A Message from the Executive Director and Board Chair
Our Mission: “Ensure the Success of Youth”
Last September, Katie (name changed) was “horribly depressed” and says although she was trying,
nothing in her life was going right. Now, with the support of LAYSB counseling, LAYSB’s chemical awareness
program, and an LAYSB adult mentor, Katie is actively pursuing career options, shadowing professionals in
the field she’s interested in, and feeling very positive and happy about her future.
Our programs and services stem from evidence based research that tells us that if youth have at least
one supportive relationship with a positive role model, meaningful opportunities for involvement in their
communities, and access to challenging and engaging learning experiences, they will grow into adults
who are able to care for themselves, care for others and contribute to their world in positive ways. Katie is
well on her way. In the following few pages, you will read more stories and comments, and see pictures that
demonstrate how these beliefs and values translate into positive, life-changing results for our clients and
the entire community.
By working together, we can continue to strengthen our community and change lives for the better.

Client Year in Review Highlights
In 2010, LAYSB worked with 1,949 youth, family members and volunteers:
• 430 first-time and low-level youth offenders completed the Community Justice Program
• 174 at-risk youth and their families were provided counseling intervention and support
• 410 children and youth participated in teen enrichment/leadership services
• 797 families in our communities received

A Circle Story
One winter evening a group of young
men decided to have some “fun” and smash
mailboxes around their community.
“We were bored and wanted something to
do,” said one youth.
The property damages totaled in the
thousands and the local police were faced
with a tough decision. If they sent the youth
to court, they would likely face felony level
charges. If they sent them through a direct
diversion to Lakes Area Youth Service Bureau
they might be able to avoid the life changing
affects that a felony charge would have on
their future.
The police department chose to give the
youth a second chance and send them to
LAYSB for processing.
Along with restitution and community
service hours, it was agreed that the youth
would take part in a victim/offender
community circle. They would get the
chance to meet some of their victims face to
face.
One of the youth said, “When I first heard I
had to sit in a room with the people whose
mailboxes we smashed, I thought it was
going to be scary.”
The circle was far from scary. In a safe and
respectful environment the victims sat across
from the
youth and
their parents.
One by one
everyone
had a chance
to share.
Jim Trudeau presented Washington County
Deputy Chris Majeski with the 2009 James
Trudeau Award which is given each year to
an officer for outstanding service to youth.
“When I saw the police at my door, the first
thing I thought was that my daughter was
hurt,” said one victim.
“I was concerned my mail was lost and that
I wouldn’t be able to pay my bills. I wondered
what else could have been damaged in and
around my home,” said another.
A parent said, “I felt embarrassed and mad
that my son would treat others this way. I
questioned my parenting. I’m glad we all are
sitting here feeling uncomfortable. I hope we
can learn a good lesson.”
The mood of the circle was heavy. Parent’s
eyes were on the floor and the seriousness
of the situation was setting in. However, as
the circle went on the tone began to change.
The victims began to turn things toward the
positive:
“I commend you all for being here.”
“I know you’re all good kids. I hope you
learn from this and move forward.”
“Take pride in who you are and what
abilities you have. Live a happy life and don’t
let this decision follow you around.”
After hearing all of this, and seeing the
genuine care and concern that their victims
had for them, the youth then had a chance to
apologize.
“I am truly sorry we did this. I am 100%
positive we will never do this again. Thank
you all for coming here and allowing us to
have a second chance and turn a new page,”
said one youth.
“I didn’t think about how this would affect
you. Now I see how my decision has hurt you
and I’m sorry,” said another.
Liana Johnson was the 2009 youth recipient of the
On Behalf of Youth Award for the many leadership
and organizational skills she demonstrated as a
member of LAYSB’s Youth Advisory Board.
The circle was nearing the hour and a half
mark. Things were winding down and
nearly everything that needed to be said
had been said.
Then, in a truly culminating moment, one
of the victims said simply,
“I accept your apology.”
A collective sigh of relief spread across the
room. Eyes lifted from the floor and knowing
nods of approval from the parents marked
an acknowledgment that closure had been
found.
Victims had been heard, harm had been
repaired and everyone could move forward
in positive ways.
One of the youth summed the experience
up well,
“It worked out way better than I thought. I
was expecting to come here and get yelled
at but the victims actually just wanted us to
think about how our choices affect ourselves
and others. This could have affected our
futures in a really bad way. Thanks for giving
me another chance.”
Honorable Judge Robert Rancourt was presented
the 2009 On Behalf of Youth Award by Jim
Trudeau for his outstanding dedication and
service to youth in our community.

TEEN RECOVERY SUPPORT GROUP

Responding to the growing need for youth recovery support
services, LAYSB is providing a safe, secure, and confidential
place just for teens. It’s called “OUR PLACE” Teen Recovery
Support Group and it provides an opportunity for teens
ages 13-19 to gain insight into the process of their own
recovery and to practice their potential to live a life free of
addiction. Using a 12-step group approach, teens can share
their experiences, strength, and hope in an atmosphere of
acceptance and belonging. The meeting is facilitated by a
LAYSB staff member and is held every Tuesday evening at
6:00pm in LAYSB’s new group room.

In 1976, Lakes Area Youth Service Bureau began helping local youth and their families with intervention
support and enrichment programs. Today we serve youth and families throughout the expansive Forest
Lake School District and all of Chisago County.
The Work We Do
Healthy Relationships - within families, with positive adult role models and with peers.
Meaningful Involvement - providing powerful opportunities for youth to learn about and engage in the world around them.
Relevant Learning Opportunities – experiences youth choose to be involved in, are relevant to their interests, and are hands-on and free from judgment. High-quality learning experiences exist throughout LAYSB enrichment and intervention programming.

Parenting Education Resources (both print and online)
Intervention Services:
Utilizing a Restorative Justice model where the
victim, the offender, the offender’s family and the
community come together to provide restitution,
redirection, and support.
LAYSB incorporates evidence-based best-practice
addressing chemical use, and emotion and anger
issues. We offer group education classes addressing
tobacco awareness, chemical awareness, and trustbuilding classes for parents and teens.
We know that youth will grow into adults who
are able to care for themselves, care for others and
contribute to their world in positive ways if they have
at least one supportive relationship with a positive
role model, meaningful opportunities for involvement
in their communities, and access to challenging and
engaging learning experiences.

The Impact We Make
Relationship-related accomplishments:
• 76% of at-risk youth reported that they developed and maintained relationships with positive, caring adults through their contact with LAYSB.
• 86% of clients completing counseling reported significant improvement in relationships with family and friends.
• 84% of the youth who participated in leadership activities reported feeling respected and valued by adults for their contributions.
• 94% of clients completing community justice/diversion program demonstrated a greater understanding of how their behavior and choices affected others.
Sunrise Bassmasters contributed proceeds from
their annual Fall Fishing Tournament to LAYSB.
Involvement and membership-related accomplishments:
• 79% of participants participated on a regular basis.
• 70% of at-risk youth participants in our enrichment programs reported that they would have been home alone, unsupervised, or hanging out with friends during non-school hours had they not participated in LAYSB activities.
• 89% of the youth reported they felt a stronger connectedness to their community after participating in LAYSB programs.
Meaningful learning experiences-related accomplishments:
Youth Advisory Board members washed cars and
earned money to buy school supplies for local kids
who needed them.
• 82% of at-risk youth who completed LAYSB’s Community Justice Program had no further involvement in illegal activities.
• 84% of at-risk youth reported that they increased their decision-
making skills.
• 68% of at-risk youth and families who completed counseling reported significant improvement in the problems addressed through therapy.
• 89% of youth participating in enrichment activities reported that they learned new skills and knowledge or reinforced existing skills and knowledge.
• 93% reported that the enrichment activity was a good use of their time.
