Nomination Closing Date
Closing date for team nomination is Wednesday 2nd of July, 2014. Late nominations will only be taken at
the convenience of the competition.
All successfully nominated Clubs will be required to provide their Team Rosters by Wednesday 9th July

Nominations & Entry Fees
Affiliate Team Nominations will be available through the link provided in the nomination email and must
be completed by the Affiliate Coordinator which this correspondence was sent to due by Wednesday 2nd
of July.
To complete the nomination the Affiliate Coordinator will need the following details;
There are a number of important details that are necessary for this process to be completed;
 The Affiliate Coordinator will need to know exactly which teams your club is entering into the
competition.
 Coaches, Assistant Coach & Managers details (Name, Mobile & Email).
 Qualified Referees for each team and details (Name, Mobile & Email), plus an addition one from
your club (For Example 2 teams/3 Referees)
The individual registration process will be open on the Vawdon Cup website
(www.nswtaevents.sportingpulse.net) once the nominations have been confirmed by the NSWTA Events
Manager.

The fees for the 2014 Vawdon Cup are as follows;
 Initial Team Members Individual Registration: $62.34 per person due Wednesday 23rd of July.
 Additional Players Individual Registrations: The cost per addition will be $36.36 per person and
can only be completed between; September 8th - September 24th this is between the completion
of round 5 and prior to the commencement of round 8 of the competition. Players must be
registered 5pm the Wednesday prior to participating.

Communication
Each Club must appoint a Club Manager/Coordinator. All correspondence and dealings must be made
through the Club Manager/Coordinator. All communication with Clubs and Teams will be done with the
email address provided by the Club and Team Coordinators and NSWTA.

Men’s Open Divisions: Premier League, Division 1, Division 2 & Division 3 (Born on or before
7/8/1998 or 8/9/1998)
Women’s Open Divisions: Premier League, Division 1, Division 2 & Division 3 (Born on or before

first registration date or 8/9/2000 for the second registration date and prior to taking the field.

G Referee Nomination
The referee nomination must be completed as part of the team nomination process through the link
provided in the Clubs Vawdon Cup Nomination email from the Events Manager due by Wednesday 2nd
of July, 2014.
N.B All referees must be a Level 2 accreditation and over the age of 16 for this competition.
If the referees nomination is not completed team nominations will be rejected.
Nominated referees must be refereeing at the local Club for which they have been nominated. If a
referee is nominated by another Club and the referee doesn’t participate at the nominated Club, the
nomination will be rejected.
New South Wales Touch Association are enforcing the referee qualification and that while the rule states
the referees must be participating on your park, if a Club cannot fulfill this, then as a minimum, 75% of
the quota must be from the Club and they then must provide a plan showing how they will address their
deficiency, to which they will be given two years to satisfy
During the verification process, if a referee is unaware that they have been nominated by the Club. The
Clubs nomination will not be accepted.
Club’s utilising interstate referees to fulfil their quota requirements will need to be aware of the added
cost of $200.00 per Referee (See Clause 2.3.3) of this document.
H Individual On-Line Registration
The individual registration process will be open on the Vawdon Cup website
(www.nswtaevents.sportingpulse.net) once the nominations have been confirmed by the NSWTA Events
Manager.
The fees for the 2014 Vawdon Cup are as follows;
 Initial Team Members Individual Registration: $62.34 per person due Wednesday 23rd of July.
N.B it is a requirement that all teams register a minimum of 14 participants per team to compete
in the tournament. Late registrations will only be accepted via application in writing extenuating
circumstances. The lodgement of such an application is not an automatic acceptance of a late
registration. This will be notified in writing by the Events Manager.
 Additional Players Individual Registrations: The opportunity will exist for teams to lodge
additional players at the midway mark of the season. The cost per addition will be $36.36 per
person and can only be completed between; September 8th - September 24th this is between the
completion of round 5 and prior to the commencement of round 8 of the competition. Players
must be registered 5pm the Wednesday prior to participating.
 Refunds: Any team that registers more than 14 players and has players that have not participated
in a single match will be in consideration for a full refund of registration. This must be via written

correspondence to the Event Manager by Friday 17th October.
 All teams and Clubs that do not register the required 14 players for each team will be invoiced for
the missing players at $60.00 per player to make up to and including the 14 players required,
this invoice will need to be paid prior to the first round of the Vawdon Cup Friday 8th of August.
I
Coordinators and Team Management Briefing Video
In place of the Managers Meeting NSWTA will have an online briefing via its own YouTube channel. This
video will be available from Monday July 28 and the link for this video will be sent directly to all Affiliate
Coordinators and Team Management once it is available.
It is imperative that all Affiliate Coordinators and Team Management view the information as it is
expected that all information within is understood.
Club Coordinators please refer to and read carefully Clause 11.2 of the General Conditions.

Scoring System
Each touchdown will be awarded 1 point during all games.

Uniforms
As per Clause 4 and 14.2 of the General Conditions- All Clubs must submit for approval no later than
Wednesday 9th of July, 2014 their Vawdon Cup playing uniforms.

Referee Communication
Please refer to Clause 12.4 of the General Condition. Players, Coaches and Managers are not to approach
the referees, (only the Coach or Managers of Youth League teams are to sign the scorecards), that have
officiated at their games.
M Rules
Competition will be as per TFA 7th Edition Rules.
N.B For the 2014 Vawdon Cup the NSWTA will be trialling one rule change. That is that on the change of
position via an intercept the first touch will be a zero touch.
N Finals Series
Final series format details will be set when the team numbers are confirmed.
For the Final series formats refer to Clause 11.18.2 of the General Conditions.
O Coach Accreditation
Accreditation required for the Vawdon Cup is as follows;
Coach Premier League & Open Divisions - Level 2 Accreditation & Play by the Rules.

Seniors Divisions - Level 2 Accreditation and Play by the Rules.
Assistant Coach - Level 1 Accreditation and Play by the Rules.

Final Shot
If the game is drawn at fulltime both teams will receive Two (2) competition points. The Final Shot will
allow a team to gain One (1) extra competition point if they are victorious.
Basic concept of the Final Shot are as follows;
6 on 6 (The same players that finished the game on the field)
One possession for each team (as per existing drop off rules), starting at the centre of the halfway line.
If the team scores in the first possession, the other team must score to rescue the game for a draw If the
team fails to score in the first possession, the other team can take the game with a touchdown.
If neither team scores than the result stands as a draw.

Q Mixed Division
In 2014 NSW Touch Football has made some changes to the entry conditions that relate directly to the
Mixed division only.
Please refer to the Memorandum released 2014 Pilot Representative Events: Mixed Open Changes on
May 26th.
Key changes for the Vawdon Cup include;
 A Mixed A (Division 1) and Mixed B (Division 2) division offered
 Teams are required to have a minimum of 12 players
 The Import Player Points System is not in use for the Mixed Division. As this is a pilot season only
it may be reintroduced in 2015. As such teams should be cautious in relation to player
recruitment as the Import Points System could be reintroduced in 2015.
 Men's & Women's Players can double up in Vawdon Cup; In any game a Mixed Open team can
utilise up to two (2) Men's & two (2) Women's players, outside those who are registered Premier
League Players, from within their club to play both Mixed Open and their Men's/Women's
Games. Where possible NSWTA will create the draw to allow this to happen but it cannot be
guarantee. To clarify this is that two (2) men's and two (2) women's players are able to double up
and play two games on the one night. However this is only possible when those players have
played their Men’s/Women’s game first.
NB. This concession does not extend to the final series in Vawdon Cup. That is during the final
series a player can only participate in one division per night.
 The coaching minimum requirement is Level 1 Coach for the Mixed Open Category
 Where applicable in the Vawdon Cup, teams that do not qualify for finals may be placed into a
reaper-charge handicapped playoff style championship.

Youth League
In 2014 a Youth League will be added to the Vawdon Cup, players will need to be Under 17’s to play in
the Youth League (Born on or before 1997)
Players will need to have turned 14 before the start of each registration windows (Youth Players MUST
turn 14 prior to registration dates for the Vawdon Cup Born on or before 7/8/2000 first registration date
or before 8/9/2000 for the second registration date). That is be of 14 years of age prior to taking the
field.
Players in the Youth League will need to remember that you will still need to be 16 and over to play in the
OPEN Divisions at the 2014 Vawdon Cup. (All Open players MUST have turned 16 prior to registration
dates for the Vawdon Cup Born on or before 7/8/1998 first registration date or 8/9/1998 for the second
registration date.)

The minimum requirement for referees in the Vawdon Cup is as follows;
 Referee a minimum of 8 rounds of the competition including a minimum of one Sunday
round.
All Referees will be required to complete the online registration via the Vawdon Cup website by

If Clubs utilise interstate Referees to fulfil their quota for the Vawdon Cup as NSWTA subsidise NSW
Referees the cost per interstate Referees will be $200.00
N.B Interstate includes ACT, VIC, TAS, SA, WA, NT & QLD States & Territories

2.4.1
Team Management Nomination
All Team Management will need to complete the online registration by Wednesday 23rd of July via
the Events Website www.nswtaevents.sportingpulse.net

Incomplete Team, Coach & Referee Nominations will be advised to Clubs and only accepted when
properly completed.
Refunds
If a Club enters teams and subsequently withdraws them after the completion of the draw, the
associated registration fees will not be refunded.
2.5.1
To enable NSWTA to get the Draw and Referee appointments out at a minimum two (2) weeks prior
to the event all closing deadlines will be adhered to.
2.6
Referee Nomination
2.6.1
Clubs are required to nominate as a minimum of one (1) referee per team nominated PLUS one (1)
Extra Referee. This equates to one additional referee compared to that of teams the Club has
entered. For example a club enters two teams; their referee requirement will be three.
2.6.2
Please ensure that nominated referees are up to the standard that is required to referee games at
this Tournament. Level Two (2) touch referees accreditation as a minimum.
2.6.3
Nominated referees must be of a minimum age of Sixteen (16) year of age at the time of the Vawdon
Cup. Please note that all referees MUST have at least 12 months of practical refereeing experience
before attending the Vawdon Cup.
2.6.4
Nominated referees must be registered in the Club’s current competition for Insurance purposes and
must be regularly officiating at your Club in the current competition or previous competition.
2.6.5
Procedures will be undertaken to verify Club nominees to ensure they meet this criteria.
2.6.6
New South Wales Touch Association is enforcing the referee qualification and that while the rule
states the referees must be participating on your park, if a Club cannot fulfill this, then as a
minimum, 75% of the quota must be from the Club and they then must provide a plan showing how

A fine of $800.00 per referee will be placed on Clubs who do not supply the sufficient quota of
referees or if a referee fails to officiate at the tournament. Clubs are reminded that in 2013 with 80
teams, 110 referees were required.
NB. Once a referee has been nominated by a club they cannot then change their representation
prior or during the event.
2.6.8
All Team Management & Referees will need to complete the on-line registration process the same as
players. These are due by the date specified in the Executive Summary.

SECTION 3: REQUIREMENTS
3.1
Team Registration Form
Each participant in the competition will be required to complete their own on-line registration via
the event website as mentioned in 2.3.1.
Once clubs have been advised of a successful Team & Referee nomination by the Events Manager
they will be provided with their unique team codes which will be needed to be used to complete
this process.

Team and Club coordinators will receive their team registration forms via email prior to Friday 25th
July this will allow each club to verify the players attending for each club then pass on the
registration sheet to the Team Management these sheets will then need to be signed and
submitted to Tournament Control prior to the commencement of the Team’s first game in the
competition.
Affiliate / Tournament Enquiries
Enquiries for all teams must be made by the Affiliate Contact and/or Affiliate Executive.
All correspondence from the NSWTA will be sent to the Club Contact.
It is the responsibility of Club Contacts to ensure coaches and managers are informed of any
changes when notified by NSWTA and that they are conversant with these conditions of entry
and the General Conditions of Entry for all NSWTA Events.
Player Numbers
Teams may register an unlimited amount of players and use a maximum of fourteen (14)
players in a game. Upon protest any team found guilty of either using more than fourteen (14)
players or using an unregistered player may be liable to be disqualified.
Movement of Players between Divisions
3.4.1
Premier League Teams will nominate ten (10) players that will not be eligible to move to lower
divisions even in the case of a competition bye. N.B In extenuating circumstances Affiliates may be
given leniency on this requirement once written correspondence is received by the Events
Manager

Please note that participants can only compete in one division in any particular competition
round.

Players who move down a division MUST play Four (4) of the last five (5) games to qualify for the
semi-final series. Additionally clubs may submit an application of appeal to the NSWTA Board for
extenuating circumstances should they arise.
Mixed Division Pilot: To qualify for finals in the Mixed Open category all registered Mixed Open
players must have played a minimum of 3 games or in the case where a club has two Mixed Open
teams 4 of their last 5 games in that division.
In the case of Men's and Women's registered players, they must have played at least 6 games in
the Mixed Open team to qualify for finals.
3.5
Weekly Sign On Sheets
The official NSWTA team sheet must be filled in at the Tournament Control area.

The official NSWTA team sheet is to be Completed 15 minutes prior to the commencement of
each game, indicating the registered players (maximum 14) participating that night. Any player
moving between divisions must be noted in the “player movement section” of the official NSWTA
team sheet. If a team sheet(s) is not submitted, a request will be placed over the P.A system.
The team sheets are to be signed by the coach or manager in front of the tournament coordinator prior to the commencement of the game.
The team sheet is NOT to be taken away from the tournament control.
If a team is running late for some reason, they must contact tournament control at the relevant
venue.
Final Series
A player must have played a minimum of three (3) rounds to be eligible for the final series. Any
players not fulfilling the criteria due to extenuating circumstances must make written application
to the Events Manager for consideration.
In regards to the Mixed Divisions please refer to clause 3.4.4

Team & Club Eligibility
Clubs are to identify all new/imported players that are registered with the Club for the event they
have entered. That is they must list any player that has not played with the team at the last
NSWTA event which that Club entered. Identifying their current Club status and their home Club
(where they first played representative Touch) status.
The form is to be signed by the Club President confirming that the player/s have completed all the
requirements of being both financial and meets the conditions of 3.8.1 and 3.8.2.

The form MUST be submitted by Wednesday 9th of July, 2014.
Clubs are eligible for an import player/s to move to that Club under the following guidelines;
Clubs ranked 1st and 2nd in the State are able to ‘spend’ 40 points as long as it remains under the
allowable 100 points levy.
Clubs ranked 3rd and 4th in the state are able to ‘spend’ 50 points as long as it remains under the
allowable 100 points levy.
3.7.2
Clubs ranked outside the top four in the state are eligible to spend 180 points as long as it remains
under the allowable 180pts
Clubs ranked outside the top four in the state and have three or more teams in a division are
eligible to spend 200 points as long as it remains under the allowable 200pts. NB. Clubs in this
category cannot play more than 180pts in Premier League.

For the 2014 Vawdon Cup this clause does not apply. Please refer to clause Q for player
movement to the Mixed Divisions in 2014.

Top Four Clubs are unable to move imported players across into divisions ranked in the top four
E.g. A club’s men’s team is ranked outside the top four clubs in men’s, however their mixed team
is ranked in the top four an imported men’s player cannot participate in the mixed division,
however other home grown club players can.

3.8
Player Eligibility
Definitions
Affiliate Competition- The staging of qualification knockouts, tournaments or competitions over a
three day weekend or successive weekends does not qualify the player to meet the eligible
participant and five (5) game criteria. The minimum standard for the NSWTA is that of a weekly
competition running no less than eight (8) weeks based on one (1) round per week. Finals are
additional to this.
Country – is defined by Clubs in the Southern Suns, Hunter Western Hornets and Northern Eagles.
Eligible Participant- must be a registered, actively participating financial member with a NSWTA
Club they wish to represent having participated in a minimum, of five (5) domestic competition
games in one (1) division in the current Club competition or previous Club Competition.
Home Club Status – is determined by:

Where they first played representative touch.
or
 First senior representative touch if the player did not participate in junior representative
touch.
3.8.1
NB. Where a player’s junior Club does not have senior pathways the NSWTA will link that junior
Club to an existing local senior participating Club. As such this means that the player would go to
the linked Clubs at zero points. This is only applicable where a player played junior representative
touch for a Club that does not have senior pathways.
Import Player - is one who has come from another Club, state or country and having played
representative touch within the last three (3) years.
Incumbent – is defined as:
 Being a current participating member of a representative team until such time as that
player is replaced in that team
or
 In the case of Youth representative players, once that player is over age of their
incumbent team they will revert back to their next highest level based on the NSWTA
event age criteria I.e. year of birth.
NB. To be incumbent a player must have participated in a team and not just been a squad
member. Any player who falls into the three (3) year window but has not participated within the
last calendar year will be valued at one level below that of their last representative level in the
calendar year in which it occurs. e.g. If valuing a player for 2014, and that player did not play
representative touch in 2013, we would look to 2012, if their highest level in that year was Opens
NTL, they would be valued at Opens Club.

Long term Club status – a player who after 3 years without representing another Club will have
their points return to zero. The 3 year period will commence from the first tournament entered
and is a calendar year from January 1 to December 31. i.e. if John Smith transferred to or
commenced playing with Club XYZ at any event in 2011, he would be valued at zero points as of
the 1st January 2014.
NB. On reaching long term status it needs to be noted that this does not become or replace a
players Home Club.
Players who were playing at a Club in the 2007 transition to the points system were afforded Long
term status of that Club.
New player – any player who has not played any level of representative Touch (not including
School pathways) and that did not play with the team at the last NSWTA event which that Clubs
entered.
Point’s value – A player’s points do not escalate as their representative honours do whilst at the
same Club. That is they remain at the same value that they came to the Club with.
Representative Player – any player who has played any level of representative Touch (not
including School pathways) within the last three (3) years.
3.8.1
Residential exemption – Is only for;
 A country player who moves from one country town to another country town.
 A country player that moves from the Country to the City for educational purposes will
receive an exemption where they participate for the Club in closest proximity to their
residential address or their attending University.
Senior Player- is a representative player who participates at the 30’s division or older.
Top Four Club- is a club who in Men’s Open, Women’s Open and Mixed Open have been ranked in
the state’s top four based on the previous year’s results under the NSWTA Ranking policy.
Transfer List- To assist in managing the points system process the NSWTA will list as at December
31 each year the transfer value of a player for the following year on the NSWTA website. This
value will be determined by the highest level achieved in that year and will remain the same value
for the full calendar year regardless of any higher representative honours.
Any player who falls into the three (3) year window but has not participated within the last
calendar year will be valued at one level below that of their last representative level in the
calendar year in which it occurs. e.g. If valuing a player for 2014, and that player did not play
representative touch in 2013, we would look to 2012, if their highest level in that year was Opens
NTL, they would be valued at Opens Club.
Youth Player- is a representative player who participates at the 20’s division or younger or
participates in the NTL T- League but is under the age of 20.
3.8.2
Must be an eligible participant.
The onus to prove that a player is registered and participating in their competition is on the Club.

Upon a protest or report a Club found to be using a player that they cannot verify complies with
this condition, to the satisfaction of the NSWTA, is liable to have the team and or the player
disqualified from the tournament.
PLEASE NOTE- Current competition for each event is defined in the Conditions Of Entry for that
event.
3.8.3
Must be a registered, participating and financial member within their chosen NSWTA Club/s
having participated in a minimum, of five (5) domestic competition games in one (1) division in the
current Club competition or previous Club Competition
Clubs are to identify all new/imported players that are registered with the Club for the event they
have entered. That is they must list any player that has not played with the team at the last
NSWTA event which that Club entered. Identifying their current Club status and their home Club
(where they first played representative Touch) status.
3.8.4
NB. For any player not appearing on the “transfer list” correct point weighting must be sought
from the NSWTA. The onus is on the Club to provide full, accurate and true playing history where
requested.
The form is to be signed by the Club President confirming that the player/s have completed all the
requirements of being both financial and meets the conditions of Clause 3 of the Generic
Conditions and 3.8 of the Tournament Conditions.
Import Player Points System for Open Divisions. Outside the Top Four (4)
Subject to clause 3.7.2 the following will apply;

Each Club ranked in the top four (4), can ‘spend’ in each competition as per clause 3.7.2.
An import player carries their points until they become a long term Club player.
In each division, MO, WO and MXO, if only one team has entered an Club
is only allowed up to 100 points.
Clubs that enter more than one team in a division will have their points
increased.
3.8.5


One (1) team = 100 points, Two (2) = 120 points Three (3) = 140 points. The maximum
total points are 140. The total of imported player points in any one (1) team during any
one (1) game must not exceed 100 points.
Each Club ranked outside the top four (4), can ‘spend’ as per clause 3.7.2. An import
player carries their points until they become a long term Club player.
The total of imported player points in any one (1) team during any one (1) game must not
exceed 180 points.

NB: A player once having transferred to a Club will be able to remain with that Club, regardless if
the number of teams at that Club drop and is therefore over allowed point’s threshold. Should
this be the case and the Club is over their points limit, they will not be entitled to further imports
until such times as they are below the required limit for their Club.
The Points System will not be applied to Senior Divisions
3.8.6
The ‘import’ player must still abide by the eligibility clause of being registered and participating at
the Club that they wish to represent
3.8.7
All players are listed by NSWTA with their current Club status and their ‘home Club status’.
NB players who reside outside NSW and participate for a non NSWTA region cannot qualify for
home grown status.
3.8.8
A player can return to their ‘home Club’ or ‘long term’ Club at any time without penalty against
the import player points system. That is at zero points.
3.8.9
As per 3.8.1 after three (3) years at a Club they become a long term player and have their points
return to zero.
The Draft will be undertaken in the following manner.
3.8.10
 Clubs will need to nominate for the draft by June 1st each year. Failure to nominate will
see the Club ineligible to participate in the draft.
 All players wishing to be placed in the draft will need to do so by July 1st each year.
 Drawing positions for the draft will be determined by the NSWTA ranking system, with the
lowest ranked team having the first pick and proceeding up the line to the highest ranked
team.
Once drafted a player may remain with that Club and their point’s value added. As such that Club
would not be eligible for any further imports until such time as their points total was under the
points levy applicable.
3.8.11
A home grown Country player may return to participate for his/her home Club at zero points, as
long as they are registered and participating in a NSWTA Club competition. Country based players
whom relocate from one country town to another may be given a residential exemption

 Does not meet the qualification but is granted permission by the NSWTA to participate
They will be permitted to enter a NSWTA draft.

If a player from a Southern Suns, Hunter Western Hornets of Northern Eagles region
wants to play at the Vawdon Cup, they can be placed into a team within the Vawdon Cup
or be placed into the Player Draft.
This form MUST be sent to NSWTA by Wednesday 23rd of July, 2014.
3.8.13
Where any Club Member registers for the Player Draft the following will apply:Players wishing to register for the Draft MUST have their nomination received by Wednesday 23rd
of July, 2014.
All Clubs/teams in the nominated division will be contacted via email to express interest in the
player.
3.8.14
Once received a determination will be made on which Club the player can participate for. Should a
player refuse to participate for Club they have been selected for, they will not be able to
participate in the event.

Note: They will not be placed in a team deemed to be a top Four (4) team. Unless no other team
requests a player. Where possible country based players will receive preference that players have
the opportunity to be picked by teams from within their own Region.
3.8.15
Where a Club has chosen to not send teams in certain divisions, then they must assist players
looking to participate to lodge an application to enter the draft. This provides access for
participation for members who are willing to reach another team to participate for. In this case
the only way that a Club can stop a participant accessing the draft is for financial liabilities, being
under suspension or an issue of not being a current Club member of a local Club. Players in this
case can come to NSWTA directly for clarification.
3.8.16
No interstate players are eligible to participate in NSWTA tournaments. Consideration may be
given to players from developing states to enter the players draft on written application to the
NSWTA. This must be received by the Wednesday 23rd of July, 2014.
3.8.17
Please Note: The player clearance forms are no longer required under this system as the onus is
on the Club to provide a Statutory declaration that the players meet all the requirements as well
as notifying NSWTA of any players under suspension or are un-financial. Clubs for their own
protection should contact the player’s previous Club to ensure the player is eligible.
3.8.18
Any new Club whom is granted application to join the NSWTA must abide by the New Club
representative transfer rule. That is any player/coach or referee that is deemed by the NSWTA to
be an incumbent representative of an existing NSWTA Club will not be able to transfer to
represent the new Club until the completion of the full season one or full season two and having
met the participation eligibility clause relevant to the NSWTA event. The Board will determine, on
each application, as to if season one or season two applies.
3.8.19
Season one (1) concludes on June 30 of each year and Season two (2) concludes on December 31
each year.
3.8.20
Any Club conducting a competition not registered with NSWTA contravenes this section. Any Club
being declared un-financial contravenes this section. Any Coach/Manager/Player etc. who
participates in any Touch Competition not Affiliated with NSWTA or Touch Football Australia will
be Ineligible to participate in the Vawdon Cup.
3.8.21
Any individual being declared un-financial is not eligible to enter NSWTA events.
Any Club being declared un-financial with the NSWTA is not eligible to enter NSWTA events.
3.8.22
Any Club conducting a competition not registered with NSWTA is not eligible to enter NSWTA
events. A Club must register all competitions they conduct.

"IF A PLAYER, REFEREE, OFFICIAL ETC. PARTICIPATES IN AN UNAFFILIATED COMPETITION,

TO PARTICIPATE IN A NSWTA OR TFA TOURNAMENT FOR A PERIOD OF 12 MONTHS".

A Statutory Declaration that all players qualify under the tournament conditions to participate in
the event must be submitted to NSWTA by Wednesday 9th of July, 2014.
Coaches/Managers Eligibility
Coaches and Managers are not eligible to participate and represent the Club unless they comply
with the following: -

They must participate and be registered with the NSWTA Club they represent, in the Current
Competition or previous competition.
In extenuating circumstance the Coach or Manager may seek dispensation by placing their request
in writing to the NSWTA prior to the Tournament by Wednesday 2nd of July 2014.

Accreditation required for the Vawdon Cup are as follows;
Coach Premier League & Open Divisions – Level 2 Accreditation and Play by the Rules.
Coach Senior Divisions – Level 2 Accreditation and Play by the Rules
Assistant Coach – Level 1 Accreditation and Play by the Rules

section on the Website, Click on Child Protection and Harassment & Discrimination, both these
sections will need to be completed. After completion of the course you can print off the
certificates required for verification.

SECTION 4: UNIFORMS
4.1.1
All uniforms being considered by Clubs are to be submitted to NSWTA for approval prior to
ordering to ensure no clashes with registered uniforms. The NSWTA reserves the right to reject
designs. Any usage of the NSW Touch Football brand on uniforms must be approved prior to
placement on any designs.
Please remember that predominantly white shirts are not allowed (This is to avoid confusion with
the Referees) All new or changed designs must be registered for approval by Wednesday 9th July,
2014. If a design was rejected the Club will need to submit a new design.
SECTION 5: WORKING WITH CHILDREN
5.1
Member Protection Forms (MPF)
In order for NSWTA to fulfil Legal obligations, it is a requirement of all personal who will be
working with children at an event under the control of NSWTA to: 

Complete a Member Protection Form (MPF) and/or
Consent to the Working with Children Check
All Coaches, Managers and Officials, with players under the age of 18 years must complete a
Member Protection Form (MPF).
All Referees nominated must complete the Member Protection Form (MPF)
Any Coach, Manager, Official or Referee who has completed and submitted a MPF at a NSWTA
event during 2014, will not need to complete a new MPF form.
5.1.1
Any Coach, Managers, Officials or Referees who has not completed and submitted a MPF at a
NSWTA event during 2014, will need to complete a new MPF form.
All MPF forms must be received by NSWTA with the Team Nomination Sheet by the Managers
Meeting, to allow NSWTA the time required for these forms to be processed.
Any person who has been issued with a clearance number by the NSW Government under the
new legislation enacted from July 1 2013, need to supply their workers or volunteer clearance
number to the NSWTA.
Any person not screened and passed prior to the tournament is not permitted to perform work as
a volunteer for any organisation at a NSWTA Event where they will be in contact with Children.
Under the new legislation changes to this process will occur from January 1 2015. The NSWTA will
fully outline for affiliates what needs to occur at the 2014 State Conference. The relevant

5.2
Guardianship
In some instances persons under the age of 18 will be in attendance at NSWTA events. In
understanding our expectations around your role and responsibilities we provide Clubs some
additional information related to legal guardianship.
This communication contains general advice only and does not take into account individual

only to offer some additional information on this particular area and individual research and
advice should be sort for your personal circumstance.
Guardians - A guardianship is a legal right given to a person to be responsible for the food, health
care, housing, and other necessities of a person deemed fully or partially incapable of providing
these necessities for himself or herself.

What Are a Guardian's Duties?
The guardian makes decisions about how the person lives, including their residence, health care,
food, and social activity. The guardian is intended to monitor the person, to make sure that the
person lives in the most appropriate, least restrictive environment possible, with appropriate

Communication with the Parents - Ensure you are informed of any medical concerns, including
food allergies. In addition, you'll need to agree on things like sleeping arrangements, the
administration of over-the-counter medications, and procedures for contacting the parents in an
emergency.

Supervision of Under Age Participants
Clubs are responsible for the direct supervision of any player or official who is under the age of 18
years. All steps should be under taken by a Club to protect these person’s from all forms of
harassment. This includes ensuring that:
 These minors must be made fully aware of the NSWTA Code of Conduct.
 All Officials comply with the Relevant Child Protection laws.
 That when travelling to, during and from the Tournament all care is taken to supervise
minors.

SECTION 6: EVENT OPERATIONS
6.1
Maximum Number of Teams Entered
6.1.1
Whilst all divisions will have a promotion and relegation system. Clubs outside the Premier League
would still be allowed to nominate a team into the Premier League if it could be demonstrated
that they were capable of being competitive in the League.
6.1.2
Also if a Club has two teams in a division, it will be necessary that the additional team wear a
different uniform when playing against their primary team. It is the responsibility of the Clubs to
ensure a different playing strip is available and worn
6.1.3
If two (2) teams are entered the stronger of the teams will be known as Team No. 1 and the other
will be known as Team No. 2. This will be determined by the New South Wales Touch Association.
6.1.4
Only one (1) Team per division will be eligible to earn points in the Club Championship whichever
of the two entries finishes higher will be considered for Championship Points.
6.2

channel. This video will be available from Monday July 28 and the link for this video will be sent
directly to all Affiliate Coordinators and Team Management once it is available.

It is imperative that all Affiliate Coordinators and Team Management view the information as it is
expected that all information within is understood.
Club Coordinators please refer to and read carefully Clause 11.2 of the General Conditions.

No responsibility will be taken for any actions undertaken by Team Managers who do view the
online briefing. Any questions out of this briefing should be directed to the Events Manager.
Discipline
6.4.1
It is the responsibility of each Club to ensure that all their players, officials and teams behave in
accordance with the NSWTA Code of Behaviour that was agreed to when registering for the
event.
6.4.2
On any written complaint being made to the Event Manager, Sport Manager, General Manager or
NSWTA Board, of Conduct prejudicial to the interests or welfare of the Association, its
Administration or the game of Touch on the part of any Member of the Association, the Board
shall have the power to deal with such complaint and in the exercise of the power hereby
conferred may disqualify, suspend, fine or otherwise deal with any person or body they find to
have been guilty of such conduct.
6.5

game), will also receive an Automatic one (1) match suspension. Every subsequent period of time
will receive an automatic one (1) match suspension
Due to the length and style of the Vawdon Cup competition a five (5) match window will be in
operation for repeat Period of Times. That is should a player receive a Period of Time and not reoffend for the next five (5) matches he/she plays in the first Period of Time will lapse. As such the
automatic one (1) match suspension will occur if the two Periods of Time occur within the five (5)
match window.
For a player who receives a 2nd period of time within the 5 match window and is to serve a 1
match suspension, this will be served in line with the division from which they received the second
period of time.
6.6.3
A player who is dismissed for two “period of times” in the one game will be dealt with in the
following way.
Should the referee deem that both sin bins are not of a nature to warrant further suspension, the

player on the second offence will be sent to the end of the field for the remainder of the game.
NO FURTHER action will take place. Should the referee deemed the combined incidents serious
enough, the player on the second offence will be sent from the field of play. In this instance the
player will receive an automatic one (1) match suspension.
6.6.4
NB. A one (1) or two (2) match suspension is to be served on the following one (1) or two (2)
games in which the team actually plays. Byes do not count as a game played. A team that wins
by a forfeit will count, however a team losing by forfeit, will not.
6.6.5
A period of time applied to a player for a team offence will not be registered against an individual.
6.6.6
Also in relation players not moving forward of the line. The referee will warn the team to move
forward. If they do not he/she will be penalise. If they again do not move forward, the referee will
remove a player from the field to the junction of the sideline and the five metre line. The player
will be able to return to the field of play once his/her team has possession. Players appearing to
march up and down on the spot will NOT be deemed by the referee to be moving forward. All
participants need to recognise that this is not a “period of time” and will not be recorded on the
referees card
6.6.7
The replacement rule that applies in the Mixed division when a male player is sent for a “Period of
Time”. Please be advised that if a male player is sent for a Period of Time, your team will remain
one (1) male player down until his return.
That is Coaches cannot substitute a Female player with a Male player while that Male player
remains in the bin for his Period of Time.
6.7
Player Boxes
The only personal allowed in the Player Boxes will be the fourteen (14) players participating in the
game the Coach, Assistant Coach and Manager that are nominated on the Registration Sheet.
That is a maximum of seventeen (17) people (This includes those players partaking on the field).
Authorisation from NSWTA tournament control must be gained for any other person(s) to be in
the sub box area. In the Velodrome, players are to remain in the Sub Boxes area Players are to
keep off the grassed areas.
6.7.1
N.B Any player found to have left the sub box to become involved in a melee, brawl or fight may
be dealt with in the following way. If in the referees view a player/s or official/s leaving the sub
box engages in illegal play that would under normal circumstance of general game play warrant
being sent off, they should do so. This will incur a minimum four (4) match suspension on top of
any further suspension handed down by the judiciary.
If in the referees view a player/s or official/s leaving the sub box engages in activities that would
not under normal circumstance of general game play warrant being sent off, they should:
o Record the number of the player/s leaving the sub box to become involved in a melee or brawl

or fight,
o Advise the captain that they will report those players to NSWTA
o File a report at the end of the game noting those players for the NSWTA then to take action
against.
The action of leaving the sub box to become involved in a melee or brawl or fight will be an
automatic 4 match suspension.
Coaching Positions: The only people that are allowed behind the score line are the coach or
assistant coach or manager. They must remain a minimum of 5 metres from the dead ball line. A
coach may position themselves at the end of a field. If they are at the end of the field they must
remain at least five metres behind the dead ball line. Where a fence, spectator line or advertising
signage prevents this they must remain behind the fence or advertising signage.
6.7.2
Any coaching/management staff at the end of a playing field cannot issue any verbal or physical
commands directly to the team they are observing and can only communicate to the team or
other coaching/management staff in the interchange area by returning to the interchange area or
by use of electronic communication equipment.
Any person found to be disregarding this tournament rule will be asked to return to the
interchange area. Coaches are reminded that they are under the jurisdiction of the Tournament
Conditions and the referee regardless of being either in the interchange area or at the end of the
field.
Failure to comply with this will result in individuals being asked to leave the venue for the
duration of the game and may result in further action..
6.8
Disciplinary Hearing
6.8.1
All players sent from the field for the remainder of the game may be required to appear before a
NSWTA Disciplinary Hearing. All referee reports submitted on the incident will be forwarded to
the General Manager or their nominee to be graded as per the NSWTA Disciplinary Suspension
Policy no later than 12noon the Monday following the game the incident occurred in. All NSWTA
events are governed by the Disciplinary Suspension Policy of NSWTA.
6.8.2
Any Player, Official or other Member of a Club who is the subject of a complaint or report in
accordance with Clause 13 of the NSWTA Constitution, or breaches of either the NSWTA Member
protection Policy and or NSWTA Disciplinary Suspension Policy may be required to appear before
a NSWTA Disciplinary Hearing.
6.8.3
Disciplinary and Judiciary hearings will be conducted at the earliest possible convenience at
NSWTA headquarters Canterbury Velodrome, Earlwood. Hearings are conducted under the TFA
Disciplinary Regulations

6.9
Forfeits
Due to the heavy schedule at the Vawdon Cup, games must start on time. Teams must be in
attendance at their playing fields five (5) minutes before the commencement of their match.
6.9.1
It is the responsibility of each captain to report to the referee so that the toss of the coin can be
affected without loss of time. If a team is not at the field at the advertised starting time of the
game, the attending team can be awarded the winning of the toss.
6.9.2
The President/Secretary or Administrator of the offending Club will be required to give reasons in
writing why their team should not be excluded from participating in any further matches. The
NSWTA will decide upon receipt of the report if the offending teams' action warranted the need
to forfeit the match. This written report must be submitted to the Events Manager before the
completion of the forfeited match.
6.10
Non-Notified Forfeits
6.10.1
When Club/Teams do not notify the NSWTA Office of their pending forfeit by 2.00pm on the day
prior to the scheduled game a penalty will apply.
For non-notified forfeits the Club will be required to pay the NSWTA in accordance with clause
6.10.2
6.10.2
The Club must pay $800.00 fee on the second occasions of a non-notified forfeit this must be paid
before any other team from their Club being allowed to participate in the next round the team
forfeiting on the second occasion will be unable to take any further part in the Competition.
$200.00 will be paid to the Club that has been inconvenienced by a non-notified forfeit.
6.11
Notified Forfeits
When a Club/ Team notifies the NSWTA Office of their pending forfeit by 2.00pm on the day prior
to the scheduled game.

For notified forfeits Clubs must advise the office by 2.00pm on the day prior to the competition
and a fee of $200.00 must be paid before any other team from that Club will be allowed to
participate the following week, unless exemption is granted in writing by the Board of NSWTA.
If a team forfeits twice, they will need to show cause to NSWTA as to why they should remain
within the Vawdon Cup.
Clubs and team management should be conversant with clause 11.15. of the General Conditions
of Entry for all NSWTA Events in regards to Forfeits.

Insurance
For players to be covered by the TFA Insurance Scheme they must be registered in a Financial Club
within their Current Competition.
Control of the Event
The Event Manager in conjunction with the Sport Manager, General Manager will be in charge of
all matters relating to the Tournament. Any matters not covered in the General Conditions or
Tournament Conditions will be determined by the above Officials and their decision will be final.
Wet Weather
Field inspections will be carried out at 3.00pm on inclement weather days. Each team will be
emailed and will receive a notification via the NSW Touch Smartphone App. Information will also
be placed on the NSWTA, Event, Facebook websites and Twitter.
Match Results
Match results will be updated on the NSW Touch Association Website at the completion of each
competition round. - www.nswtaevents.sportingpulse.net they can also be view from the
Sportzware I-Phone application.
Match Balls
All teams must use the official Steedan Match Ball in all games throughout the tournament.

only receive one bonus point per game

Final Shot
If the game is drawn at fulltime both teams will receive Two (2) competition points. The Final Shot
will allow a team to gain One (1) extra competition point if they are victorious.
6.19.1
Basic concept of the Final Shot are as follows;
6 on 6 (The same players that finished the game on the field)
One possession for each team (as per existing drop off rules), starting at the centre of the halfway
line.
If the team scores in the first possession, the other team must score to rescue the game for a
draw If the team fails to score in the first possession, the other team can take the game with a
touchdown.
If neither team scores than the result stands as a draw.
NB. No bonus points system will be awarded to teams in a Final Shot game.
6.20

Final Shot – Rules of Play
Immediately at the conclusion of the game, if tied the referee will immediately move both teams
to halfway to commence "The Final Shot". If a team does not obey the instruction the offending
team will forfeit their "Final Shot"
The Final Shot is to commence from the centre of halfway line with both teams having the normal
complement of players. This must be those that finished on the field when the game ended (6 on
6).
The team that won the original coin toss will take possession of the ball and continue playing the
same direction as the game started with a restart at the half way. Once the Final Shot has
commenced, substitutions can commence as per normal game rules.
Each attacking team will have the whole possession of six touches unless a restart or infringement
applies as per normal rules.
Regardless if the first team scores or not, once their possession has been completed teams move
back to halfway for team 2 to commence their possession.
In the event of an intercepts the following applies;
 In the first teams possession  if the defending team intercepts they can run and score a touchdown which will conclude
the "Final Shot",
 they can run and be caught in the oppositions half and then continue their "Final Shot".

however if they fail to make the halfway line then that team would restart at halfway for
their Final Shot.
After a team has had possession they cannot have another possession after the other team has
had the ball. E.g and intercept followed by another intercept. In this instance the "Final Shot" is
over.

Duration of Games
Round games will be 20 minute games x 2 halves with a 5 minute half time.
Final series will be the same.
In the event of a draw in the Final Series the drop off system will be used to decide the winner.

For insurance requirements please report all injuries to the Medical team.
6.26
6.26.1
Tents
An Affiliate who wishes to erect a tent at the field must request this in writing to the Event
Manager seeking approval.
Correspondence must identify the size and structure of the tent.
6.26.2
Any tent/shade structure placed in an area that is deemed to be dangerous without the consent
of the NSWTA Tournament staff will be asked to remove the tent. This will be done by those who
are responsible for the structure.
Before erecting any tents or shade structures affiliates MUST report to tournament control to
seek permission and location.
6.26.3
Gas and Naked Flame (Hot Coals) BBQ’s are not allowed in or around tents.
6.26.4
Tents are to be kept in a tidy manner during the event
At the end of the day the tent area MUST be left in a tidy manner.
SECTION 7: RULES
The NSWTA conduct events under the auspices of the Touch Football Australia 7th Edition rule
book.
7.1.1
For the 2014 Vawdon Cup the NSWTA will be trialling one rule change. That is that on the change
of position via an intercept the first touch will be a zero touch.
All other rule changes and variations can be found in the NSWTA General Conditions for All
NSWTA Events Document, it is the responsibility of the of all Club coordinators, Coaches and
Officials to ensure that they are fully conversant with this the above document
