Frankfort Park District Men’s 12” Summer Softball League Rules and Regulations League Entry – Rosters A. The Men’s 12” Fall Softball League will play on Tuesday Nights. Game times are: 6:30, 7:30, 8:30, 9:30pm depending on total number of league teams B. Each team must have a designated Captain or Manager who shall act as the team representative at meetings and be in communication with the Athletic Supervisor. C. Managers shall be notified through the Park District Office of any league meetings that require a team representative and that will affect their entry or status in the league. D. League entry fee is R$725 and NR$775 this fee includes a $25 refundable forfeit deposit. If your team does not forfeit any games during the season this money will be refunded to you. Please note: Your team must have over 50% Frankfort residents on your roster to be considered for Resident rate E. Rosters MUST be submitted no later than second week of the season; however the roster must be signed by every individual player before participation in the first game. F. All players must be 18 years of age or older to participate in the league and no player may participate on more than one team per night. G. Rosters are limited to a maximum of twenty players. Players may be added to a team at the League Directors discretion. Schedule A. League play will consist of a 14 or 15 game season for each team (depends on amount of teams). Top 4 teams will play in the post season tournament. Make-up games will be scheduled by the Athletic Supervisor using alternate nights. B. Regularly scheduled games will be played at Commissioners Park, Field 2. Make up games will be made up on an alternate night following the week of the cancelation. Inclement Weather A. In the event of threatening or inclement weather during the day managers should call the Frankfort Park District field condition hotline at 630-684-4250 any time after 4:00 p.m. The recorded message will inform you on game status. If the first game is rained out the entire night is rained out. Managers may also check the Frankfort Park District Website under the Softball League Information. B. If the fields are playable prior to game time teams must show up to play. Field conditions are then subject to the umpire’s judgment. Forfeit – Safeguard A. At the scheduled game time if a team cannot field the minimum of nine roster players to start the game then that team shall forfeit to the opposing team by a score of 7-0. B. If both scheduled teams fail to field a team after the grace period then both teams shall forfeit with a score of 0-0 and both teams will receive a loss. C. If a team forfeits any regular season or playoff game they will lose their $25 forfeit fee refund to the Frankfort Park District. D. If a team forfeits more than two games in a season that team could be removed from further participation in league and tournament play and each opponent scheduled to play that team will receive a 7-0 win for that game. E. Safeguard Rule: Any player ejected from a game because of harassment, abusive language, or demonstrative actions toward a player, spectator or umpire could be suspended for his teams next scheduled game. If a player is ejected for a second time then he will be removed from the team’s roster and may no longer participate in league or tournament play. Standings – Tournament A. Regular season standings and champion will be decided on by the team’s win/loss record. If two teams have the same win/loss record then head-to-head competition is used to determine the winner. If the two teams split in their head-to-head competition then the team with the biggest run differential head-to-head will be the winner. If still tied, then the team who gave up the least amount of runs throughout the season will be the winner. Awards A. 1st and 2nd place cash prize will be awarded at the conclusion of the post season tournament B. A Championship trophy will also be awarded to the first place team. Rules and Regulations A. Protests: A $25 fee must accompany any protest filed on the appropriate protest form complete with essential facts for the protests. All protest rulings by the rules committee are final and the protest may not be appealed for further action. B. Batters will enter the batter’s box with a one ball one strike count and foul balls will be counted as strikes (i.e.: Two foul balls in the same at bat will be a strikeout). C. There will be a sixty-minute time limit for all regular season games. D. Games will be played as scheduled. There is NO grace period-game time is forfeit time. All games will be played in 7 innings or one hour, whichever comes first. A new inning may not begin after the time limit has passed. The umpire is the official time keeper. In case of a tie, at the end of 7 innings or onehour time limit the game will automatically be played as if it was in extra innings. The tie will be played up to 3 full innings. If after that game is still tied, it will be recorded as a tie. E. Metal cleats are not allowed. Any individual caught wearing metal cleats must change shoes to continue playing. F. A runner may slide into any base; however any intentional collisions will result in an out for the runner and possible ejection from the game. G. No leading off or stealing is allowed. Base runners may not leave the base until the pitch crosses home plate. H. A courtesy runner may be allowed for an injured player. The person making the previous out can be used as the runner. I. No bunting is allowed. J. A run rule will apply and the game will be declared over when one team is leading by 15 runs after 3 innings, 12 runs after 4 innings, or 10 runs after 5 innings. K. Teams will be allowed to use two extra hitters (E.H.) in the batting order. L. Pitching: One of the pitchers feet must remain in contact with the pitching rubber until the ball is released. Pitching arc will stay between a six-foot minimum and a ten-foot maximum. Pitchers must pitch underhand. M. Managers must keep game records and scores must be put into the drop box directly behind home plate right after the completion of their game. The winning team is responsible for getting the Umpires Signature and placing the sheet in Drop Box. N. Ground rules should be addressed by the umpires and both team managers prior to the start of each game. O. The most current N.S.A. rulebook will be used to govern play. Should a discrepancy arise between the “Park District Rules” (other than the modifications specifically sited) and the N.S.A. rulebook, the N.S.A. interpretation will be used. P. Any rule or regulation is subject to change at the discretion of the Frankfort Park District Staff including the Athletic Supervisor administering the program, the programs on site supervisor and umpires. Q. Teams will be allowed to play with nine players but they will take an out for the 10th batting position. If the 10th player shows up after the game has begun the team is allowed to place him in the line-up batting 10th position. Teams playing a short handed team will not be allowed to walk the 9th batter and take the 10th position out with two outs. If the 9th batter is walked then there is no 10th position out and the 1st batter is up. With less than two outs the 9th batter can walk and the short-handed team must take the 10th position out. R. Teams are allowed 3 Home Runs per Game. Any subsequent Home Run will result in an Out!! Player – Team- Spectator Conduct A. Drugs, Alcohol and the use of tobacco products are prohibited on all Frankfort Park District Property. B. PROFANITY RULE: If a player directs profanity at an umpire, opposing player/coach, or spectator during a game, the penalty shall be as follows: a. First Offense: If batting, his team will be charged with an out. If in the field, the first batter in the following inning will be automatically out. b. Second Offense: The above will apply, along with an automatic game ejection FOR that player. C. Any player participating in any physical conduct/fighting with another player, umpire, Park District employee, or spectator before, during, or after a game will be indefinitely suspended from Park District league play and suspended from any NSA softball games for a minimum of one calendar year; possible civil action. Team will be fined $25, which must be paid before next scheduled game. Failure to do so will result in forfeit in league standings. D. Players ejected from a game (for any reason) must leave the Park immediately, are suspended for the next league game, and must pay a $25 reinstatement fee before being allowed to play again. Players ejected two times in the same season are suspended for the remainder of the season, including the playoffs. If a player ejection causes a team to have less than 9 eligible players on the field, the game will be forfeited and that team must pay a $25 forfeit fee prior to qualifying for any post-season playoff. E. Teams may not replace a suspended/disqualified player on their roster. F. For safety reasons, spectators must watch from the viewing area only. Children must be supervised at all times! Unsupervised children and their guardian will be asked to leave the park. Players are not allowed to play and supervise children at the same time. G. The Recreation Supervisor has the right to disqualify any player or team from league play due to unsportsmanlike conduct with no league refund.
