replaced on the A76 at New Cumnock Railway Station between 23 September and 21 October 2013. All Note 5.3 JD advised that there will be variable northbound weekday lane closures on the A77 between Dutch House Roundabout and Spittalhill for the Bogend Toll Improvement Scheme from 20 September 2013. All Note 5.4 JD advised that there will be a total overnight closure of the A77 between Dutch House Roundabout and Bellfield Interchange for the installation of the new bridge decks at Symington on 12 October 2013. Traffic will be diverted via the A71 and A78. All Note North Ayrshire Council 5.5 JG advised that there will be carriageway surfacing works under portable traffic signals / convoy working on B778 Bridgend Lane / Old Glasgow Road, Kilwinning for 2 weeks from 9 September 2013. All Note 5.6 JG advised that there will be carriageway surfacing works under convoy working on A760 Largs - Kilbirnie Road at the B784 junction for 1 week from 14 October 2013. All Note 5.7 JG advised that there will be carriageway surfacing works under convoy working on Main Street Stevenson for 4 Sundays from 6 October 2013. All Note 5.8 JG advised that there will be carriageway patching works under portable traffic signals on B777 Wardrop Street Beith at the A737 junction during week commencing 16 September 2013 for 2 days. All Note 5.9 JG advised that there will be carriageway surfacing works on Herriot Avenue Kilbirnie from 9 September 2013 for 2 weeks. All Note East Ayrshire Council 5.10 JTr advised that there are proposals to construct a new layby on the A71 at Galston Roundabout with diversions through Galston. All Note 5.12 DS advised that there will be overnight (21 00 hours to 06 00 hours) carriageway surfacing works under portable traffic signals on B743 Heathfield Road Ayr at Asda Roundabout for 4 nights during week commencing 15 September or 22 September 2013. All Note 5.13 DS advised that there will be carriageway surfacing works under a road closure on Forehill Road Ayr for 1 week from 2 September 2013. All Note Scotland Gas Networks 5.14 AMacD advised that gas mains replacement works are planned for A71 Darvel Road Newmilns starting November 2013. A site meeting is to be held to discuss the works. 6 AMacD / JTr Roads Faults / Reinstatement South Ayrshire Council 6.1 LE passed details of interim reinstatements at Duff Street Girvan (LA Ref - 1586646) to JT which have been recorded as permanent reinstatements in SRWR. JT 6.2 LE passed details of damage to the road surface adjacent to sewer at 79 Deveron Road Troon (LA Ref - 1585350) to CMcQ. CMcQ 6.3 LE passed details of a sewer collapse at 2 Dallas Road Troon (LA Ref 1582438) which has been coned off since June 2013 to CMcQ. CMcQ 6.4 LE passed details of missing tobies in the grassed area at 31 Rowan Place Troon (LA Ref - 1583259) to CMcQ. CMcQ 6.5 LE passed details of a collapsed buchan trap cover at 52 Fullarton Drive Troon (LA Ref - 1570841) to CMcQ. CMcQ 6.6 LE passed details of a loose manhole cover and frame at 1 Stable Wynd Loans (LA Ref - 1554062) to CMcQ. CMcQ 6.7 LE passed details of a missing footway toby cover and frame at 72 North Shore Road Troon which has been coned off (LA Ref - 1598584) to CMcQ. All Note 8.2 LE advised JL that defective apparatus notices were not being picked up in SRWR by Scotland Gas Networks Operational District 025. JL agreed to investigate. JL 8.3 HR advised CMcQ that Scottish Water are entering notices in SRWR for the installation of fire hydrants, water tobys etc as water bursts. An example of this is Portland Street Kilmarnock (LA Ref - 1538246). HR to email details to CMcQ for investigation. HR Page 7 of 9 AYRSHIRE ROADS AUTHORITIES AND UTILITIES COMMITTEE Draft Minutes of Meeting held on Thursday 5 September 2013 at the Citadel Leisure Centre, South Harbour Street, Ayr 8.4 DS advised that the August 2013 Scottish Road Works Register report will be circulated for information. 9 DS RAUC(Scotland) 9.1 DS gave the following update from the RAUC(Scotland) meeting held on 4 September 2013: A consultation report on the new Specification for the Reinstatement of Openings in Roads has been prepared by the Office of the Scottish Road Works Commissioner (OSRWC) to go to the Scottish Government. The release and implementation dates for the new Specification may be confirmed at the December 2013 RAUC (Scotland) meeting. All Note A sample inspection fee of £ 36 from 1 April 2014 has been agreed in principle but is subject to a three month Scottish Government consultation period and Parliamentary time being available to prepare the Statutory Instrument. All Note The 2013 HAUC UK Conference will be held on 16 October 2013 at The ICC Broad Street Birmingham. All Note The new Safety at Street Works and Road Works Code of Practice will be published on 1 October 2013 and come into force on 1October 2014. All Note East Lothian Council has been fined by the Scottish Road Works Commissioner (SRWC) for failing to keep their street gazetteer up to date. All Note The SRWC will write to all members of the Road Works Community to remind them that the correct contact details are to be recorded in SRWR works notices. All Note The HAUC UK Advice Note 2012/04 on Town Centre Redevelopment Services and Underground Apparatus was approved for use in Scotland. All Note 10 2013 National Coring Programme 10.1 DS advised that the coring undertaken by Environmental Scientifics Group (ESG) was completed in Ayrshire and the roads authorities were currently agreeing the coring results with the utilities. Both South Ayrshire and North Ayrshire have voiding in cores which have been sent to ESG for further testing. General discussion then followed about the operation of the coring contract. Page 8 of 9 All Note AYRSHIRE ROADS AUTHORITIES AND UTILITIES COMMITTEE Draft Minutes of Meeting held on Thursday 5 September 2013 at the Citadel Leisure Centre, South Harbour Street, Ayr 10.2 JTr advised that ESG had provided little information on where they would be working within each Council area and that he would write to ESG to express his dissatisfaction with the operation of the contract. JTr 11 AOCB 11.1 The 2014 Ayrshire RAUC meeting dates were agreed as follows:6 March 2014 at 14 15 hours. 5 June 2014 at 14 00 hours. 4 September 2014 at 14 00 hours. 4 December 2014 at 14 00 hours. All Note 11.2 DS advised that Angus Bodie of the Transport Scotland Team 2014 had given a presentation at the South West RAUC Meeting on 28 August 2013 about the co-ordination of transport planning and operational delivery arrangements to ensure that the major events for Homecoming Scotland 2014 such as the Commonwealth Games, the Ryder Cup and the Great War Centenary take place without any significant transport issues. DS will circulate the presentation and advised that Homecoming Scotland 2014 will be an agenda item for future meetings. All Note / DS 11.3 DS advised that the 2013 Christmas planned road works embargo will be in place from 2 December 2013 to 6 January 2014 and that a plan showing the roads affected by the embargo will be circulated.
